Ortonville RoadOrtonville, Michigan 484621© 2026INFORMATION TO BIDDERS1.PURPOSE OF RFBBrandon School District (the “School District”) is issuing this Request For Bids For Website DevelopmentServices (the “RFB”) to solicit Bids from qualified web development vendors capable of creating a visuallyappealing, user-friendly, and functional website that reflects the School District’s brand identity andbusiness objectives, as well as complies with all legal requirements, including WCAG 2.1 Level AA for alldigital content.2.RFB TIMELINEThe School District’s anticipated timeline for its selection process is:Issuance of this RFBFebruary 6 2026Deadline for Written Requests For Clarifications5:00 p.m. – February 13, 2026DUE DATE FOR BIDS1:00 P.M. – February 20, 2026School District’s Award of the Contract, if anyMarch 17, 2026Commencement of WorkMarch 31, 2026Delivery and Final Installation DeadlineAugust 14, 2026PLEASE NOTE: The School District reserves the right, in its sole and absolute discretion, to makemodifications to the RFB timeline set forth above as it determines to be in its best interest.3.BID SUBMISSION REQUIREMENTS AND DEADLINEA.All Bids are due on or before 1:00 p.m., local time, on February 20, 2026 (the “Due Date”) at1025 S. Ortonville Road, Ortonville, Michigan 48462.B.Bids shall be sealed and delivered in an opaque envelope (or equivalent) and be marked asfollows:SEALED BID ENCLOSEDBRANDON SCHOOL DISTRICTRFB for Website Development Services[Vendor’s Name][Vendor’s Address][Vendor’s Telephone Number]C.All Bids shall be delivered to the School District as follows:BRANDON SCHOOL DISTRICTAttention: Janice Ziesel1025 S. Ortonville RoadOrtonville, Michigan 48462D.All Bids must be received by the School District by the Due Date and time set forth above. EachBidder is responsible for submission of its Bid. Bids or Bid revisions received after the Due Dateand time specified above will not be accepted or considered. The School District is not liable forany delivery or postal delays. All Bids received after the Due Date will be unopened and madeavailable to the respective Bidder for pick-up, at their sole cost and expense for a period of two (2)weeks.E.Each Bid must be an original and hard copy and signed by an authorized member of the Bidder.This member should be the highest-ranking officer at the local level. NO ORAL, FAX or E-MAILED Bids will be accepted.F.At approximately 1:05 p.m. on the Due Date, the School District will acknowledge receipt of andopen all timely submitted Proposals publicly. Interested parties may attended. No immediatedecision will be rendered.2© 2026G.The School District intends to communicate with Bidders via e-mail (e.g., RFB clarifications andaddenda). Except for the delivery of the Bid itself, references in this RFB to “written” form ofcommunications include e-mail.H.From the issue date of this RFB until a Bidder (Vendor) is selected and the selection announced, aprospective Bidder shall not communicate about the subject of this RFB or a Bidder’s Bid with theSchool District, its Board of Education, or any individual member, administrators, faculty, staff,students or employees, except for additional Requests For Clarification in accordance withParagraph 7.A. below, or as otherwise required by applicable law.I.If it becomes necessary to revise any part of this RFB, all addenda will be issued through theSchool District’s website and all addenda shall become a part of this RFB. Each Bidder must inits Bid, to avoid any miscommunication, acknowledge all addenda which it has received, but thefailure of a Bidder to receive, or acknowledge receipt of, any addendum shall not relieve theBidder of the responsibility for complying with the terms thereof.J.Each Bidder by submitting its Bid releases the School District from any and all claims arising outof, and related to, this RFB process and selection of a Vendor.K.A recipient of this RFB is responsible for any and all costs and liabilities incurred by it or othersacting on its behalf in preparing or submitting a Bid, or otherwise responding to this RFB, or anynegotiations incidental to its Bid or this RFB.L.All Bids submitted shall not be withdrawn and shall be irrevocable for a minimum period of sixty(60) calendar days following the Due Date for receipt of Bids set forth above.M. The Bidder, by making his/her Bid, represents that he/she has read and this RFB and that his/herBid is made in accordance therewith.4.QUALIFICATION OF BIDDERA.The School District reserves the right to request qualifications and/or additional information fromany Bidder before issuing documents, receiving Bids or awarding the Contract.B.Each Bidder shall complete the sworn and notarized Familial Disclosure Affidavit included asATTACHMENT C to this RFB.C.Each Bidder shall complete the notarized Iran Linked Business Affidavit included asATTACHMENT D to this RFB.D.The selected Bidder (also referred to herein as the “Vendor”) shall require all of its subcontractors,insurance agents, and materials suppliers (payees) to comply with the provisions of this RFB andthe Contract Documents by insertion of the requirements hereof in a written contract agreementbetween Vendor and payee. Failure to obtain such written contracts which include such provisionsshall be reason to exclude some or all of the related payees' costs from amount payable to Vendorpursuant to the contract.5.OVERVIEW OF DESIRED SPECIFICATIONSA.The School District is seeking a Vendor to provide a comprehensive plan for designing anddeveloping a new School District website that is appealing, user-friendly, and functional, whichcan optimize content and applications, as well as being fully compliance with accessibilitystandards for all digital content (WCAG 2.1 Level AA) and best practices. An overview of theSchool District’s requirements for the scope of work to be part of the Bids are set forth inATTACHMENT A of this RFB (the “Specifications”). Bidder must carefully review theSpecifications as detailed information is included in the Specifications regarding the mannerBidders are to submit Bids in response to this RFB.B.The School District desires a website that can be customized with multiple pages, includingresponsive website layouts that are optimized for desktop, tablet and mobile devices. After3© 2026completion of the website development, the School District is seeking bids that including trainingon website utilization and administration and on-going support and maintenance as needed.CIt is the School District’s intent that this RFB to encourage and permit competition. Accordingly,the use of any patent, proprietary name or manufacturer’s name is for demonstrative purposes onlyand is not intended to curtail competition. Whenever any of the Specifications, materials orproducts requested in this RFB are specified by patent, proprietary name or by the name of themanufacturer, unless stated differently, such specification shall be considered as if followed by thewords “or comparable equivalent,” whether or not such words appear. Any Bidder desiring to useany materials or construction practices as a substitute must also submit satisfactory proof in aseparate letter attached to its Bid that the proposed substitute is of equal or better quality than theconstruction and/or material(s), etc., specified. The School District, in its sole and absolutediscretion, shall have the right to determine if the proposed equivalent products/brands submittedby Bidder meet the specifications contained in this RFB and possess equivalent and/or betterqualities.C.It shall be the Bidder’s responsibility to advise the School District in writing if any language,requirements, scope, specifications, etc., or any combinations thereof, inadvertently restricts orlimits the requirements stated in this RFB to a single source. Such notification shall be receivedby the School District no later than five (5) days prior to the Due Date set for acceptance of Bids.D.If only one Bid is received in response to this RFB, a detailed cost proposal may be requested ofthe single Bidder. A cost/price analysis and evaluation and/or audit shall be performed of the costproposal in order to determine if the price is fair and reasonable.6.METHOD OF BIDDING & BID REQUIREMENTSThis outlines the information that must be provided by each Bidder and the required format for its Bid.Any Bid not providing the required information, or not conforming to the format specified, may bedisqualified on that basis. Bids must: (i) demonstrate an understanding of the scope of the servicesrequested in accordance with the Specifications; (ii) demonstrate the ability to complete all services andrelated components and complete all development and installation by the deadlines set forth in this RFBand the contract; and (iii) include all necessary information to enable the School District to thoroughlyevaluate each Bidder’s overall experience, expertise, qualifications and ability to deliver and install theservices in accordance with the requirements and obligations of this RFB and the Contract. Each Bid shallalso include any other information or explanations that the Bidder feels is/are significant with respect to theSchool District making an informed decision relative to its Bid.Additionally, each Bid must include, at a minimum, the following:A. A cover letter or other summary with background information regarding the Bidder, includingexperience and years in service with website design and development. Include the size of theBidder’s company and personnel that will be available to perform the services.B. A proposed schedule for the work and related components to design and develop the website.C. Documentation of the Bidder’s training materials and on-going support and maintenance of thewebsite.D. All proposed contract documents.E. A proposed project schedule detailing all project milestones.F. A completed Bid Pricing Form provided as ATTACHMENT B.G. A completed Familial Disclosure Affidavit provided as ATTACHMENT C.H. A completed Iran Linked Business Affidavit of provided as ATTACHMENT D.7.QUESTIONS, DISCREPANCIES, OMISSIONS OR INTERPRETATIONSA.Bidder shall promptly notify the School District of any ambiguity, inconsistency, or errors thatthey may discover upon examination of the RFB and accompanying documents. Prospective4© 2026Bidders may request that the School District clarify information contained in this RFB. All suchrequests must be made in writing via email. The School District will attempt to provide a writtenresponse to all written Requests For Clarification within three (3) business days after the receipt ofsuch request. The School District will not respond to any Request For Clarification received after5:00 p.m. on February 13, 2026. All Requests For Clarifications must emailed totbezak@brandon.k12.mi.us (Subject Line: Request for Clarification – RFP for WebsiteDevelopment Services). No response will be made to any oral questions. All questions andanswers will be posted on the School District’s website. It is each Bidder’s responsibility to checkthe School District’s website prior to the RFB Due Date to ensure that it has received all of theinformation, including, but not limited to, all Addenda to this RFB.B.Bidders may view the School District’s current website by visiting:www.brandonschooldistrict.orgC.If any provisions of this RFB shall be held to be invalid, illegal, or unenforceable, the validity,legality and enforceability of the remaining provisions shall not in any way be affected orimpaired thereby.8.ADDENDAIf it becomes necessary to revise any part of this RFB, all addenda will be issued through the SchoolDistrict’s website and all addenda shall become a part of this RFB. Addenda issued by the School Districtregarding this RFB shall become part of this RFB, the Bid Documents and Contract Documents and receiptthereof shall be acknowledged on the Bid Form. Each Bidder shall ascertain prior to submitting their Bidthat they have received all addenda issued.9.PRICESA.Each Bidder must Bid on all Prices listed in the Bid Form. They will be fully considered inawarding the Contract.B.Bids are considered irregular and may be rejected if Unit Prices contained in the Bid Form areobviously unbalanced either in excess of, or below, reasonable cost analysis values.C.Any Unit Price that, in the sole opinion of the School District, is unbalanced or excessive, may berejected without affecting the validity of the Bid or other unit prices. An entire Bid may berejected if, in the sole opinion of the School District, rejection of individual unit prices materiallyaffects the Bid.D.All Unit Prices in the Bid shall be firm for a period of 60 days from the Due Date. Pricing shall beF.O.B. delivered and installed.10. FORM OF CONTRACT & EXCEPTIONS TO RFBThe Vendor must enter into a written contract with the School District. As part of its Bid, the Contractor isinvited to submit any proposed contract documents for the work and services under this RFP. Any suchcontract shall be subject to negotiation with the School District and any such contract must, at a minimum,incorporate the terms and conditions of this RFB. The Contractor may not subcontract or assign thisresulting contract without the express prior written approval of the School District.11. WITHDRAWAL OR REVISION OF BIDSAny Bid may be withdrawn prior to the scheduled Due Date and time for opening of Bids. A Bid may notbe modified, withdrawn or canceled by the Bidder for 60 calendar days following the Due Date and timedesignated for the opening of Bids, and Bidder so agrees in submitting his/her Bid.12. ACCEPTANCE AND REJECTION OF BIDSA.Low Bid price is not always the determining factor in the awarding of the Bid. Other factorsconsidered may include, but not be limited to, the following: delivery and/or completion time,quality, past performance, financial stability, and references.5© 2026
