GROSSE ILE WASTEWATER TREATMENT PLANT

FLOWMETER REPLACEMENT

TOWNSHIP OF GROSSE ILE, MI

Contract No. GI-752

Sealed bids for the replacement of the magnetic flow meter at Grosse Ile Wastewater Treatment plant, Grosse

Ile Township, Michigan will be received at the office of the Township Clerk, Grosse Ile, 9601 Groh Road,

Grosse Ile, Michigan, 48138 until 3:00 p.m., local time, on Thursday, January 15, 2026, at which time and

place said Bids will be publicly opened and read for the following summary items:

• Temporary plug and drain existing 30” sewer line during construction. Contractor shall hire a Scuba

Diver in order to plug the sewer outlet under the Detroit River. Removal of the plug after

construction is completed;

• Removal of existing 28” magnetic flow meter inside manhole located outside the WWTP Building;

• Installation of new 28-inch magnetic flow meter that will replace the removed one. Flowmeter

purchased by others;

• Removal of the existing cable from existing manhole to the WWTP Building;

• Installation of 180 lft of new cable from proposed meter located inside manhole to the WWTP

Building. Cable purchased by others;

• Removal of existing flow converter inside the building and replacement with new flow converter all

mounted inside the building. Flow converter is purchased by others;

• If necessary, replace the two (2) Steel connections to the existing flowmeter;

• If necessary, replace approximately 250 Sft of 4” walk;

• Electrical and Mechanical Permits – Reimbursable at Cost;

In case an Addenda are issued for this project, we strongly advise the prospective bidders to call our

office @ 734-285-7510 to add their name to the Plan Holder List.

Each bid proposal shall be accompanied by a Bid bond, certified check, cashier’s check, or money order,

executed by the Bidder and Surety firm, licensed to perform business in the State of Michigan, and payable to

the Township of Grosse Ile in the amount of Five Percent (5%) of the accompanying bid. Proposal guarantee

shall provide assurance the Bidder will, upon acceptance of the bid, execute the necessary Contract with the

Township of Grosse Ile.

The successful Bidder shall be required to furnish separate Performance, Labor and Material, and Payment

Bonds, each in the amount of one-hundred percent (100%) of the Contract amount.

No bid shall be withdrawn for a period of ninety (90) days following the date set for receipt, during which

time all bids shall remain in full force and effect. Proposals submitted after the exact time specified for receipt

shall not be considered, and proposals submitted by telephone, facsimile, or e-mail shall not be accepted.

The OWNER reserves the right to reject any and all bids in its sole discretion, in whole or in part, for any

reason or for no reason at all, to waive any informality/technicality in bids received, and to award the contract

to any bidder, when such waiver is deemed to best serve the interest of the OWNER. A contract shall be

awarded to the lowest responsible and responsive Bidder as determined by the OWNER.

Grosse Ile Township does not discriminate on the basis of race, color, religion, sex, or national origin.

Should the successful Bidder fail to enter into a Contract with the OWNER and furnish the required bonds

and insurance documents within fifteen (15) days following award of the Contract, through no fault of the

OWNER, he shall forfeit the entire amount of his/her bid security to the OWNER.

A (non mandatory attendance) project Pre-bid Conference will be held on Thursday, January 8, 2026 at

10:00 a.m. at the WWTP (24975 West River Road, Grosse Ile, Michigan, 48138. Representatives of the

OWNER and ENGINEER will discuss the Project and provide clarification to prospective bidders, who are

encouraged to attend and submit questions for clarification. All instructions and/or clarifications given therein

shall be recognized as valid bidding instructions and form a part of the Contract.
