Bids are to be marked in a sealed envelope and delivered to LEAP Academy University Charter School, Attention:Mr. Yusien Durakow, Business Administrator with the name of the project, "BID #26-2 – 532 COOPER LIGHTING ANDHVAC UPGRADES (RE-BID) " plainly marked on the front of the envelope. Specifications are available upon request at theBusiness Office of the LEAP Academy University Charter School, located at 130 N Broad, Camden, NJ 08102, or by emailingBA@leap.rutgers.edu.All bidders and their subcontractors shall be registered with the New Jersey Department of Labor, pursuant to the Public WorksContractor Registration Act, N.J.S.A. 34:11-56.48 et seq. While it is encouraged that the Bidder include, whenever possible, withits bid its own Certificate and that of all subcontractors, same shall be provided to the LEAP Academy University Charter Schoolprior to the contract award.Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and AffirmativeAction, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a Bid for a Project, the Bidder and/or its subcontractor(s)shall be classified by NJDPMC and NJSDA in at least one of the following disciplines as listed below:C008C032C047GENERAL CONSTRUCTION; and/orHVACR; and/orELECTRICALNo bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Biddersshall be eligible to bid on this project. This project is being funded partially by the NJ Cool and/or PSE&G PrescriptivePrograms and bidders should maintain compliance with the program requirements.Bids must be submitted to the LEAP Academy University Charter School, 130 N Broadway Camden NJ 08102, no later than3:00 p.m. on Wednesday, April 1, 2026. All bids will be opened and read to the public at that time by the School BusinessAdministrator at the Board offices. No bid may be withdrawn for a period of sixty (60) days from the opening of the bids.The LEAP Academy University Charter School reserves the right to reject any or all bids pursuant to N.J.S.A. 18A:18A-22, thosedeemed to be non-responsive, and those bids submitted by bidders deemed not to be responsible under the Public-SchoolContracts Law. The LEAP Academy University Charter School may also waive any informality in the bidding process inaccordance with the law if it is in the best interest of the Board of Education. The contract, if awarded, shall be awarded to thelowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemedaccepted until the adoption of a formal resolution by the LEAP Academy University Charter School.A bidder on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first havebeen qualified by the Department of the Treasury, Division of Property Management and Construction, pursuant to N.J.S.A.18A:18A-27 through 33, and shall submit with his bid a Prequalification Affidavit—No Material Adverse Change, a copy of avalid and active NOTICE OF CLASSIFICATION, a certified copy of a Total Amount of Uncompleted Contracts Form andBid No. 26-2 – 532 COOPER LIGHTING AND HVAC UPGRADES RE-BIDP a g e 1|2LEAP Academy University Charter School130 N Broadway AveBusiness Office FL 11Camden NJ 08102such Affidavit that subsequent to the latest such statement submitted there has been no material adverse change in hisqualification information except as set forth in said Affidavit.The Standard Bid Document package will also include other documents that must be completed and returned with the bid.Failure to comply with Instructions to Bidders and to complete and submit all required forms may be cause for disqualificationand rejection of the bid.All contractors named in this proposal shall possess a valid and current New Jersey Department of Labor and WorkforceDevelopment Public Works Contractor’s Registration Certificate pursuant to N.J.S.A. 34:11-56.48 et seq., at the time theproposal is received by the Board.The Board reserves the right to reject any non-responsive bids or all bids, pursuant to N.J.S.A. 18A:18A-22, and to waiveminor informalities or non-material exceptions, that may be in the best interest of the board.Bid No. 26-2 – 532 COOPER LIGHTING AND HVAC UPGRADES RE-BIDP a g e 2|2
