The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to create a Public Art Master Plan (Plan). More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

BackgroundWest Sacramento is a dynamic riverfront community in Northern California that spans 22 square miles and is home to over 55,000 residents. Incorporated in 1987, the city shares the Sacramento River with the state capital, Sacramento, and is home to the Port of West Sacramento and its deep-water ship canal. The City operates under a Council/Manager form of government, with a Mayor and four Council Members, each serving four-year terms.
West Sacramento is committed to fostering a livable and vibrant community, and public art plays a critical role in achieving that goal. Through creative installations and cultural initiatives, the City aims to strengthen its identity, enhance public spaces, and celebrate its heritage. The City Council envisions public art as a key feature that will contribute to the city’s evolving identity and character and, as such, the City is seeking to further enhance its public art efforts.
While the City has supported a growing portfolio of public art, these installations have largely been driven by individual projects or grant opportunities, resulting in a decentralized ad hoc approach that lacks strategic and integrated planning and processes. The City often relies on consultants for assistance with public art solicitations, artist contracts, and overseeing installations. Each year, the City receives numerous requests from community groups, such as Wide Open Walls, the Historical Society, Girl Scouts, and the Art Guild, for smaller-scale public art projects. Without a citywide Public Art Master Plan, it has been challenging to consistently respond to these requests and allocate resources effectively.
Many other jurisdictions have adopted citywide art master plans that strategically incorporate various types of art based on geographic location and facility type (e.g., trails, parks, city buildings, gateway locations) while setting guidelines around both private and public projects. The City's Washington District Art Implementation Plan, funded by a grant from the California Endowment for the Arts, serves as an example of a guiding document creating a strategic public art plan specifically for that district.
The City is now seeking a consultant to develop a comprehensive, citywide Public Art Master Plan. This plan will build upon the Washington District Art Implementation Plan to develop and implement a public art program that highlights West Sacramento’s cultural heritage throughout the community and in its public places, such as parks, trails, streets, and buildings. The Master Plan will provide a vision and guidance for the City’s growing public art programming and events. It will also provide recommendations for investing in public art and potentially requiring art in private developments while considering programming such as cultural and special events.
