The City has allocated funding for this project through Council discretionaryfunds.QUESTION: For Task 4.4 - Could the City clarify whether the consultant is expected toserve as the primary lead for managing the CEQA process and preparing theenvironmental document through certification, or if the City will take lead for specificprocedural steps?ANSWER: The consultant will serve as the primary lead for managing the CEQAprocess and preparing the environmental documentation through certification.QUESTION: For Task 4.4 - Could the City clarify whether the technical studiessupporting the CEQA document are expected to rely primarily on existing City datasetsand prior analyses (e.g., current tree inventory, GIS layers, and planning documents), orwhether the consultant should scope for new plan-level analyses, such as urban forestcanopy cover assessment or planting opportunity analysis, to establish theenvironmental baseline and evaluate program-level impacts?ANSWER: The consultant shall use existing City datasheets, prior analyses and newplan level-analyses to support the CEQA and environmental documents. The consultantshall submit a proposal that includes all required deliverables, as well as any additionalvalue-added deliverables based on their experience.QUESTION: Please confirm whether there is an estimated total number of treesanticipated for this project, or if proposers should reference the total documented in the2011 survey.ANSWER: The City estimates the total number of trees to be approximately 100,974.The City is currently in the process of updating the tree inventory and the final count willQUESTIONS AND ANSWERSREQUEST FOR PROPOSALSURBAN FOREST MANAGEMENT PLANPROJECT NO.
