TOWN OF COLONIEThe Department of Public Works, Division of Latham WaterNotice To BiddersThe Town of Colonie (“Town”) invites bids for the following:RFB: Freeze Dry Bed Pavement Repairs & In-Place Pavement Installation at MVWTP DB345Sealed bids will be received at the Office of Purchasing, Memorial Town Hall, Latham, NY12110 until March 5, 2026 10:00 AM local time. At that time and place all bids will be publiclyopened and read aloud.All bidders shall comply with the N.Y. Gen. Mun. Law §103.Beginning on February 18, 2026, the solicitation documents for this matter will be on file andpublicly exhibited at the Office of Purchasing, 534 New Loudon Road, Memorial Town Hall,Latham, NY 12110. Copies of said documents may be obtained at that address. Complete biddocuments may also be available for download from the Empire State Purchasing Group’s website at http://www.bidnetdirect.com/new-york.Bids shall be submitted at the time and place indicated in the Notice to Bidders and shall beenclosed in an opaque, sealed envelope. The opaque envelope shall be marked on the outsidewith the project title and name and address of the bidder. The submission shall consist of thecompleted pages of this document marked “TO BE SUBMITTED,” and any other requireddocuments. The submission shall also include, if required in the Notice to Bidders, the bidsecurity. If the bid is sent through the mail or other delivery system, the sealed envelopecontaining the bid shall be enclosed in a separate envelope with the notation "BID ENCLOSED"on the face thereof AND the outer envelope shall be marked on the outside with the project titleand name and address of the bidder.Each submitted proposal must be accompanied by (a) a certified check in the sum of 10% of theamount of the bid, drawn upon a national or state bank or trust company, to the order of theTown of Colonie, New York, or (b) a bond with sufficient sureties in a penal sum equal to 10% ofthe bid, conditioned that if its bid is accepted, successful bidder will enter a contract for thesame and that he will execute such further security as may be required for the performance ofthe contract.At the execution of the anticipated contract, the Successful Bidder will be required to furnishperformance and labor and materials bond, and a payment bond equal to the full amount of thebid.The Town of Colonie requires that, in instances where the project award exceeds $750,000,each Successful Bidder has an apprenticeship program in place. Details are available in thesolicitation document.The bidder to whom the contract may be awarded shall within seven days after the date ofnotification of the acceptance of its proposal, provide insurance and security as required by thecontract in a form acceptable by the Town of Colonie. In case of its failure to do so, or in caseof its failure to give further security as herein prescribed, the bidder will be considered as havingabandoned the same, and the certified check or other bid security accompanying its proposalshall be forfeited to the Town of Colonie.The Town of Colonie reserves the right to waive any informality in or to reject any or all bidssubmitted.Please Note: The Town will host a meeting for all potential Bidders at 11:00 a.m. onWednesday, February 25, 2026. Attendance at this meeting is strongly recommended forBidders. The meeting will take place at the Mohawk View Water Treatment Plant, 100Onderdonk Ave, Latham, NY 12110.
