RFP - East Redmond Managed Camp Operator
Deschutes County is requesting proposals from qualified proposers to identify an operator for the East Redmond Managed Camp, Redmond, Oregon. The Managed Camp consists of 36 individual campsites situated on +/- 5.5-acres of County-owned property. Over the last year, Deschutes County and City of Redmond planned the design and development of a Managed Camp with the intent to support the growing crisis of homelessness. This Request for Proposal is available electronically through Deschutes.org/rfps and future notices regarding this solicitation, including solicitation addendums will be posted to the same website.

Deschutes County serves a local population of approximately 200,000 residents witha combined agency staff of approximately 1,300 employees. Business operations range acrossplanning and building permits, law enforcement, public and behavioral health services,assessment & taxation, public landfill, elections and many more.Deschutes County recognizes that homelessness is a growing crisis affecting individuals andfamilies in Central Oregon and therefore has continued to invest resources to expand existingservices, shelter space, and housing opportunities, and to bring new and innovative solutionsto the region.Over the past year, Deschutes County (“County”) and the City of Redmond (“City”) havecollaboratively planned the design and development of a managed camp with the intent tosupport the growing crisis of homelessness.Deschutes County is releasing this solicitation to identify an operator (“Operator”) and executea services contracts (“Contract”) and a lease (“Lease”) related to the operations (“Operations”)of the East Redmond Managed Camp (“Managed Camp”). The Managed Camp consists of 36spaces (“Sites”) to support individuals (“Participants”) transitioning from chronic homelessnessto a stable environment by providing a temporary location during this transition at theManaged Camp.Request for Proposal and corresponding documents are available on the Deschutes Countywebsite at: https://www.deschutes.org/rfps.Proposals must be received no later than 2pm on Friday, February 27, 2026 to be eligible forconsideration. The purpose of this Request for Proposal (“RFP”) is to identify and select one (1) or moreOperators to operate the Managed Camp and execute a services contract and leaseaccordingly. The Managed Camp consists of 36 Sites with graveled access roads,centralized common areas with access to power and water, basic sanitation, and asecurity fence2. The County and City executed an Intergovernmental Agreement (“IGA”) titled “EastRedmond Managed Camp,” known as Deschutes County Document No. 2025-773 andAmendment No. 1 to Intergovernmental Agreement, known as Deschutes CountyDocument No. 2025-1107, as shown in Attachment A.3. The IGA memorialized the County and City’s vision, roles and responsibilities andfunding commitments to develop and provide a Managed Camp as an authorizedlocation to promote safety and stability for individuals that are seeking a path out ofhomelessness. The Managed Camp will:a. Provide temporary shelter, basic services, and facilitate case management in asafe environment for individuals experiencing homelessness; andb. Advance the County’s goal to complete a land exchange with the Department ofState Lands, as shown in Attachment B, by providing individuals currentlycamping on County-owned property earmarked for the exchange with anobjectively reasonable alternative location to camp; andc. Advance the City’s goals to eliminate homeless activity in the NE 17th Street right-of-way footprint, as shown in Attachment B; andd. Support the mutual City/County/State of Oregon goal to establish CentralOregon: Ready Responsive Resilient (“CORE3”), a statewide emergency responseand training center.4. The Managed Camp is located at 1275 SE 21st Street, Redmond, Oregon, and is situatedon a +/- 5.5-acre portion of County-owned property commonly known as Map and TaxLot 1513000000103, which contains +/- 1,637-acres as shown in Attachment B.5. County has budgeted a total of $500,000 for all costs associated with operating theManaged Camp for a 2-year period.6.
