Public Bid Opening: 3 PM, May 28, 2025, at STA, 1230 W. Boone Ave., Spokane, WA 99201

Project Summary: This locally funded public works project consists of roadway and transit center improvements at STA’s West Plains Transit Center located off Interstate 90 at Exit 272.  Work for this project includes, but is not limited to, selective demolition, earthwork, grading, concrete flatwork, asphalt repairs, stormwater modifications, reinforced concrete drive aisle placement, electrical work, landscaping, signage, railing, and passenger amenities installation. Due to the short timeline and the need for this project to be completed before STA’s September Service Change, this project includes an on-time completion incentive.

Bidders may obtain electronic copies of plans and specifications from the Procurement Coordinator.

State of Washington prevailing wage rates are applicable for this public works project located in Spokane County.  Bidders are responsible to verify and use the most recent prevailing wage rates.  The “Effective Date” for this project is the Bid Form due date above.  The applicable prevailing wage rates may be found on the Department of Labor & Industries website located at:

No Bidder may withdraw their bid after the bid due date and time unless contract award is delayed for a period exceeding ninety (90) days.

The Agency reserves the right to accept or reject any or all bids and to waive informalities in the solicitation process.
