The building is approximately 100 years old and represents an important part of the City’s civic heritage.
The City seeks proposals that will activate the building in a manner that is compatible with its historic character, surrounding uses, and the public nature of the City Hall campus. The City is open to a range of creative, financially sustainable uses that provide community value while preserving the integrity of the structure.
The property is currently being used by the Post Falls Historical Society as a Historical Museum. Responses may include proposals that are compatible with the current use or offer alternatives that provide an increased community benefit.

Property Description• Location: City Hall Campus,101 E 4th Ave., Post Falls, Idaho• Building Age: Approximately 100 years• Usable Area: Approximately 1,900 square feet – main floor only• Parking: Limited parking; proposers should not rely on exclusive or dedicatedparking, and the city will consider the impact on parking when evaluating theproposals.• Condition: The building is a 100-year-old brick building that needs some generalmaintenance and repairs. The basement/Crawl Space is not usable, and anyproposal should not include use of this space, not even for storage. The adjacentproperty has a water leak that leaves the grassy area soggy. The proposal is for thebuilding only and does not include any of the surrounding property.• Zoning: Smart Code – SC5; Building Use Code B (Definition Exhibit A)The building is offered for lease as-is, unless otherwise negotiated. Proposers areencouraged to conduct their own due diligence regarding the condition, suitability, andregulatory requirements associated with their proposed use.3. Desired Use and VisionThe City is seeking proposals that:• Respect and preserve the historic character of the building• Are compatible with nearby City Hall operations and public use• Are potentially compatible with current use as a Museum• Are financially viable and sustainable• Provide an enhanced benefit to the community or enhance public engagement withthe campus and the emerging downtown areaPotential uses may include, but are not limited to:• Professional or creative office space• Cultural, historical, arts, or educational uses• Small-scale retail or service uses compatible with limited parking• Nonprofit or community-oriented usesThe City is not obligated to select the highest rent proposal and will consider overall value,compatibility, and long-term benefits.4. Lease TermsKey lease terms are anticipated to include:• Lease Term: Preferred 5 to 10 year lease, with possible renewal options• Rent: To be proposed by Proposer• Utilities: Tenant is responsible for all utilities• Maintenance and Repairs: Tenant is responsible for all maintenance and repairs tothe building. The City will maintain the landscaping around the facility.• Tenant Improvements: Subject to City review and approval; historic preservation isencouraged• Insurance: Tenant must provide insurance that meets City requirementsFinal lease terms will be subject to negotiation and City Council approval.5. Historic Preservation and ImprovementsGiven the age and significance of the building:• Any exterior changes or significant interior modifications must be approved by theCity• Proposers should describe how their use will preserve and respect historic features• Experience with historic buildings or adaptive reuse is desirable6.
