The Haines Borough is soliciting sealed quotes from bidders interested in purchasing approximately 4,125 gallons, in fifteen 275-gallon totes, of Triafrost PG 30% Glycol.

Purchased for a Haines biomass project approximately 20 years ago and never used, the Triafrost PG 30% is a propylene glycol based heat transfer fluid that contains a package of specially formulated inhibitors that help prevent corrosion and thermal breakdown. Triafrost PG 30% can be used for secondary cooling and heating, freeze and burst protection of pipes, defrosting, dehumidifying and various deicing.

Generally Regarded As Safe (GRAS) where contact with food and beverage occur. Recommended use temperature range: -28C (-18F) to 104C (220 F).

All quotes must be made by filling out the form in the Bid Express Portal. The forms must be fully completed and signed when submitted.

The Borough reserves the right to waive any informalities or minor defects, or reject any or all quotes. The Borough reserves the right to negotiate with the respondent whose quote offers the best value for the Borough. Any quote may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any quote received after the time and date specified shall not be considered. No respondent may withdraw a quote within 30 days after the actual date of the opening. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough and successful respondent.

A quote that contains a substantial condition or qualification may be rejected.

Each respondent is responsible for reading and thoroughly understanding the RFQ documents. The failure or omission of any respondent to do any of the foregoing shall in no way relieve any respondent from any obligation with respect to its quote.

Hereinafter, the successful respondent who receives an award shall be referred to as "the Purchaser."

SHIPPING: Totes of Triafrost PG 30% Glycol are located at the Public Works Shop Yard on Union Street. Purchaser is responsible for shipping to their site.

QUANTITY AND QUOTE: Fifteen (15) totes of Triafrost PG 30% Glycol Heat Transfer Fluid.

Public bid opening is January 29, 2026 at 12:00 pm (noon by Zoom. Please reference the Haines Bid Express website for details and to submit questions. Any questions not asked through the Bid Express platform will go unanswered. The deadline for questions is by noon on December 22, 2025. The intended project completion date is 6/30/2026.
