ITEM IADVERTISEMENT FOR BIDSSealed bids will be received by the County Commission of Mobile County, Alabama, inthe Mobile Government Plaza, Eighth Floor South Tower, Mobile, Alabama, until10:00 A.M. on January 14th, 2026, and then publicly opened for furnishing all laborand materials, and performing all work required by Mobile County and described asfollows:Project: Cypress Creek Golf Course – New Driving Range BuildingMobile County Project No. MCPI-GC-003nProject Description: The project consists of the construction of a new single-storybuilding, approximately 1,255 square feet, that will serve the golf course’s drivingrange. Work to include, but is not limited to, new partitions, new restrooms, newmechanical, electrical, and plumbing systems, immediately adjacent sidewalkwork, landscaping, and associated architectural finishes as described in the biddocuments.One hundred Fifty (150) calendar days are allowed for the construction of the project.All bids must be on blank forms provided in the specifications and submitted in its en-tirety. A cashier’s check drawn on an Alabama bank or a bidder's bond, payable toMobile County, Alabama, for an amount not less than five percent (5%) of the amountbid, but in no event more than ten thousand dollars ($10,000.00), shall be filed with thebid, as a bid guaranty. The bidder's bond shall be prepared on the form specified andissued by a surety company authorized to do business in the State of Alabama.A performance bond in the form and terms approved by the County in an amount notless than the contract price will be required at the signing of the contract. A labor andmaterials bond in the form and terms approved by the County in an amount not lessthan the contract price, insuring payment for all labor and materials, shall also be re-quired at the signing of the contract. In addition, the contractor must furnish to theCounty at the time of the signing of the contract a certificate of insurance coverage asprovided in the specifications. The right is reserved to reject any and/or all bids and towaive informalities and to furnish any item of material or work to change the amount ofsaid contract.Liquidated damages for non-completion of the work within the time limit agreed uponwill be assessed in accordance with the terms of the contract.Bid Documents in digital PDF format may be requested from and will be provided bythe Architect of Record- Steve Stone, AIA | dakinstreet architects, 70 North Joa-chim, Unit C, Mobile, Alabama. Printed copies shall be the responsibility of, andat the expense of the Bidder.Contact the Architect via email at steve@dakinstreet.com for coordination of down-load of bid documents.A mandatory Pre-bid conference will be held, Wednesday, December 17, 2025, at10:00 A.M. at 3905 Lloyd Station Road, Mobile, AL. Any Bidder not having a repre-sentative at this meeting shall be disqualified from bidding on this project.No bids will be considered unless the bidder, whether resident or non-resident of Ala-bama, is properly licensed and qualified to perform the work described herein in ac-cordance with all applicable laws of the State of Alabama. This shall include evidenceof holding a current certificate to engage in general contracting in the State of Alabama,issued by the State of Alabama Licensing Board for General Contractors, Montgomery,Alabama, as required by Section 34-8-2, Code of Alabama (1975). Any contractor thatdesires to bid as a prime contractor must have at least one of the following major clas-sifications of license per Section 230-X-1-.27 of the State of Alabama Licensing Boardfor General Contractors Administrative Code:1. a) BC (Building Construction) orb) BC04 (Building Construction under Four Stories)”Out of state corporations shall furnish a certificate of authority to transact business inAlabama. Out of state limited liability companies shall provide proof of registration totransact business in this state.Prior to the award of a competitively bid contract to a contractor having one or moreemployees in the State of Alabama, Alabama law requires that the contractor providethe County proof of enrollment in E-Verify (see www.uscis.gov/everify).All Bidders must be registered in www.SAM.gov for the purposes of confirming sus-pension status. Mobile County will verify that the contractor or its principles, does notappear on the federal government’s Federal Excluded Parties List prior to executing anagreement of contract with the entity.No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening ofbids without the consent of the County Commission of Mobile County, AlabamaAny contract awarded under this solicitation will be subject to all applicable terms andconditions in 2 C.F.R.
