TERREBONNE PARISH CONSOLIDATED GOVERNMENTPURCHASING DIVISIONINVITATION FOR SEALED QUOTATIONS FORDEMOLITION SERVICESSealed Quotations will be received on June 12, 2026 by the Terrebonne Parish ConsolidatedGovernment (TPCG), Purchasing Division, located at 301 Plant Road, Houma, Louisiana, 70363,until 2:00 P.M. Central Standard Time. At 2:00 P.M. Central Standard Time, as shown on thePurchasing Division Conference Room Clock, all quotations will be publicly opened and readaloud. Subsequent to the opening, the quotes will be evaluated by the appropriate parties andwill be presented to the Planning Director with a recommendation for awarding, rejecting, orholding for further evaluation.This Request for Quotation (RFQ) is available in electronic form at the TPCG websitehttps://tpcg.org/purchasing/bidopportunities. Specifications and quotation forms are on file atthe Purchasing Division, located at 301 Plant Road Houma, LA 70363 and may be obtained byprospective vendors at no cost. Please contact Chantel Comardelle, Purchasing Division, at (985)873-6768 with regard to specifications or for any clarifications or information about the officialquotation documents.No quotation received after the scheduled time for opening will be considered. Failure of the U.S.Postal Service to deliver the quotations is a timely manner shall not be considered due cause forthe scheduled time of the opening to be extended.Quotations must be submitted on the forms furnished hereafter. The packets will be issued onlyto contractors and/or subcontractors licensed in accordance with the provisions of La. R.S.37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to submit a quote shallsubmit their Louisiana Contractor’s License Numbers and/or Registration Numbers as evidencethat they hold a license and/or registration that is in full force and effect.The Terrebonne Parish Consolidated Government reserves the right to reject any quotation forjust cause in the best interest of the Terrebonne Parish Consolidated Government.1SECTION (I)REQUIREMENTS AND INSTRUCTIONS TO CONTRACTORSPlease Read CarefullyGENERAL CONDITIONS – Certain property and/or properties within Terrebonne Parish have beenidentified to be in violation of Terrebonne Parish Consolidated Government (TPCG) codes and/orordinances. The TPCG Purchasing Division on behalf of the TPCG Planning and Zoning Departmentis requesting sealed quotations for demolition services to remove the violating structure(s) fromthe property and restoration of the site to natural contour. Said services shall include, but arenot limited to, providing all labor, equipment and any incidentals necessary for the safedemolition/removal and disposal of all structural debris/accumulated trash of the condemnedresidential structure including all buildings and improvements located at: 203 Levron Street Houma, LA 70360PHOTOS – A minimum of three (3) color photographs are to be taken prior to the demolitionbeginning. Additionally, a minimum of three (3) color photographs is to be taken from variousangles. Cameras used for photographs MUST imprint the date of the photo to accuratelydocument when the photo was taken. Photographs must accompany the invoice whenrequesting payment.NOTIFICATION OF JOB COMPLETION – Within twenty-four (24) hours of the completion of thework, the Contractor is to notify Gina Bergeron in the Purchasing Division or her designee thatthe job is complete. The Purchasing Manager or her designee will inspect the job within one (1)working day(s) notification of completion to determine the acceptability of the work.QUOTATION FORMS – Quotation Forms for this project are included with the Request for SealedQuotation Documents; additional copies may be obtained from Gina Bergeron, at no charge.Quotations shall be submitted on the forms provided with this packet. All blank spaces requiredfor quotation prices shall be properly filled in ink, or typed, in both words and figures as indicated.In case any price shown in words and its equivalent price in figures do not agree, the writtenword shall be binding on the Contractor.Submittals by individuals shall be signed by the individual making the quotation or by anauthorized representative of said individual. The responsive, low individual quote authorizing arepresentative to sign the quotation shall be submitted within ten (10) days after quotationopening, a power-of-attorney evidencing authority to sign the quotation in the name of theperson for whom it is signed.Contractors, who are corporations, partnerships, or other legal entities including limited liabilitycompanies, are required to comply with LA R.S. 38:2212(O) as follows:1. The signature on the quote is that of any corporate officer listed on the most current2annual report on file with the Secretary of State, or the signature on the bid is that ofany member of a partnership or partnership in commendam listed in the most currentpartnership records on file with the Secretary of State.2. The signature on the quote is that of an authorized representative of the corporation,partnership, or other legal entity and the bid is accompanied by a corporateresolution, certification as to the corporate principal, or other documents indicatingauthority which are acceptable to the public entity.3. The corporation, partnership, or other legal entity has filed in the appropriate recordsof the Secretary of State or the Clerk of Court of the Parish in which the public entityis located, an affidavit, resolution, or other acknowledgment or authentic documentindicating the names of all parties authorized to submit bids for public contract. Suchdocument on file with the Secretary of State or the Clerk of Court shall remain in effectand shall be binding upon the principal until specifically rescinded and canceled fromthe records of the respective offices.Failure to provide the appropriate signature authorization shall result in rejection of thequotation as non-responsive.PREPARATION AND SUBMISSION OF QUOTATIONS – Quotations shall be submitted at the timeand place indicated in the “Invitation for Sealed Quotations” and shall be enclosed in an opaquesealed envelope. If the quotation is sent through the mail or another delivery system, the sealedenvelope shall be enclosed in a separate envelope with the notation “SEALED QUOTATIONENVELOPE ENCLOSED” on the face of it.A vendor may alter or correct an entry on the quotation form by crossing out the entry, enteringthe new figure above or below the deleted entry, and initialing on the line of change. The crossingout of and initials shall be legibly handwritten with ink or typed. Any ambiguity arising fromentries altered or corrected on the Quotation Form will cause the rejection of said quotation asnon-responsive.All vendors who submit more than one quotation for the same work from an individual, firm orpartnership, a corporation or association under the same or different name will have theirquotation rejected. Reasonable grounds for believing that any vendor has interest in more thanone quotation submitted for the same RFQ will cause the rejection of all such quotations in whichthe vendor is interested. If there are reasonable grounds for believing that collusion exists amongvendors, the quotation of participants in such collusion will not be considered.QUOTATION OPENING – All vendors may attend the quotation opening but no information oropinions concerning the ultimate award will be given at the opening or during the evaluationprocess. Actual quotation documents will not be available until after the award of the quotation.However, quotation tabulations may be examined 72 hours after a request is made. Anyone whomakes such a request must fill out a “Request for Public Record Form”. Information pertaining3to completed files may be secured by making an appointment during normal working hours withthe TPCG Purchasing Division.TIME FOR RECEIVING QUOTATIONS– Sealed quotations shall be either hand delivered by thevendor or his agent in which instance the deliverer shall be handed a written receipt, or suchquotations shall be sent by registered or certified mail with a return requested.All quotations must reach the Terrebonne Parish Consolidated Government Purchasing Divisionlocated at 301 Plant Road, Houma, Louisiana, before 2:00 P.M. Central Standard Time on the dayof the quotation opening. Quotations received prior to the time of opening will be securely kept,unopened. No quotations received after the scheduled time for opening will be considered.Vendors are cautioned to allow ample time for transmitting quotations by mail or otherwise.Vendors are urged to secure information relative to the probable time of arrival and distributionof mail at the place where quotations are to be opened. Failure of the U.S. Mail to deliver thequotations timely shall not be considered due cause for the scheduled time of the quotationopening to be extended.AWARD – The successful vendor must within ten (10) days from the award of the quotationfurnish all affidavits, certificates, and proof of insurance as required.In the event that said vendor fails or refuses to furnish the affidavits, certificates and proof ofinsurance as required within the ten (10) day period after receiving notice of award, the TPCGshall disqualify said vendor and award the quotation to the next lowest vendor who quotedaccording to the Instructions to Vendors and Specifications.NOTICE TO PROCEED - The successful Contractor will be issued a “Notice to Proceed” when thequotation has been accepted, the Contractor has submitted all affidavits, certificates and whentheir insurance certificate has been approved by the TPCG Risk Management Department. Thesuccessful Contractor will be required to present the “Notice to Proceed” letter to theTerrebonne Parish Planning and Zoning Department in order to secure the required permit(s).WORK IS PROHIBITED UNTIL THE PERMIT IS RECEIVED AND / OR PROPERLY COORDINATEDWITH TPCG PURCHAING DIVISION.The Contractor shall clear and re-grade each property within ninety-six (96) hours from theinitiation of clearing unless TPCG Representative permits or directs a longer period in writing. Thework must be completed within ten (10) days of the issuance of a Notice to Proceed. Demolitionsmust be completed consecutively when the vendor is awarded multiple locations. All work mustemploy appropriate erosion control to retain sediment on the property and away from the street,bayous storm drains or neighboring properties.EQUAL EMPLOYMENT OPPORTUNITY - Contractor acknowledges that all contracts shall containprovisions requiring compliance with E. O. 11246, “Equal Employment Opportunity,” and assupplemented by regulations at 41 CFR part 60, “Office of Federal Contract CompliancePrograms, Equal Employment Opportunity, Department of Labor”.4COPELAND “ANTI-KICKBACK” ACT: Bidder acknowledges that all construction/repair contractsand sub-grants in excess of $2,000 shall include provisions requiring compliance with theCopeland “Anti-kickback” Act (18 U.S.C. §3141-3148), which provides that each contractor or sub-recipient shall be prohibited from inducing any person employed in the construction, completion,or repair of public work, to give up any part of the entitled.CLEAN AIR ACT: Bidder acknowledges that the Clean Air Act (CAA) is the comprehensive federallaw regulating air emissions from stationery and mobile sources. Among other things, this lawauthorizes EPA to establish National Ambient Air Quality Standards (NAAQS) to protect publichealth and public welfare and to regulate emissions of hazardous air pollutants.Federal Water Pollution Control Act: Bidder acknowledges that the Federal Water PollutionControl Act, popularly known as the Clean Water Act, is a comprehensive law aimed at restoringand maintaining the chemical, physical and biological integrity of the nation’s waters. The Actauthorizes water quality programs, requires federal effluent limitations and state water qualitystandards, requires permits for the discharge of pollutants into navigable waters, providesenforcement mechanisms, and authorizes funding for wastewater treatment construction grantsand state revolving loan programs, as well as funding to states and tribes for their water qualityprograms.Byrd-Anti-Lobbying Amendment: Bidder acknowledges that Subrecipients applying or biddingfor an award of $100,000 or more shall certify that they have not used Federal appropriatedfunds to pay any person or organization for influencing or attempting to influence an officer oremployee of any agency, a member of Congress, officer or employee of Congress, or anyemployee of a member of Congress in connections with obtaining any Federal contract, grant, orany other award covered by 31 U.S.C. §1352.ACCEPTANCE OF QUOTATIONS – The TPCG will make the final decision regarding award of thesolicitation within forty-five (45) days after the opening of quotations. Owner reserves the rightto reject all quotations for just cause. In the event that the quotation is awarded, a formal writtennotice of award of the contract will be given to the lowest responsible vendor who bid accordingto the Instructions to Vendors and Specifications.SPECIAL CONDITIONS – The TPCG has not determined if hazardous materials exist in thesestructures. However, due to the age of some structures, the presence of hazardous materials ispossible. It shall be the vendor’s / contractor’s responsibility to inspect the building / structure(s)for the existence of hazardous materials and provide for all documentation and removal as maybe required by the Parish of Terrebonne, State of Louisiana and/or Federal Laws.SUBCONTRACTORS – Should the Contractor desire to use a Subcontractor at any time, priorwritten approval shall be obtained from the Terrebonne Parish Consolidated Government. TheTerrebonne Parish Consolidated Government reserves the right to reject any and allSubcontractors proposed by the Contractor. Subcontractors shall be required to meet the sameinsurance requirements as the Contractor.5
