Compact Sports Utility Vehicle (Latest Model)

Questions and Concerns received from Atkins Kroll on May 7, 2026.

1. Procoat / Undercoating: The specifications reference full rustproofing with a 10-year guarantee or electric

rust control with a lifetime guarantee. Will a spray-on undercoating/rustproofing product (such as Procoat

or equivalent) satisfy this requirement? If so, should the cost be included in the unit bid price?

Response: Yes, provided it is comparable and meets the required warranty provisions. Cost shall be

included in the unit price.

2. Decals / Vehicle Markings: The specifications state that vehicle markings shall be applied upon delivery

and shall include the Name of Department/Agency (lettering no less than 2 inches). Please clarify: (a) Will

the cost of decals/vehicle markings be included in the unit bid price, or will it be handled separately by

the agency? (b) Will the bidder be responsible for sourcing and applying the decals, or will the agency

provide the existing logo/design files to keep the fleet uniform, as referenced in the specifications?

Response: (a) Yes. The cost of decals/vehicle markings will be included in the unit price; (b) The bidder

will be responsible for sourcing and applying the decals. The using agency will provide the design/logo.

3. Spare Tire: The specifications reference manufacturer-standard size tires with a spare. Please clarify

whether a full-size spare tire is required, or whether a compact/temporary spare (as provided standard

by the manufacturer) is acceptable.

Response: Either options are acceptable.

Please Note: Follow-up/Clarification to the Questions and Concerns responses dated 5/14/2026 must be

submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5:00 PM, Friday, May

15, 2026.
