Cook Inlet Housing Authority (CIHA) is accepting sealed quotes hand-delivered, mailed,
or emailed from responsible and responsive vendors for the Baxter Family Housing Phase
II – Truss Package project, located at 4230 Baxter Road, Anchorage, Alaska.Sealed quotes must be submitted, clearly marked: “26T-CN-358, Baxter Family Housing
Phase II – Truss Package – Do Not Open”. Quotes must be received at CIHA, Attention:
Procurement, 3510 Spenard Road, Anchorage, Alaska 99503, no later than the deadline
stated in the Specified Dates, according to the time clock located at CIHA’s front desk.
CIHA will reject quotes received after the deadline. Faxed quotes will not be accepted.

Questions are encouragedand must be sent in writing to Procurement by the deadline in the Specified Dates.Questions received after the deadline will be disregarded. Substantive issues received bythe deadline will be answered by addendum to all plan holders. Email: procurement@cookinlethousing.orgNo questions shall be directed to any other CIHA employees or CIHA representatives.SCHEDULEThe anticipated start date is approximately August 1, 2026, and the building completiondates are phased with two (2) buildings completed by July 31, 2027, two (2) buildingscompleted by August 31, 2027, and one (1) building completed by September 30, 2027.SCOPE OF WORKThe vendor shall furnish the complete roof truss package for the Baxter Family Housing PhaseII project in accordance with the construction documents and all applicable local, state, andfederal codes and standards. All truss materials, hardware, and associated engineeredcomponents shall meet the specified performance requirements and be suitable for use inresidential construction consistent with industry standards. The vendor shall provide all rooftrusses, girder trusses, bracing hardware, hangers, connectors, uplift hardware, and anyadditional components identified in the contract documents or required to complete a fullyintegrated and structurally compliant truss system.The vendor shall furnish stamped truss engineering documents for the complete roof trusspackage. All truss layout plans, truss profiles, truss calculations, required permanent bracinghardware, and connection details shall be prepared using industry-standard truss designREQUEST FOR QUOTE4 of 21BAXTER FAMILY HOUSING PHASE II – TRUSS PACKAGECOOK INLET HOUSING AUTHORITYsoftware and shall be certified by a professional engineer licensed in the State of Alaska. Thevendor shall coordinate all engineered truss documents with the architectural and structuraldrawings and shall notify CIHA of any discrepancies, conflicts, unclear bearing conditions, orframing inconsistencies requiring clarification prior to fabrication. The vendor shall provide alltruss hangers, straps, clips, uplift hardware, and engineered bracing components specified inthe truss engineering. Dimensional lumber required for temporary erection bracing orpermanent bracing is excluded from this scope and will be furnished under the framingmaterials contract.The vendor shall ensure that trusses are manufactured in accordance with approved trussengineering documents and that all delivered components are clearly labeled to correspondwith the truss layout. The vendor shall deliver all materials to the designated laydown areaidentified by CIHA and shall be responsible for offloading and placing trusses in a manner thatprevents moisture intrusion, deformation, or physical damage. Any damage, shortages, ormanufacturing discrepancies identified at the time of delivery shall be reported to CIHAimmediately.The vendor shall provide all documentation normally associated with the truss package,including product data, engineering certifications, installation requirements, bracing diagrams,and any other submittals identified in the contract documents. All documentation shall beaccurate, complete, and submitted in accordance with CIHA requirements. The vendor shallmaintain all material-related records for CIHA’s project files and shall furnish additionalproduct information if reasonably requested to support verification of materials delivered tothe project.The vendor shall provide boom truck delivery and truss-setting services sufficient to offloadand place all trusses in their designated locations on each building. The vendor shall ensurethat equipment used can reach all required truss bearing points and that truss placement canbe completed safely and in coordination with CIHA and the framing contractor. Pricing forboom truck services shall be provided as a separate line item from the truss package cost.INDEMNITY AND INSURANCE REQUIREMENTSSee Insurance and Indemnity Requirements Form for details on the insurancerequirements. No PO will be submitted until the certificate(s) of insurance have beenreceived and approved by the CIHA Procurement Manager.PAYMENT TERMSCIHA shall issue Purchase Orders for the procurement of materials under this RFQ. Thesuccessful offeror shall furnish materials only upon issuance of a valid CIHA Purchase Order,unless otherwise authorized in writing by CIHA. Vendor shall submit invoices for materialsdelivered and accepted by CIHA. Payment shall be made in accordance with the applicablePurchase Order and requirements. Terms shall be NET thirty (30) days, subject to anydiscounts for prompt payment. All invoices must include, at a minimum, the CIHA PurchaseOrder Number, Project Name, description of materials, quantities, unit pricing, and totalinvoice amount. CIHA reserves the right to withhold payment for incomplete, inaccurate,damaged, nonconforming, or rejected materials.AWARDAward of a total lump-sum purchase order for the specified materials shall be made inaccordance with CIHA’s Procurement Policy to the lowest priced, responsive, and responsibleofferor whose quote conforms to the requirements of this RFQ.
