Sealed bids for treatment plant chemicals for the Sanitary District of Decatur, Illinois will be received at the District’s office, 501 Dipper Lane, Decatur, Illinois 62522 until 10:00 a.m. local time on March 31, 2026, and then at said office publicly opened and read aloud. Bids are requested for 28% Liquid Urea-Ammonium Nitrate (UAN), Sodium Hypochlorite, and Ferrous Chloride.
The Specifications and Contract Documents for the 2026 Treatment Plant Chemicals are available for download from the District’s website at http://sddcleanwater.org/ , without charge or are available for review at the Sanitary District of Decatur offices located at 501 Dipper Lane, Decatur IL 62522.

The award of this contract willbe for the period of one year.The District will notify the vendor when and where a delivery of UAN is required.I.Bidder’s ResponsibilitiesThe bidder shall satisfy all conditions and qualifications set forth in the invitation tobid, instructions, and specifications. Failure to do so may render the bidder’sproposal invalid and unacceptable.The bidder shall explain and describe all exceptions to these bid specifications. Theexplanation and description shall be submitted in duplicate with the Bidder’s bid.Please note that the taking of any exception may result in the bid being deemednon-responsive if it is determined by the District to be a material variance from thespecifications and bidding documents.The bidder shall fill out and sign the attached bid summary sheet.No minimum or maximum quantity to be purchased under this agreement is statedor implied herein. The District estimates annual usage to be approximately 36,000gallons of solution. The actual quantity will depend on treatment plant flow (which isinfluenced by rainfall) and operating conditions.Questions pertaining to these specifications may be directed to Ashley Bailey at217/462-9324.II. Technical SpecificationsA. General Process Description28% Liquid Urea-Ammonium Nitrate (UAN) is used to aid in disinfection of treatedmunicipal wastewater from May 1 through October 31 annually.B. Product SpecificationsThe 28% Liquid Urea-Ammonium Nitrate (UAN) shall contain:Total NitrogenpHminimum 28% by weightminimum 6.5, maximum 7.5 std. unitsThe bidder shall supply a specification or typical analysis sheet, and a Safety DataSheet with the bid.Page 2|5C. Shipping and DeliveryDistrict is able to accept bulk deliveries by semi-tanker.The Contractor shall deliver UAN as herein specified regardless of work stoppage,strike, or other labor dispute. Deliveries shall be made within 2 business daysof notification by the District and conducted between the hours of 8 a.m. and 2p.m.The Contractor’s vehicles shall have all pumps, air compressor, hoses, fittings, andother equipment necessary for prompt and orderly transfer of UAN to District storagefacilities.Defective vehicles which permit UAN to escape or prevent the UAN from beingproperly unloaded will be rejected. Deliveries may also be rejected due to productcrystallization.The Contractor is responsible for providing delivery employees with all necessarysafety equipment, training, and procedures for the safe unloading of UAN.The Contractor is responsible for the cleanup of any spills which are not due to faultyDistrict actions, equipment, or connections. The District shall be properlycompensated for any damage to equipment, property, or appurtenances due tofaulty contractor actions, equipment, or connections.The bid price shall be stated as dollars per ton of 28% Liquid Urea-AmmoniumNitrate (UAN) solution delivered to the Sanitary District of Decatur, Illinois.Deliveries that are rejected for any reason listed above shall not be reimbursed inany manner or portion by the District.D. Method of PaymentA weight ticket shall accompany each delivery.Each invoice shall be for an amount equal to the number of tons of 28% Liquid UANsolution multiplied by the base bid price.The District reserves the right to analyze any or all deliveries for 28% Liquid UAN todetermine actual concentrations. Discrepancies between the District’s analysis andinvoiced quantities shall be promptly brought to the attention of the Contractor.E. Cancellation of AgreementThe District reserves the right to cancel any purchase agreements due to threedeliveries of material not meeting specifications. Such deliveries not meetingspecifications will be considered a Failure to Deliver as outlined in Section III (C.)Page 3|5F. UsageThe District has estimated the usage to be 370 tons per year. This is an estimateand does not represent a minimum quantity of product to be purchased.G. Fuel Surcharge AdjustmentThe U.S. Energy Information Administration reported a diesel fuel price of $3.636 onFebruary 10, 2026 ( https://www.eia.gov/petroleum/gasdiesel/, Diesel (on highway), MidwestArea, Weekly Price) If, during the contract period, the price reported by the samesource increases by more than 25 percent over the February 10, 2026 price for fourweeks in which a UAN delivery is made, the Contractor may request a contractamendment to include a fuel surcharge for product delivery to the District. TheContractor must provide delivery cost information to the District substantiating aproposed surcharge. Amendment of the contract to include a surcharge (andconditions for discontinuing the fuel surcharge) is solely at the District’s discretionand if an amendment is not agreed upon, the Contractor will be required to provideUAN at the bid price.III. Additional RequirementsA. Incurred CostsThe District will not be liable, under any circumstance, for any costs incurred by Firmin replying to this Bid.B. TaxesThe District is not subject to Federal Excise Tax and is exempt from state and localtaxes.C. Failure to DeliverThe bidding company upon acceptance of this bid by the District shall indemnify theDistrict against all losses related their inability to deliver the chemicals in accordancewith this document, including but not limited to legal fees, monetary fines or fees asmay be accessed by any governing entity for failure of the District to meet legalrequirements to comply with a permit or regulation, and/or any additional expenseincurred if the District is forced to seek the chemical supplies from an alternatesource as a consequence of the same.D. Equal Employment OpportunityEqual Employment Opportunity Clause, Section 6.1 of the Illinois Department ofHuman Rights Rules and Regulations shall be a material term of this agreement.E. Sexual Harassment PolicyPursuant to Section 2-105 of the Illinois Human Rights Act (775 ILCS 5/1-101 et.seq.) (“Act”), all Firms to this agreement must have, prior to awarding thisagreement, in effect and in force a written sexual harassment policy.Page 4|5
