Bid Title: Wastewater System Operation and Maintenance for the Town of Colchester
Category: General Status: Open Description: The Town of Colchester is requesting proposals for Wastewater System Operation and Maintenance for twelve (12) wastewater pump stations. The scope of work includes providing all labor, materials, tools, equipment, supplies and supervision necessary to complete the specified services as described in the contract for the wastewater system. The agreement will be for a period of three (3) years, with an annual adjustment in compensation to the contractor based on CPI-U, Northeast Urban, Class B/C (all items).

Bidders shall have a minimum of 10 years’ experience in municipal sewer pump station maintenance and repairs, sufficient staff and equipment to provide year round 24/7 emergency response within one hour and additional staff and equipment requirements as listed in the bid documents.
Bidders should submit the Bid Form, Bid Schedule, Certification Regarding Debarment, Suspension and other Responsibility Matter, and three (3) references for the bid submission to be deemed complete.

Each sealed envelope containing a bid must be plainly marked on the outside asBid for Wastewater Services, and should bear on the outside the name of the bidder, and itsaddress. If forwarded by mail, the sealed envelope containing the bid must be enclosed in anotherenvelope addressed to the Owner at address above. The Town Office is open to the public from8:00am until 4:30pm, Monday through Friday. CONTRACTORS wanting to deliver their bidoutside of that timeframe shall utilize the drop box by the front entrance.CONTRACTOR shall submit the BID FORM, the BID SCHEDULE, the CERTIFICATIONREGARDING DEBARMENT, SUSPENSION AND OTHER RESPONSIBILITY MATTERS, and alist of 3 references for the bid submission to be deemed complete. All blank spaces for bidprices must be filled in, in ink or typewritten, and the bid documents must be fully completed andexecuted when submitted. Bidders shall remove and submit the bid documents separate from thevolume of CONTRACT DOCUMENTS. A conditional or qualified bid will not be accepted.In the event there is any discrepancy in the BID SCHEDULE between any price in words,figures, or the extended totals, the price in words shall govern and the extended totals in each caseshall be corrected accordingly. No BID will be accepted which does not contain a price for eachitem in this PROPOSAL.The OWNER may waive any informalities or minor defects or reject any and all BIDS. Abidder may be withdrawn prior to the above scheduled time for the opening of bids or authorizedpostponement thereof. Any bid received after the time and date specified shall not be considered.No bidder may withdraw a bid within 30 days after the actual date of the opening thereof. Shouldthere be reasons why the contract cannot be awarded within the specified period; the time may beextended by mutual agreement between the Owner and the bidder.All questions by prospective BIDDERS as to the interpretations of the Bid Documents andForms, Agreement Documents and Forms, and/or the Standard Terms and Conditions, must besubmitted in writing to the OWNER, no later than 4:00pm Wednesday March 18, 2026. Aninterpretation will be issued to prospective BIDDERS at the addresses given by them no later thanfive (5) days before the date of opening BIDS. Failure of any BIDDER to receive any suchADDENDUM or interpretation shall not relieve such BIDDER from any obligation under its BID assubmitted. All ADDENDA so issued shall become part of the CONTRACT DOCUMENTS.Prospective bidders and their agents will be permitted to make, at their ownresponsibility and expense, such investigations over the site(s) of the proposed work as theydeem necessary. They must satisfy themselves by personal examination of the locations ofthe proposed work, and by such other means as they deem necessary, as to the actual conditionsTown of Colchester4Wastewater System OperationAnd Maintenanceand requirements of the work. Inspection trips for prospective BIDDERS must be scheduled withOWNER with a minimum 24 hours advance notice and be conducted no later Friday March 13,2026.After bids have been submitted, the bidder shall not assert that there was amisunderstanding concerning the quantities of work or of the nature of the work to be done. Atthe time of the opening of bids, each bidder will be presumed to have inspected the site(s) and tohave read and to be thoroughly familiar with the CONTRACT DOCUMENTS (including alladdenda). The failure or omission of any bidder to receive or examine any form, instrument, ordocuments shall in no way, relieve any bidder from the obligation in respect to its bid.Quantities appearing in the Bid Schedule are approximate and intended for comparisonof Bids only. Payment to the CONTRACTOR shall be made only for the actual quantities for workperformed and accepted or materials furnished and accepted in accordance with theseCONTRACT DOCUMENTS. The scheduled quantities of work to be performed and materials tobe furnished may each be increased, decreased, or omitted as hereinafter provided in theOWNER’S sole discretion.OWNER reserves the right to reject any “materially unbalanced bid”. A “materiallyunbalanced bid” is a Bid that contains lump sum or unit prices that do not reflect reasonable labor,equipment, and material costs plus a reasonable proportionate share of overhead and otherindirect costs and anticipated profit, and the Town determines that the Bid may not result in thelowest ultimate cost to the Town.The CONTRACT DOCUMENTS contain the provisions required for the services provided.Information obtained from any officer, agent, or employee of the Owner or any other person shall notaffect the risks or obligations assumed by the CONTRACTOR or relieve it from fulfilling any of theconditions of the contract.The BIDDER'S attention is directed to the Town of Colchester Standard Terms andConditions of the CONTRACT DOCUMENTS, which contains requirements, provisions, policies andpermits applicable to work under the contract.The CONTRACTOR shall take out and maintain during the life of this contract suchComprehensive General Bodily Injury Liability and Property Damage Liability Insurance andAutomobile Bodily Injury Liability and Property Damage Liability as shall protect itself and itssubcontractor performing work covered by this contract for claims for damages for personal injury,including accidental death, as well as from claims for property damage, as further delineated in theTown of Colchester Standard Terms and Conditions, which may arise from operations under thiscontract, whether such operations by itself or by any subcontractor or by anyone directly or indirectlyemployed by either of them.To ensure the OWNER is contracting and purchasing the best quality goods and services atthe least possible cost, the OWNER may make any such investigations as it deems necessary todetermine the responsibility of the BIDDER, and the BIDDER shall furnish to the OWNER all suchinformation and data for this purpose and as the OWNER may request.
