The cap amount that is listed of $300,000, is that per contract or total amount availableeven with multiple vendors?Q1 Answer: $300,000.00 is the total anticipated amount available to provide aCommunity Based Sanctions Services program to these counties annually.2. Are you prioritizing a vendor that can service all extended counties, or will applicationsbe received even if the vendor is writing to a few specific counties?Q2 Answer: JCS expects all proposals to include service for Dallas, Guthrie, Jasper,Madison, Marion, Polk and Warren counties.3. More diversion opportunities for these youth?Q4 Answer: While JCS is unable to provide legal guidance, Under Iowa Code chapter92 Child Labor, no person under fourteen years of age shall be employed or permittedto work with or without compensation in any work activity, unless authorized by stateand federal child labor laws.1RFP JUV-27-CB-05-003State of IowaJuvenile Court Services5. d. Weekday Service Learning Volunteer Opportunities: Respondent will provide 4 groupsper week that will be divided based on either low or moderate/high risk levels and willfocus on worksite opportunities to complete community service.a. Would respondent need to provide four groups per week for every county, orcould the respondent choose one county at a time? For example: Monday’sin Jasper, Tuesday’s in Dallas, Wednesday’s in Madison?b. Would JCS allow respondent to dedicate one of these days for only low riskoffenders to ensure they provided opportunity to complete sanctions dividedfrom mod/high risk offenders?Q5 Answer:a. The Successful Respondent will not be expected to provide four groups perweek in each county; instead, the Successful Respondent will work inconjunction with JCS to determine dates and locations of groups offeredwithin the seven counties depending on referrals.b. Yes, JCS would allow the Successful Respondent to dedicate one group forlow-risk youth only.6. iii. DID shall utilize a research or evidenced-based curriculum to address delinquentbehavior informally in the community in an effort to prevent subsequent offending.a. Would JCS share what current evidence- based curriculum is being used withother contractors?Q6 Answer: a. The current two-week Delinquency Impact Diversion course wasdeveloped by the current provider and consists of education pertaining to criminalbehavior, accountability and Juvenile Court involvement.7. i. DID shall meet once per week for two weeks and sessions are 1-2 hours in durationfocused on holding lower risk youth accountable for behavior without resorting to legalsanctions, court oversight or the threat of confinement.a. Would JCS allow respondents to use Juvenile Court Locations to host DIDgroups, such as a conference room in JCS offices? Particularly locations inrural areas. Or would respondents need to secure a location in all counties tohost groups?b. How many youths does Juvenile Court estimate would need DID on anannual basis?Q7 Answer:a. JCS would be willing to work with Successful Respondent to utilize JCSspace for groups, however, the majority of JCS offices are in county courthouses, which limits accessibility and availability. Logistically,Respondent(s) should plan on securing space somewhere outside of JCSoccupied locations for groups.2RFP JUV-27-CB-05-003State of IowaJuvenile Court Servicesb. JCS does not have any available data at this time for Dallas, Guthrie, Jasper,Madison, Marion or Warren counties; however, JCS referred 115 youth forthe DID course in 2025 from Polk County. JCS would estimate, with theaddition of 6 counties, that the number of referred youth would beapproximately 150 to 200 youth referred annually.8. Does Juvenile Court need to pre-approve any community service locations?Q8 Answer: JCS does not need to pre-approve any community service locations;however, a list will be provided to JCS of all locations monthly for the followingmonth’s locations. JCS reserves the right to veto any location that JCS deems to beinappropriate.9. Does Juvenile Court have any locations they specifically do not want sanctions to beheld at?Q9 Answer: JCS is not aware of any locations that would be considered inappropriateat this time.10.
