LEGAL NOTICE
INVITATION TO SUBMIT QUOTATIONS
The Town of Smyrna will accept quotations for the installation of Natural Gas Construction Additions for the Smyrna Natural Gas System. Bidders shall submit sealed quotations in the format specified in the Invitation to Submit Quotations no later than 10:30 a.m. May 11,2026 at which time bids will be publicly opened and read aloud. No bid may be withdrawn after the scheduled closing time for a period of 90 days. Bidding documents may be obtained at Smyrna Town Hall during regular business hours. Documents may be viewed at www.townofsmyrna.org . Proposals should be mailed or hand delivered to:

Smyrna, TN 37167Verbal quotations or quotations received after the closing date will not be accepted. The Town of Smyrna reserves the right to reject any and all bids, to waive technicalities or formalities and to accept any bid deemed to be in the best interest of the Town.
All Bidders must be licensed Contractors in the State of Tennessee in strict accordance with State regulations. All bidders shall comply with the Tennessee Contractor’ License law Section 62-6-119 (Bid documents - Required disclosure by bidders) when submitting bids. Please refer to the State Licensing Board https://www.tn.gov/commerce/regboards/contractors.html for all applicable licensing laws.

The work performed under this project consists of furnishing all materials,equipment, and labor for the installation of 3/4” thru 6” Performance 8300 naturalgas mains, services and appurtenances. Included in this work to be performedshall be all excavation, draining, clearing, backfilling, property restoration, andany provisions necessary to protect existing utility facilities, fences or otherstructures.B. The quantities listed below are for extension and comparison and do notnecessarily approximate the final quantities of the contract. Immediate work to beperformed upon approval of the agreement would be as follows, pendingdeveloper request:1,000 feet – 6-inch with appurtenances3,000 feet – 4-inch with appurtenances1,300 feet – 2-inch with appurtenances2,500 feet – ¾-inch service linesC. An official authorization to proceed with work shall be submitted from the Ownerto the Contractor on a work order basis.D. Project locations shall be at various sites within the Smyrna Natural Gas servicearea located in northern Rutherford County, TNE. All work shall be performed in accordance with Smyrna Natural Gas constructionspecifications.F. Any exceptions or deviations to the specifications shall be indicated in writing andsubmitted with the quotation in Section 4. All substitutions must be approved bythe Town of Smyrna.G. Contract will be responsible for all Tennessee 1-Call locates and coordinationwith other facilities.WARRANTYA. A 12-month warranty shall be provided on all materials and workmanship fromthe date of official completion.QUALITY ASSURANCEA. Contractor shall submit Drug / Alcohol Plan and Operator Qualification Plan forreview and approval by the owner.B. All installed work shall be periodically inspected during installation to ensurespecification compliance.4C. All work shall be performed in accordance with CFR 192 and provide testingdocumentation to the owner.GENERAL DESCRIPTIONA. The work performed under this project consists furnishing all materials,equipment, and labor for the installation of 3/4” thru 6” Performance 8300 naturalgas mains, services and appurtenances.INSPECTIONA. Verify that the location is ready to receive work and the dimensions are asindicated.INSTALLATIONA. Installation shall comply with Smyrna Natural Gas installation specifications,manufacturer's instructions, drawings, and recommendations.B. Contractor shall provide one electronic copy of As-Builts to the Owner showingthe location of all lines, valves and weld locations. All locations shall be locatedby the Contractor using the standard global positioning system.CONTRACT TERMA. The term shall be for 12 months from the date of contract execution.AUTOMATIC RENEWAL CLAUSEA. This agreement will automatically renew on July 1 of each year for a further termof 5 years unless either party gives the other written notice of termination at least30 days prior to the end of the relevant term.INSURANCE REQUIREMENTSThe Contractor shall purchase and maintain for the duration of the contract insurance againstclaims for injuries to persons or damages to property which may arise from or in connection withthe performance of the work hereunder by the Contractor, its agents, representatives,employees or subcontractors.A. MINIMUM SCOPE AND LIMITS OF INSURANCE1. Workers CompensationWorkers Compensation insurance shall be in compliance with the WorkersCompensation law of the State of Tennessee. Employers Liability is included with aminimum limit of $500,000 per accident/per disease/per employee.2. Commercial General LiabilityCommercial General Liability insurance shall have a minimum limit per occurrence of$1,000,000 and a minimum general aggregate of $2,000,000.5
