The City desires to select a vendor that can deliver a secure, scalable, andconfigurable Parking Enforcement System that integrates with exis�ng City systems and supports licenseplate recogni�on (LPR) enforcement, mobile field opera�ons, and virtual permi�ng (op�onal butpreferred).BackgroundThe City of Mercer Island, Washington is located on Lake Washington between the Ci�es of Seatle andBellevue in King County. The City encompasses an area of approximately 6.5 square miles. Since theCity’s incorpora�on in 1960, Mercer Island has gained a reputa�on for its unique iden�ty consis�ng ofhigh-quality residen�al areas, preserved parks and open space, and miles of developed shoreline. TheCity provides a full range of municipal services to its approximately 25,000 residents, including publicsafety, public works, parks and recrea�on, community planning and development, and youth and familyservices.The City offers �me-limited (non-paid) parking, paid parking managed by ParkMobile, and a restrictedparking district managed by physical permits. The City’s prior parking enforcement contract ended in2025 and the hardware associated with the expired contract is no longer in working condi�on. Parkingenforcement is currently conducted manually and infrac�ons are issued using a handheld �cke�ngdevice.Sound Transit announced the East Link Extension segment between the South Bellevue Sta�on andInterna�onal District/Chinatown Sta�on will open on March 28, 2026, along with the new Mercer IslandSound Transit Sta�on. The opening of the East Link Extension is expected to increase demand forparking, and the need for parking enforcement, in Mercer Island’s Town Center area.Scope of WorkThe City requests proposals for a comprehensive and scalable parking enforcement solu�on thatimproves compliance, efficiency, accuracy, security, and customer service while reducing administra�veburden and opera�onal costs. The selected vendor shall provide technology, equipment, so�ware,implementa�on services, training, and ongoing support necessary to support modern parkingenforcement opera�ons for the City.The desired solu�on should support end-to-end parking enforcement for the City’s parking enforcementprogram. The selected vendor will deliver a product that integrates with exis�ng City systems andsupports license plate recogni�on (LPR) enforcement, E-chalk capabili�es, mobile field opera�ons,virtual permi�ng (op�onal but preferred), and integrates with law enforcement and municipal courtrecords management systems.RFP No. 26-06: Parking Enforcement System | Page 3Project Objec�vesThe City desires to implement a Parking Enforcement System that:• Centralizes all parking enforcement and adjudica�on func�ons.• Scales based on the needs of a smaller municipality.• Equips a total of five vehicles with parking enforcement ALPRs (one Police Support Officervehicle and four patrol vehicles).• Supports mobile �cke�ng for enforcement.• Provides a permit management func�on (op�onal but preferred) with a web-based portal forcustomers to purchase permits and register vehicles within mul�ple parking enforcement zones.• Offers analy�cs and repor�ng func�ons.• Integrates with municipal court and law enforcement records management systems.• Operates under a predictable SaaS pricing model with no hidden transac�on fees.Minimum Capabili�esThe proposed Parking Enforcement System must meet or exceed the following capabili�es andspecifica�ons:Core Pla�orm• Unified database for infrac�ons, permits, vehicles, and users.• Customizable dashboards and role-based permissions.• Secure cloud-hosted environment (AWS/Azure or equivalent, U.S. based).• Full data export/import capability (CSV, XLSX, PDF).• Real-�me updates between all system components.• Open API model for future integra�ons.Mobile Enforcement• GPS tracking and photo/video capture.• Enforcement solu�on must meet all federal, state, and local regulatory requirements. PIIcompliance required.• Real-�me data synchroniza�on via cellular or Wi-Fi connec�on.• Electronic �re chalking and zone-based enforcement.• Barcode scanning, plate lookup, and mapping of viola�ons.• Integra�on with mobile parking payment providers.License Plate Recogni�on (LPR)• Mobile Automated License Plate Recogni�on (ALPR).• System-wide real-�me read and hit repor�ng; parking enforcement from LPR hits.• Automa�c linking of plate images, GPS coordinates, and �cket records.• Support for mul�-vehicle permit associa�ons.RFP No. 26-06: Parking Enforcement System | Page 4Administra�on• Built-in audit trails and transac�on logs (user ID, IP, �mestamp).• Batch and ad-hoc communica�on via email.• Role-based access control and Azure Entra/SSO integra�on.• API access for real-�me data exchange with City and third-party systems.Integra�on• Integra�on with municipal court and law enforcement records management systems.• Integra�on with mobile parking payment providers, including ParkMobile.Permit Management (op�onal but preferred)• Unlimited permit types, customizable rates, dura�ons, and renewal op�ons.• Ability to manage virtual (license plate-based) permits.• Ability to submit verifica�on documents for residen�al permits.• Permit management web portal for city staff and customers.• Configurable eligibility rules (e.g., address-based, user classifica�on).Subcontrac�ngSubcontrac�ng is not an�cipated for this project and will only be considered if the City determines thereis a jus�fied need. Any subcontrac�ng proposal must receive prior writen approval from the City. Theselected vendor shall remain fully responsible for all work and deliverables, including any workperformed by an approved subcontractor.Agreement TermThe City intends to enter into an ini�al two-year agreement, with two (2) op�onal two-year renewalterms, for a poten�al maximum total term of six (6) years, provided that:1. Consultant complies with the terms and condi�ons of the contract; and2. That the annual payment is cost-effec�ve as determined by the City; and3. That sufficient funds have been appropriated by the City.The City reserves the right to cancel this contract at any �me, upon thirty (30) days writen no�ce toConsultant.Should the City exercise a renewal op�on, the City and Consultant may discuss any necessary changes toservices and will confirm price/rates prior to each renewal. Consultant shall no�fy the City in wri�ng atleast sixty (60) days prior to any proposed price adjustment. Acceptance of such a request will be at thesole discre�on of the City.Upon contract renewal, any price adjustment shall not exceed three percent (3%) of the previous year’spricing or the percentage change in the U.S. Department of Labor’s Consumer Price Index for All UrbanConsumers (CPI-U), U.S. City Average, All Items, not seasonally adjusted, for the most recent 12-monthperiod, whichever is less.RFP No. 26-06: Parking Enforcement System | Page 5
