NOTICE TO BIDDERS
Please be advised that this document serves as Addendum #1 to RFQ 6791 Miscellaneous Professional
Servies for the 2022 Bond. The following questions have been asked by vendors. The answers were provided
by Guilford County Schools (GCS), please see below.
Questions
Q1.
Please clarify if the services required are MEP engineering or for commissioning HVAC
systems.
A1.
The services required are for MEP engineering. Depending on the project, commissioning
services may be required.
Q2.
Will all schools for HVAC projects be awarded to one firm or multiple firms?
A2.
The projects will be awarded to multiple firms.
Q3.
What is the extent of the HVAC work (ie, full or partial replacements, repairs,
assessments, etc.)?
A3.
The projects will be a combination of full and partial replacements.
Q4.
My team would like to clarify whether the scope is for HVAC design or commissioning.
And if it is for design, do we need to partner with an architect?
A4.
The scope is for HVAC design. For some projects commissioning may be required. In the past,
MEP firms for this scope of projects have not partnered with architects.
Q5.
The Board of Education actively seeks to identify qualified minority, disabled, and
women-owned business enterprises and has adopted a verifiable goal of 12.46 % percent
for participation by minority and women-owned business enterprises, and such business
enterprises are encouraged to submit their qualifications. As an MBE ourselves does our
participation on the RFQ count toward the goal? Or do we need to make that % up in the
subs on our team?

Please confirm if this RFQ is just for commissioning services or if it also includes
general HVAC services for projects as well.
The services required are for MEP engineering. Depending on the project, commissioning
services may be required.
Will this project be all one contract or will you be splitting out the roof replacement and
the HVAC project?
The HVAC and roof replacements are separate projects.
The RFQ is for engineering and design services for multiple facilities. However,
“Commissioning” is listed in the Scope of Services section, where we would expect an
elaboration of design services to be. Is this an error or is Commissioning included in the
scope?
The services required are for MEP engineering. Depending on the project, commissioning
services may be required.
Is RFQ #6791 intended to provide an opportunity for additional firms to qualify for award
of projects funded under the 2022 bond?
Yes.
Is it the intent of RFQ #6791 replace the qualification process from previous RFQ #6583?
Yes.

If a firm was selected as qualified to provide engineering services for upcoming bond
projects under RFQ #6583, is an additional submittal required for the specific projects
listed in RFQ #6791 or would the firm be eligible for selection for the projects listed under
RFQ #6791 by virtue of previous qualification under RFQ #6583?
An additional submittal is required for the listed projects.

Is it intended that the project design firms must also demonstrate qualifications for on-
site commissioning services experience - either directly or with a commissioning team
partner with on-site commissioning experience?
The intent is for firms who have on-site commissioning experience to respond or provide that
information in the Statement of Qualifications. It does not disqualify design firms who do not
have that experience from a project award.
