Gwinnett County Government is interested in contracting with one or more serviceproviders to perform this one-time service. Nuisance properties pose a risk to public health and safety and canbring blight to communities, negatively impacting quality of life. Public nuisances may include dangerousstructures, public health hazards, and blighted properties.Objective – To remediate the unsafe and unsanitary conditions which exist on the property.Scope of Work – The awarded service provider(s) will be responsible for providing on-call nuisance abatementservices, to include the following:• Removal of all outdoor storage, trash, junk, debris, waste, refuse, tires, dilapidated furniture, buildingmaterials, paint buckets, pallets, gas cans, plastic, metal objects, junk equipment.• Removal of all junk vehicles.• Taking photos before and after work has been completed.• Pursuant to State Law and County Ordinance, the awarded service provider will be required to providerecords indicating whether any salvaged reusable material was sold per O.C.G.A. § 41-2-9 and GwinnettCounty Code of Ordinances Section 38-26. Awarded service provider is entitled to keep such proceeds, butsuch proceeds shall be offset against the amount due and payable by the County for services provided.Accordingly, the County will only make payment for services rendered upon the awarded service providerproviding documentation of the funds received from the sale of salvaged reusable items or materials.Alternatively, awarded service provider can provide a sworn statement that there were no reusablematerials capable of being sold after reasonable effort made by successful service provider to salvagereusable materials.• In the event the scope of work is decreased prior to the awarded service provider starting the job, theservice provider’s quoted price will be reduced proportionally to the amount of work remaining. Theawarded service provider will be reimbursed for mobilization and start-up costs at an amount noted in theQuote Schedule below if the violations are corrected prior to start of work.• Service provider will provide all labor, tools, and equipment necessary to complete scope of work.• If needed, the awarded service provider is responsible for requesting the property’s utilities be shut off.• Testing for hazardous materials is not a requirement; however, the service provider is responsible fordisposing of all hazardous materials in compliance with applicable regulations.Timelines – Gwinnett County will reach out to the selected service provider and provide the location of theproperty, photos, and an estimate of the work that will be required along with the estimated fee based on theestablished fee schedule. The selected service provider has 72 hours to acknowledge receipt of the request,confirm the cost of service, and schedule the abatement. The work must be completed within 10 days of the initialnotification, barring unforeseen circumstances beyond the control of the selected service provider.
