OverviewPost InformationPosted At:Fri, May 16, 2025 8:00 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe project will complete crossings of thirteen major roadways and several local roadways and driveways for the Council Creek Regional Trail (CCRT) Project, creating a new approximately 6-mile, multiuse paved trail, including two pedestrian bridge structures, connecting Hillsboro and Forest Grove, and providing a safe off-street facility for users of all ages and abilities.
The project area includes railroad right-of-way between Douglas Street in Forest Grove and Dennis Avenue in Hillsboro. The trail will extend east and west between the Hillsboro Regional Center (specifically, the Mark O. Hatfield Government Center Light Rail Station) and Forest Grove Town Center (Pacific University and downtown Forest Grove). The centers are major destinations for Council Creek Regional Trail potential users and for travelers in the Tualatin Valley Highway corridor.
The CCRT Project is not included in this RFP.

The selected consultant will conduct a new crossing analysis to confirm previous proposed treatments due to changes in onsite conditions at several crossing locations. The Enhanced Crossings Concepts document downloaded from the link provides a breakdown of the roadway jurisdiction and functional classification in a table on page 1 and continues onto page 2 of the document.
The statement of work (SOW) will be developed and negotiated, within the scope advertised in this RFP, with the selected Proposer for inclusion in the Contract. A draft SOW is provided in RFP Attachment B, which will be negotiated with the selected Proposer for inclusion in the Contract.
