Overview

Summary

The County of Solano, Health and Social Services hereinafter referred to as the “County,” intends to secure a contract with a qualified responder to design and implement a comprehensive, standardized onboarding program for new hires across its multiple divisions.

We invite you to participate in this bidding opportunity described in the attached Request for Quote (RFQ). If you are interested, the RFQ package may be downloaded from the County's eProcurement Portal at https://procurement.opengov.com/portal/solanocounty .

Notice is hereby given that bids MUST be electronically submitted via said eProcurement Portal, no later than 5:00 pm , Pacific Standard Time (PST), on Monday, April 13, 2026 at which time, the County will access and evaluate all bids in accordance with the County of Solano’s specifications and contract documents. Any hard copy submissions, submissions via email, or late submissions will be retained in the file unopened and will be considered disqualified.

It is the responsibility of the bidder to see that any electronic submitted bid shall have sufficient time to be received by the County's eProcurement Portal before the bid submittal deadline. The receiving time in the eProcurement Portal will be the governing time for acceptability of bids.

Bidders shall visit the County's eProcurement Portal for any upcoming updates, changes or information regarding this solicitation prior and after bid submission date.

Background

Currently, the County lacks a unified onboarding process, resulting in inconsistent experiences and inefficiencies.

With newly available funding, the County seeks to develop a modern onboarding solution that:

• Enhances employee engagement and retention
• Improves role clarity and accelerates time-to-productivity
• Streamlines orientation processes
• Integrates seamlessly with existing systems
• Delivers a consistent and welcoming experience for all new employees

Although this initiative is not intended as a countywide program, all components should be scalable and adaptable for potential future expansion or replication.
