Project Description: The Board of Ada County Commissioners is seeking proposals (“Proposals”) from vendors qualified to provide Ada County Flexible Spending Account and COBRA Programs Administration and Retiree Enrollment, Billing and Collection Services FY2026. The intent of this Request for Proposals (RFP) is to obtain proposals from qualified vendors for providing administrative services for Ada County’s Flexible Spending Accounts (FSA) Program to include Health Care, Dependent Care, Consolidated Omnibus Budget Reconciliation Act (COBRA) Administration, and Retiree Enrollment, Billing and Collection Services. Ada County (County) is exempt from Employee Retirement Income Security Act (ERISA) as a public employer. The FSA plan must operate as and qualify under Section 125 of the Internal Revenue Code.
Ada County intends to award all Programs set forth in this Request for Proposals (hereinafter “RFP”) to a single Proposer under a single contract. The term of the contract will begin on October 1, 2025, and end on September 30, 2026. The Proposer awarded the contract must make all necessary preparations and facilitate a fully seamless transition from Ada County’s current Programs for Fiscal Year 2026. All preparations must be completed prior to August 15, 2025, so that all Programs as required in the contract documents can be available for Open Enrollment in late August 2025/early September 2025 and active for enrollment and payroll starting at 12:00 a.m. on October 1, 2025, and beyond. The contract may be renewed upon mutual written consent of the parties for up to four additional one-year terms.
