Any questions submitted after the deadline shall be rejected. All questions will beanswered in the form of an addendum.1.3 Bid Submission:To be considered, all bids must be submitted in the manner set forth in the ITB. It is theResponder’s responsibility to ensure that its/their bid arrives on or before the specified time.Bidders shall provide one (1) hard copy in a SEALED envelope clearly marked with the BidNumber, and one (1) PDF electronic copy sent via email to the Purchasing Supervisor, NicoleSupan at nsupan@cityofventura.ca.gov, submitted on or before Wednesday, May 20, 2026,at 4:00 PM PST. If discrepancies are found between the hard copy and the PDF, the hardcopy will provide the basis for resolving such discrepancies. If no document can be identifiedas the original, proposal may be rejected at the discretion of the City.No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will beconsidered in the absence of a hard copy sealed proposal.Bids received after the scheduled submittal deadline will be returned. Bids postmarked priorto submittal deadline, but received after the deadline, will be returned.1.5 Bid Format:Bids must be submitted in the format described in the Bid Format and RequirementsSection No. 3.1. Proposals must be complete in all respects as required in the Bid Format andRequirements Section. Bids are to be prepared in such a way as to provide a straightforward,concise description of capabilities to satisfy the requirements of the ITB. Expensive binding,colored displays, promotional materials, etc., are not necessary or desired. Emphasis shouldbe concentrated on conformance to the ITB instructions, responsiveness to the ITBrequirements, and on completeness and clarity of content. A proposal may not be consideredif it is conditional or incomplete.1.6 Insurance Requirements:Successful firm shall provide insurance as noted in Exhibit “C” of Attachment “C” GeneralInvitation to Bid No. B-130000874Citywide Traffic Striping MaintenanceServices Agreement.1.7 Agreement Prices:At any time during the course of this anticipated contract the City may alter the Scope of Work,making changes to the assignments and times indicated, and/or adding or deletingassignments as deemed necessary. The City and firm will negotiate changes to the contractpricing accordingly.Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,if allowed under this Contract, must be requested in writing and accompanied by the requiredinformation to substantiate the request for price adjustment, as set forth in the Contract. Noprice adjustment allowable under this Contract will be granted retroactively. The CITY mustalso be given the benefit of any decline in prices. If any price increase is granted by the CITY,the increase shall not be greater than the Consumer Price Index (CPI) of the current year.1.8 Agreement/Contract:A copy of the City of Ventura’s General Services Agreement, Attachment “C” is includedherein, as it will be the document executed into a final contract between the City and theawarded Consultant. You do not have to return Attachment “C” with your bid; the sampleGeneral Services Agreement is provided for reference only and does not have to be returnedwith the bid.1.9 Term of AgreementThe initial term of this Agreement shall commence on July 1, 2026, and will continue for aperiod of one (1) year. The City may elect, at its own option, to renew this Agreement for fouradditional one-year increments. Initial term, plus any option to extend shall not exceed a totalof five years.1.10 Subcontracting:No Subcontracting any portion of Consultant’s duties under this agreement without priorwritten consent of the City.1.11 Communication with City Staff or Elected City Representatives:Any communication with City staff or City Elected Representatives, except for the Purchasingand Contracts Division, regarding this ITB is prohibited. SCOPE OF SERVICES2.1 GENERALThe Contractor shall provide all labor, supervision, equipment, materials, and incidentalsnecessary to install and maintain traffic striping and pavement markings as directed by theCity. Work shall include traffic lanes, bicycle lanes, symbols, legends, and related markings.All traffic striping and pavement markings shall conform to the latest edition of the CaliforniaManual on Uniform Traffic Control Devices (CA MUTCD). Materials and installation shallconform to the latest editions of the Caltrans Standard Specifications and Standard Plans,including Section 84 (Traffic Stripes and Pavement Markings). All materials shall be listed onthe Caltrans Authorized Materials List (AML) or Approved Products List (APL), as applicable.The City reserves the right to furnish materials. The Contractor shall install City-furnishedmaterials at no additional cost unless otherwise approved.The Contractor shall comply with all applicable traffic control requirements, including the WorkArea Traffic Control Handbook (WATCH) and all State and City regulations.Damage caused to public or private improvements by the Contractor's operations shall berepaired or replaced at the City's direction to the satisfaction of the City's Representative, andat no cost to the City.2.2 WORK ORDERS AND SCHEDULINGThe Contractor shall respond to work orders within five (5) business days. Upon acceptance,work shall begin within fifteen (15) calendar days and be completed within thirty (30) workingdays unless otherwise specified in the work order or directed by the City Traffic Engineer.Failure to respond or perform may result in reassignment of work by the City.Working hours shall be between 7:00 a.m. and 4:00 p.m. on non-arterial streets. Work onarterial streets and night work shall be performed as approved by the City Representative.2.3 STRIPING REQUIREMENTSStriping shall be applied in accordance with the California Manual on Uniform Traffic ControlDevices (CA MUTCD) for layout, patterns, and dimensions. Standard lane line patterns shallfollow a 24-foot cycle consisting of 7 feet painted and 17 feet unpainted.Two-way left-turn lane markings shall consist of solid and broken yellow lines in accordancewith CA MUTCD standards.
