SCOPE OF WORKThe Gwinnett County Department of Parks and Recreation is soliciting bids for a multi-yearcontract for refinishing wood floors in buildings throughout the County. The flooring includes, butis not limited to, sprung maple strip for sport gymnasiums and dance studio floors. The Contractorshould be experienced in refinishing this type of flooring. At this time, no floors contain logos, andno new floors have been installed since the previous contract for these services. The County willnotify the awarded contractor if the information about logos or new floors changes.This is an on-demand contract. Annual quantities on Bid Schedule are estimates only. Quantitieswill vary depending upon the needs of the County.II. SPECIFICATIONSA. The contractor shall thoroughly clean all floor areas that are to be refinished.B. The contractor shall sand all floors per industry standards and the manufacturer’srecommendations based on product application- screen or drum sanding as specified.C. The contractor shall thoroughly clean floor after final screening or sanding.D. The contractor shall apply two (2) coats of polyurethane, PoloPlaz World Class Finish orapproved equal, for light screening according to manufacturer’s instructions. If line stripingoccurs during the screening process, the contractor shall screen the floor, paint the specifiedlines and then apply two (2) coats of polyurethane.E. The contractor shall apply two (2) seal coats and two (2) coats of polyurethane for drumsanding according to manufacturer’s instructions. Use PoloPlaz World Class Sealer orSanding Sealer, or an approved equal for the first coat and second coat. Use PoloPlaz WorldClass Finish or approved equal for last two coats of drum sand. The Contractor shall restripeall game lines on gym floors after the two (2) seal coats have been applied.F. Any contractor who wishes to submit a bid with an equivalent product should attach to thebid the product specifications sheet and information. The equivalent product must be aMaple Flooring Manufacturers Association (MFMA) approved product and must match orexceed the performance of PoloPlaz. The Contractor may be required to demonstrate theproduct for approval by the County and/or submit product samples for evaluation at no costto the County.G. The County may require that an invoice for the purchase of the finish be available forverification of product used.H. Line striping paint shall be an MFMA approved product and be in accordance withmanufacturer’s type and specifications for appropriate floor material.I. The contractor shall supply all material and labor required for tapping into electrical panelbox if needed.J. Upon completion of each job, the Contractor and County representative shall conduct a walk-through inspection to ensure that all work was performed per specifications. Any agreementreached in the walk-through inspection does not release the Contractor from the provisionsstated in Section VIII Warranty.K. The contractor shall be versed in all aspects of wood flooring to include proper layout andpainting of various sport usages on gymnasium floors specifically related to line striping.L. The contractor shall have sufficient crew to be able to schedule work at multiple locations.BL024-26Page 3M. There shall be at least one (1) person, in a position of responsibility, representing thecontractor on site at all times that is capable of translating from English to languages usedby the work force.III. SPECIAL PROVISIONSA. The contractor should use extra care and caution when working with machinery on softwooden floors.B. The contractor shall coordinate work schedules with the County staff to ensure that theHVAC vents, fire alarm system, security panels, and ventilation systems are disengaged andcovered as needed to prevent dust and other particles from being collected or drawn intoducts during the sanding process.C. The contractor shall be responsible for obtaining accurate floor measurements and tobecome familiar with the conditions of the site prior to beginning any work. The Contractorand County representative are to mutually agree on final measurements.IV. WORK CONSTRAINTSA. The affected area will be closed to the public, but the remainder of the facility and park willbe open to the public. The Contractor is to take proper precautions to block off, barricade,and cover in-process work areas to protect the floor, carpeting, employees, and other peoplein the building.B. Hours of work will be agreed upon by the Contractor and County staff, but generally are from7:30 AM until 4:00 PM Monday through Friday. Hours may vary depending on the location ofjob.C. Once work is scheduled and the schedules are confirmed by both the contractor and theCounty representative, it is critical that the contractor adheres to the schedule and performsthe work in a timely fashion. Failure to do so could cause the County unnecessary revenueloss and inconvenience to park patrons.V. WORK AREA CLEANLINESSA. The contractor shall clean the worksite daily, keep it free of debris, and maintain a level ofcleanliness and neatness needed for the proper execution of work.B. The contractor shall keep completed areas clean and protected from damage for theduration of the project.C. When all the work for the project is completed, the Contractor shall clean the site of debris,waste material and litter, including disposal off site; remove all tools, equipment, and surplusmaterials from the project site; and remove any temporary protection installed during theproject.D. The County representative will inspect and accept area for cleanliness after projectcompletion.BL024-26Page 4VI. SAFETY PRECAUTIONSA. The contractor shall take proper precautions to prevent fires and to facilitate in fire-fightingoperations.B. The contractor shall store flammable materials in non-combustible containers and storeaway from potential fire sources; and remove flammable waste regularly.C. The contractor shall carefully supervise operation of potential fire sources.D. The contractor shall take proper precautions to prevent accidents due to physical hazards,and provide barricades and signs as required to inform and protect Contractor’s personneland the public from hazards. Barricades and signage shall comply with all safety regulations.E. The contractor shall provide and require the use of safety equipment, clothing, andaccessories as required by the construction activity and applicable safety regulations.F. The contractor shall notify the County Staff immediately if unexpected, existing damage tofloors is discovered during the floor refinishing process; if any situation is discovered whichcould present a safety hazard; or any other situation or condition deemed unsafe orpotentially hazardous.G. The contractor should make every effort to control the fumes from escaping the work area.The control can include using painter’s tape to seal doors leading to adjacent offices orcommon areas. Area is to be well ventilated at all times.VII. INVOICINGInvoices will reference the Purchase Order number, the date(s) and location(s) of work performed,and are to be detailed by line item(s) in the contract.VIII. WARRANTYThe contractor must warrant the work, labor, and materials, for a period of at least one (1) yearafter completion of each project. This warranty shall be in addition to any warranties provided bythe product manufacturers.IX. REFERENCESThe selected Contractor should have demonstrated success with maple flooring projects of asimilar size & scope.
