BackgroundIn 1993, the Federal Government identified the Mather Air Force Base for closure under the Base Realignment and Closure Act (BRAC). Following the base's decommission, Sacramento County requested and received control of 33 acres of the Mather Air Force base to develop a transitional housing program for families and single homeless individuals under provisions of the McKinney-Vento Act of 1987, enabling the use of surplus federal property for homeless services. Today, MCC functions as a service hub to multiple programs providing emergency shelter, transitional housing, re-housing services, behavioral and physical health supports. The campus includes dormitory-style units, family transitional housing, case management and classroom spaces, communal dining areas, and offices for supportive services. MCC has a rich history of supporting individuals and families experiencing homelessness with sheltering and support services on their path to permanent housing.
A campus map is included as an attachment to this RFP for Proposers' reference. The campus includes four propeller buildings used for resident units, one commercial kitchen and three hangar-style buildings that support program operations, administrative offices, case management space and temporary dining areas.
The Department of Homeless Services and Housing (DHSH) is the lead County department responsible for the operation and oversight of DHSH-administered programs on the MCC campus. DHSH currently contracts with Next Move Homeless Services to operate three programs:
- Laverne Adolfo Transitional Housing for Former Foster Youth
- Mather Transitional Housing for Families
- Mather Adult Singles Emergency Shelter
These programs provide transitional housing, emergency shelter, case management, employment readiness supports, and pathways to permanent housing. DHSH seeks to ensure consistent, high-quality service delivery that lowers barriers to participation and improved outcomes related to housing stability, economic mobility, and overall well-being.
Through this Request for Proposals (RFP), Sacramento County is seeking a qualified contractor to provide oversight of all three campus programs. Proposers may fully operate and support the programs directly. Proposers may also be master operator subcontracting for supportive services that serve specialized populations such as former foster youth, transitional age youth (TAY), families and single adults. The Proposer is responsible for the oversight and operations for all three programs at MCC and support the County's vision for a coordinated, outcomes-driven service model. Support services, program coordination, facility and site maintenance across all three programs require one single qualified contractor or a master contractor that can subcontract operational and support services.
A December 2023 independent Program Review identified that while MCC continues to serve as a critical service-rich campus, the physical condition of several residential building and common areas reflects deferred maintenance and age-related deterioration. Sacramento County is actively evaluating phased capital improvements and operational investments to address these conditions; however, proposers should be aware that the selected operator will be expected to operate programs within the existing physical environment while coordinating with the County on identified repair needs and planned improvements.
Any qualified contractor submitting a proposal would be working alongside the County of Sacramento as the Mather Community Master Plan (Mather Master Plan) is worked on. The Mather Master plan was originally focused on the redevelopment of the former Mather Air Force Base. The most recent Mather Master Plan focused on preserving the buildings, structures, pathways, facilities and landscaping within the 33-acre shelter and program service area. The qualified contractor submitting a proposal to this project may be impacted by the ongoing construction of sites and buildings within the three MCC programs. The Mather Master Plan is a continued collaboration between the County Department of General Services (DGS), DHSH, and the selected MCC program contractor and additional departments and program contractors on campus.
The additional MCC programs, funders and organizations on campus include the Sacramento County Department of Health Services, Volunteers of America's (VOA) Veterans Grant Per Diem program and a Veterans Service Center. Additionally, adjacent to the campus, Mutual Housing operates Mather Veterans Village, which includes permanent supportive housing and transitional beds with onsite services provided by Nation's Finest Veteran Services. While these programs are not within the scope of this RFP, coordination across Proposers is essential to maintaining a cohesive service environment.
