INTRODUCTIONA. The OpportunityCLC seeks durable, high-quality instant ticket dispensers and instant ticket fold-over holdersdesigned for use across approximately 2,800 retailer locations throughout the State ofConnecticut. These units are essential for promoting instant ticket visibility, accessibility, andsecurity at retail counters. The selected vendor will be expected to deliver consistent productquality and material integrity to ensure safe, long-term use in retail environments. Vendors musthave a minimum of five (5) years of experience manufacturing products of similar type andcomplexity and possess the production capacity to meet CLC’s estimated annual volumerequirements.CLC’s mission is to generate revenue for the State of Connecticut in an entrepreneurial mannerby operating a fair, transparent, and socially responsible lottery. CLC is committed to integrity,public trust, and an entertaining player experience while promoting responsible gambling. Theselected vendor will help CLC support its statewide retail network, strengthen the playerexperience, and ensure that dispensers meet quality, safety, and compliance standards.B. Contractual FrameworkThe anticipated term of any resulting contract is three (3) years, with the option to extend for upto two (2) additional one-year terms. This RFP does not constitute a contract or an offer tocontract and does not oblige CLC to make an award, enter negotiations, or reimburse any costsincurred by vendors in connection with this solicitation. Unless and until a written contract isexecuted by both parties, no binding obligations shall exist. All contract-related questions andnegotiations will be discussed with the selected vendor.II. Vendor Sample SubmissionsVendors should prepare to have all samples, submitted as part of their overall response to thisRFP, delivered to CLC’s headquarters at 15 Sterling Drive, Wallingford, CT 06492, no later than4:00 PM ET on December 12, 2025. All packaging must be addressed to the attention of the PO,Melissa Durso. Tracking information for all packages containing samples must be submitted bythe Proposals Submission Deadline specified in Part II. Any communications related to shipmentdelays should be promptly communicated to the PO. Samples may be tested to the point ofdestruction and will not be returned.IV. PRODUCT SPECIFICATIONS & REQUIREMENTSA. Product SpecificationsThe detailed specifications for each product type are provided in Appendix B of this RFP.Vendors must submit pricing and descriptive information, as well as any proposed alternativematerials in accordance with these specifications, clearly identifying any differences. While CLChas provided specifications for both dispensers and holders, vendors are encouraged to proposealternative materials, features, or configurations that meet or exceed these requirements andfurther enhance product durability, security, or usability. CLC welcomes innovative designconcepts or manufacturing approaches that improve long-term performance, support brandingobjectives, or optimize functionality in a retail environment.Material (top, bottom, sides, doors, and dividers): High-quality clear acrylic Or another material capable of integrating CLC branding on the exterior face of the dispenser Thickness of material shall be no less than 3/16 inch (4.8 mm) All products must be free of sharp edges; dispensers exhibiting sharp or unsafe edges will notbe accepted or paid for.B. Product RequirementsAll proposed designs must maintain durability, visibility, and retailer ease of use while supportingCLC’s branding and merchandising objectives. The selected vendor’s products will help CLCmaintain consistent brand presentation and product security across its statewide retail networkwhile supporting operational efficiency and customer engagement. All clear acrylic componentsshall exhibit a light transmittance of no less than 92% and shall not fade, yellow, or otherwisediscolor for a period of no less than ten (10) years under normal conditions.1. On-Counter Instant Ticket DispensersSpecifications and design parameters for On-Counter Instant Ticket Dispensers (e.g., 4-Game, 5-Game, 8-Game, 10-Game, and 20-Game models) are detailed in Appendix B. Eachunit must include features such as hinged doors, locks, internal dividers, hook-and-loopprotection strips (e.g. Velcro), sample ticket bars, and non-slip feet.2. Fold-Over Insert Card HoldersSpecifications for both Small and Large Fold-Over Insert Card Holders are detailed inAppendix B. These holders must adhere securely to the back doors of standard On-CounterDispensers and use Polyethylene Terephthalate Glycol (PETG) or equivalent material withhigh-bond adhesive.V. PACKAGING REQUIREMENTSAll products shipped to CLC shall be packaged to ensure safe delivery and compliance with thefollowing requirements, as applicable.A. General Requirements1. Individual PackagingEach Dispenser shall be individually boxed using sufficient, protective packaging materials toprevent damage during transit. Packaging must include a minimum of two protective layers(e.g., bubble wrap or foam corner guards) around all sides of the product to safeguard againstimpact or compression damage. Loose-fill packing materials (e.g. peanuts, shredded paper, orsimilar) are not permitted.2. LabelingEach individual box shall include a label clearly identifying the contents, including productdescription, model number (if applicable), and quantity. Pallets must also include pallet labelsidentifying the contents and total quantity.3. Pallet Specifications Preferred pallet size: 40" x 31" Maximum pallet height: 60 inches (including pallet) Cartons must be securely stacked and shrink-wrapped to prevent shifting duringshipment.4. Environmentally Friendly MaterialsVendors are encouraged to use recyclable and environmentally friendly packaging materialswhenever possible.5. Damaged GoodsCLC shall not be responsible for any product damaged during shipment. If product isreceived damaged, or if damage is discovered after delivery, the vendor shall, at thediscretion of CLC, either: (a) replace the damaged product at no additional cost, or (b)reimburse CLC for the full cost of the damaged items within thirty (30) calendar days ofnotification.B. Weight Limitations1. Instant Ticket DispensersNo specific carton weight limit applies; however, vendors are encouraged to maintain safeand manageable carton weights consistent with standard freight handling practices.2. Fold-Over Insert Card HoldersEach box containing Fold-Over Insert Card Holders shall not exceed thirty (30) pounds intotal weight.VI. SUBMISSION & CONTENT REQUIREMENTSA. Public Copy RequirementCLC is subject to the Connecticut Freedom of Information Act (“FOIA”). This means that anyinformation vendors provide to CLC could be shared with the public. CLC stronglyrecommends that vendors not include any proprietary or confidential information in theirsubmissions. If a vendor chooses to include proprietary or confidential information in itssubmission, then it must provide CLC a second copy of its submission labeled “Public Copy”with this information redacted. CLC will not honor submissions with general proprietarynotices or markings, or that use page headers or footers that arbitrarily mark all pages“confidential.” Furthermore, pricing, resumes, copyrighted materials, and marketinginformation has been found to be subject to public disclosure. Despite what a vendor redacts asprotected information, the final determination as to whether it is subject to public disclosureresides solely with CLC. CLC will interpret a vendor’s failure to provide a “Public Copy” asthe vendor’s acknowledgment that its submission contains no protected information, and CLCmay disclose the submission to the public upon request without notice or liability to the vendor.B. Content RequirementsSubmissions should be clear and thorough and include the information and materials in the orderrequested below.1. Vendor Profilea. The name, title, address, telephone number, and email address of the vendor’s primarypoint of contact for this RFP.b. Vendor’s full business name, mailing address of its principal place of business,manufacturing facilities, distribution facilities, principal owners, number of yearsproviding similar products requested in this RFP.2. Price QuoteVendors must submit a signed price quote (Appendix A). This provides a consistent formatthat all vendors must use. CLC will not accept pricing submitted on vendor quotation forms.Further, vendors should not include their standard terms and conditions, unless expresslyrequested by CLC.3. Material DescriptionVendors must provide a detailed description of the materials proposed for each product listedin Appendix B, including but not limited to the below. This information must be included inproposal submissions and correspond to the items listed in Appendix B.a. Material Type: Identify the base material (e.g., clear acrylic, PETG, or other equivalent).b. Material Specifications: Provide thickness, light transmittance, and any other relevantperformance properties.c. Branding Compatibility: Describe how the material supports CLC branding on theoutside face of the dispenser (e.g., printing, etching, overlay).d. Durability: Confirm that the material will not fade or yellow for a period of no less thanten (10) years under normal use.e. Environmental Considerations (optional): Indicate any recycled content or sustainabilityattributes.4. 30 Game On-Counter Instant Ticket DispenserCLC does not currently utilize a 30 Game On-Counter Instant Ticket Dispenser but isconsidering adding this configuration to its instant ticket dispenser portfolio. To assessfeasibility and support future innovation, CLC requests that Proposers include pricing for
