Project Scope: The work includes, but is not limited to, pavement micro-milling; full-depth roadway reconstruction; placement of superpave surface and intermediate courses; installation of granite curbing; resetting of existing granite curbing; construction of cement concrete sidewalks, commercial driveways, and pedestrian curb ramps; installation and adjustment of drainage infrastructure; installation and adjustment of water and sewer infrastructure; traffic signal improvements, including installation of traffic signal posts, bases, conduit, and pull boxes; landscaping; thermoplastic pavement markings; and the provision of safety controls and construction signage. All work will take place at various locations along the southern Maple Street corridor within the City of Springfield and includes all incidental items specified in the Contract Documents.
BIDDERS MUST BE PREQUALIFIED THROUGH THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will provide the City of Springfield with an official contractor bid list for all contractors prequalified in the specific class of work category Highway–Construction, with a single contract limit at or above the estimated value of the project. The Prequalification Office will also provide a list of contractors that have been granted a waiver by the Prequalification Committee to bid on the project. Any company or firm requesting bid documents that is not prequalified under the Highway–Construction category will be provided bid documents for informational purposes only.
Bid documents will be available beginning June 24th, 2026 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103 during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Bidders can also request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.
Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates as set forth by the Massachusetts Department of Labor Standards AND Davis Bacon Wage Rates shall prevail in the execution of the work under this contract.
Estimated total cost of the Base Bid and Alternate Bid: $2,131,708.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
All questions regarding the bid or its specifications must be received by the Office of Procurement no later than July 14th, 2026 by 4:00 P.M.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
