Thornton Road, Lodi, CA 95242.Request for proposal may be downloaded from the City's website athttps://www.lodi.gov/bids.aspx.Interested firms shall submit proposals no later than 4:00 pm on May 14, 2026. Proposals shallbe submitted to Public Works Management Analyst, Rebecca Areida at rareida@lodi.gov ordelivered to 221 West Pine Street, Lodi, CA 95240.All responsive proposals will be reviewed and evaluated by the City in order to determine whichconsultant best meets the City's needs for this project, by demonstrating the competence andqualifications necessary for the satisfactory performance of the required services. The criteria bywhich the City shall evaluate proposals are set forth in this Request for Qualifications.The City of Lodi reserves the right to reject any or all proposals, to delete portions of any and allproposals, to waive any informality or irregularity in any proposal received or in the RFPprocedures, and to be the sole judge of the merits of the qualifications received. Be advised thatunauthorized conditions, limitations, or provisions attached to the Proposal may render itunresponsive and may cause its rejection.The City reserves the right to modify, postpone, or cancel this Request for Qualifications (RFQ)at any time and for any reason. The City may request clarification or additional information fromany proposer during the evaluation process. Issuance of this RFQ and receipt of SOQ does notobligate the City to award a contract. The City is not responsible for any costs incurred byproposers in the preparation or submission of qualifications in response to this RFQ.Proposals may be withdrawn prior to the time set for closing. Any proposal received after the timeset for closing will be rejected.To ensure that all interested contractors have access to the same information, all questions mustbe submitted by e-mail prior to May 4, 2026 at 5:00 pm. to: Rebecca Areida at rareida@lodi.gov.City staff will provide responses to all interested firms by May 7, 2026.II. INTRODUCTIONThe City of Lodi is requesting Statements of Qualifications (SOQs) from qualified environmentalconsulting firms to provide regulatory compliance and permitting support services for the City’swastewater treatment facility (White Slough) and recycled water land application program. TheSOQ shall not exceed 10 pages excluding resumes.The City intends to select a consultant based on qualifications, experience, and demonstratedexpertise in wastewater regulatory compliance and recycled water management.Following evaluation of qualifications, the City will enter into negotiations with the most qualifiedfirm to establish a scope of services and fee for a professional services agreement.III. BACKGROUNDThe City of Lodi (Discharger) owns and operates the White Slough Water Pollution ControlFacility (Facility) that provides wastewater treatment service to the City of Lodi and the SanJoaquin County Flag City Service Area with a total population of approximately 68,642. TheFacility is permitted to discharge 8.5 million gallons per day of tertiary treated wastewater toDredger Cut within the Sacramento-San Joaquin Delta. Additionally, secondary treated effluentand untreated industrial wastewater are used to irrigate fodder, fiber or feed crops and theDischarger also supplies tertiary treated municipal wastewater (Recycled Water) to NorthernCalifornia Power Agency (NCPA) and San Joaquin County (SJCo) Vector Control District.The Discharger owns and operates two separate wastewater collection systems, one to collectmunicipal wastewater and another to collect industrial wastewater. The industrial wastewatercollection system collects primarily food processing wastewater from Pacific Coast Producerscannery and is not treated through the Facility described below. The wastewater from theindustrial collection system is either held in the Facility’s storage ponds (40-acres) or sentdirectly to the agricultural fields for irrigation under WDR Order R5-2007-0113-01. Themunicipal wastewater collection system has 23,000 service laterals and consists of 178 miles ofcollection mains, 2,880 manholes, 7 lift stations, and 5 miles of trunk line delivering wastewaterto the Facility for treatment and disposal. Dischargers to the domestic trunk line include apresent population of approximately 68,642, businesses, and some industries within the City ofLodi. Flows from the San Joaquin Flag City Service Area are included in the City’s municipalflows.The current design average dry weather flow capacity of the Facility is 8.5 MGD.The Facility provides full nitrification and denitrification for nitrogen removal and uses tertiaryfiltration followed by ultraviolet light (UV) for disinfection. The components of the treatmentsystem at the Facility include:• headworks with influent screens• mechanical grit removal• primary sedimentation• biological treatment by activated sludge, including nitrification and denitrification• secondary sedimentation• tertiary treatment with cloth media filtration• UV disinfection.Sludge is anaerobically digested and stored in a lined sludge stabilization pond. The stabilizedsolids are dewatered by a screw press and applied to the agricultural fields between croppingcycles per WDR Order R5-2007-0113-01.IV. SCHEDULEThe City's tentative schedule for the Regulatory Compliance and Permitting Services for theWhite Slough Water Pollution Control Facility and Recycled Water Land Application Programrequest for qualifications is as follows:•RFQ Released: April 23, 2026•Deadline for RFQ Questions: May 4, 2026•RFQ Question Responses: May 7, 2026•RFQ Due: May 14, 2026V. REGULATORY FRAMEWORKThe wastewater treatment facility and recycled water program are regulated by the CentralValley Regional Water Quality Control Board and the State Water Resources Control Board,including but not limited to the following permits:• General Permit for Municipal Wastewater Dischargers that Meet Objectives/Criteria at thePoint of Discharge to Surface WaterOrder No. R5-2023-0025• Waste Discharge Requirements (WDRs)Order No. R5-2007-0113-01• Recycled Water Notice of Applicability (NOA)State Water Board Order WQ 2016-0068-DDWThe selected consultant will assist the City in maintaining compliance with these permits andany future regulatory requirements.VI. SCOPE OF SERVICESThe selected consultant will provide regulatory compliance services including, but not limited to:Regulatory Compliance Support• Interpretation of permit requirements• Assistance responding to regulatory agency inquiries• Preparation of compliance documentation• Evaluation of treatment plant regulatory complianceMonitoring and Reporting• Preparation of monitoring and reporting program documentation• Preparation of monthly, quarterly, and annual regulatory reports• CIWQS reporting support• Review of monitoring data and compliance trendsAgricultural Land Application Program Support• Nutrient management planning• Agronomic loading evaluations• Soil and groundwater monitoring program support• Evaluation of irrigation practices and application rates• Documentation supporting recycled water permit compliancePermit Maintenance• Preparation of permit amendments or renewals• Preparation of technical documentation required by regulatory agencies• Participation in regulatory meetingsRegulatory Agency Coordination• Coordination with the Regional Water Quality Control Board• Assistance during inspections and compliance reviewsTechnical Support• Evaluation of treatment plant operational issues affecting compliance• Assistance with regulatory special studies or reportsVII. CONSULTANT QUALIFICATIONSFirms shall demonstrate experience with:• Municipal wastewater treatment plant regulatory compliance• Central Valley Regional Water Quality Control Board permits• Recycled water and land application programs• Agricultural nutrient management• Preparation of regulatory reports through CIWQS• Regulatory agency coordinationVIII.
