THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.

The City through its Department of Capital Assets and Construction is seeking bids for the redevelopment of Richard E. Neal Park to include the removal of existing site elements, and improvements to other areas. Improvements to include new basketball court, shade pavilion, playground, spray pad, volleyball court, other site amenities, and installation of owner-supplied modular restroom facility. Estimated cost of the project is $2,750,000.00. This bid falls under M.G.L. Ch. 30§39M and other procurement statutes.

Bids for Prime/General Contractor will be received until 2:00 PM on March 6, 2025, publicly opened, forthwith online.

Site Visit: Bidders are strongly encouraged to attend a site visit at 1708 Page Blvd., Springfield, MA 01104 scheduled for February 20, 2025 at 10:00 a.m. Contact: Tim Nickerson, Ray Dunetz Landscape Architecture; tim@raydunetz.com with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications. Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on February 21, 2025 in order to be considered.

Bid Forms and Contract Documents will be available February 12, 2025 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts DLS Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
