WPC 26-1FY’26 WATER POLLUTION CONTROL CAPITAL EQUIPMENTREPLACEMENTSThe entire cost of the improvement shall be paid from AccountNumbers:7503362-544003, 7503365-544003, and 7503368-544003A MANDATORY Pre-Bid Conference is scheduled forThursday, April 9th, 2026 at 10:00 a.m. in the Northside WWTPAdministration Conference Room, 5628 N. 105th East Ave., Tulsa,Oklahoma 74117.Attendance at the Pre-Bid Conference is MANDATORY. Bidswill not be received from contractors who did not attend thePre-Bid Conference.Bids will be accepted by the City Clerk from the holder of validpre-qualification certificates from the City of Tulsa in one or moreof the following classifications: A or DDrawings, specifications and contract documents for constructionof said public improvements of the said project have been adoptedby the Mayor of said City. Copies of same may be obtained at theOffice of Contract Administration, 175 E. 2nd St., 13th Floor, Tulsa,OK 74103 for a non-refundable fee in the amount of $50.00 madepayable to the Tulsa Metropolitan Utility Authority by check ormoney order.Contract requirements shall include compliance as required by lawpertaining to the practice of non-discrimination in employment.Attention is called to Resolution No. 18145 of August 23, 1988,04.22.2025NTB-1requiring bidders to commit to the goal of employing on the projectat least fifty percent bona fide residents of the City of Tulsa and/orMSA in each employment classification.Attention is called to Resolution 7404 of November 8, 2006,requiring bidders, their subcontractors and their lower-tiersubcontractors to hire only citizens of the United States.The Authority, acting on behalf of the City of Tulsa, is exempt fromthe payment of any sales or use taxes, and pursuant to Title 68O.S. Section 1356(10), direct vendors to the Authority are alsoexempt from those taxes. A bidder may exclude from his bidappropriate sales taxes which he will not have to pay while actingfor and on behalf of the Tulsa Metropolitan Utility Authority. SeeContract Article IIB.A Certified or Cashier's Check or Bidder's Surety Bond, in the sumof 5% of the amount of the bid will be required from each bidder tobe retained as liquidated damages in the event the successfulbidder fails, neglects or refuses to enter into said contract for theconstruction of said public improvements for said project andfurnish the necessary bonds within thirty days from and after thedate the award is made.The bidder to whom a contract is awarded will be required tofurnish public liability and workmen's compensation insurance;Performance, Statutory, and Maintenance bonds acceptable to theAuthority, in conformity with the requirements of the proposedcontract documents. BID SECURITYEach bid shall be accompanied by a cashier’s check, a certified check, orbidder’s bond, in the amount of five percent (5%) of the total amount bid.The bid security shall be made payable, without condition, to the TulsaMetropolitan Utility Authority, Oklahoma. The bid security may be retained byand shall be forfeited to the Authority as liquidated damages if the bid isaccepted, a contract based thereon is awarded, and the bidder fails to enter intoa contract in the form prescribed, with legally responsible sureties, within thirty(30) days after such award is made by the Authority.B-3 RETURN OF BID SECURITYThe bid security of each unsuccessful bidder will be returned when his bid isrejected. The bid security of the bidder to whom the contract is awarded will bereturned when he executes a contract and files satisfactory bonds. The bidsecurity of the second lowest responsible bidder may be retained for a period oftime not to exceed sixty (60) days pending the execution of the contract andbonds by the successful bidder.IB - 1
