Bid Title: RFQ - Cowlitz River Levee Repair Project
Category: Diking District Status: Open Description: The work to be performed by the CONSULTANT consists of preparing civil, geotechnical and environmental engineering design and permitting for repair of the Cowlitz River Levee at approximate station 11+90. The proposed project includes developing two alternatives to repair the levee and work with US. Army Corps of Engineers (USACE) to approve the alternate selected followed by design and permitting of the selected alternative. The District will provide the topographic survey.
Construction is currently planned for Summer of 2027 with advertisement spring of 2027.
The District reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.

NOTICE TO CONSULTANTSREQUEST FOR QUALIFICATIONS - COWLITZ RIVER LEVEE REPAIR PROJECTDeadline: Wednesday, December 11, 2025, at 3:00 p.m. Local TimeThe Consolidated Diking Improvement District No. 3 (District) solicits interest from consulting firms with expertise inCivil, Geotechnical, and Environmental Engineering Design for the Cowlitz River Levee Repair Project. This agreementwill be for approximately 24 months in duration with the option for the District to extend it for additional time andmoney if necessary.The District reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda,or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.Project DescriptionThe work to be performed by the CONSULTANT consists of preparing civil, geotechnical and environmentalengineering design and permitting for repair of the Cowlitz River Levee at approximate station 11+90.
