Bid Title: RFP MANUFACTORED HOME DESIGN AND CONSTRUCTION SERVICES, TAHOLAH UPPER VILLAGE
Category: Tribal Employment Rights Ordinance (TERO) Status: Open Description: This is an exciting opportunity to assist the QIN in the design, layout, and construction of four (4) new manufactured homes in the Taholah Upper Neighborhood. The homes will consist of:
1. One (1) two-bedroom, two (2) bath home, approximately 1000 square feet – Lot #49 2. One (1) three-bedroom, two (2) bath home, approximately 900 square feet – Lot #44 3. One (1) three-bedroom, two (2) bath home, approximately 1460 square feet – Lot #16 4. One (1) four-bedroom, two (2) bath home, approximately 1512 square feet – Lot #21. Because of the unique needs of the project, homes should be designed to anticipate the needs of specific Tribal members with different needs and in different life stages. For example, a home that will work for a young family may not work for a Tribal elder. The layouts of the individual homes will vary both in square footage and accessibility. The QIN requires new development to meet UCB Codes and to provide Washington State Certified Engineered stamped plans and specifications of the construction. This is a sealed-bid submission method.

The Quinault Indian Nation requiresnew development to meet Uniform Commercial Building Codes and to provide Washington StateCertified Engineered stamped plans and specifications of the construction.Project LocationThe Project site is located within the Taholah upper village relocation area, known as the“N.E. Neighborhood” as proposed in the 2017 Taholah Village Relocation Master Plan.Please refer to the Project Overview for the site(s) lot numbers.Design ConsiderationsThe following home sites are blank lots and are not currently landscaped. There is aneighborhood sidewalk and streets, but individual paths and driveways to each home requiredesign and installation that will be provided as part of a separate RFB. The following should beconsidered as part of the proposal:1. The homes should be designed for maximum energy efficiency. Doors, windows, siding,roofing, insulation, appliances, etc., should all be selected with this in mind.2. The homes will be serviced by both public wastewater and water systems.3. The homes will be powered by electricity. All appliances and systems should be electric.There will be no natural gas or propane.5. All appliances need to be energy efficient.Homes should provide modern conveniences, and all homes should be designed with thefollowing Minimum Functions:1. Dishwasher2. Separate washer/dryer area away from general areas3. Maximize outdoor space, account for driveways, walkways, etc.4. Layout modifiable to ADA later if needed5. Layout modifiable for expansion6. Good sized bedrooms (growing families & multi-gen in mind) with functional storagesystems and multi-purpose flexibility7. Functional storage systems in main living (kitchen, living room, etc.)8. Natural light9. Open-floor plans10. Aging features (non-step entry ways, adequate lighting, non-slip flooring, comfort heighttoilets)11. Durable (longevity) & low-maintenance interior and exterior materials12. Good air qualityProject General RequirementsIt is anticipated the selected firm will provide a comprehensive menu of planning, design andconstruction administration services throughout the lifespan of the project. The Scope of Serviceslisted herein is provided to establish a general understanding of the project requirements. Theactual scope of service will be finalized during fee/contract negotiations. The Nation expects thatrepresentative(s) of the management firm, partnership, or individual will develop and maintain acooperative team approach with all other parties associated with the projects throughout allphases of the work. The successful bidder will be required to produce complete constructiondocuments in accordance with the project timeline. The successful bidder should be a goodcommunicator and willing and able to work with QIN’s staff throughout the project.The selected contractor architect would be expected to provide the following information:1. Architectural Design2. Geotechnical Engineering3. Survey4. Civil Engineering5. Structural Engineering6. Landscaping Design and Engineering7. Mechanical Engineering8. Plumbing Engineering9. Electrical Engineering10. Interior Design11. Design ScheduleProject Assessment/ Preliminary Design Phase - Work may include, but is not limited to:a. Meeting with Quinault Staff and Representatives to review specific housing needs and tochoose design/layout and finishes.b. Review Scope of Work requirementsc. Arrive an agreed-upon prioritized Scope of Workd. Coordinate and reconcile construction cost estimatese. Review and provide the required documentation as requested by the Federal Governmentto complete the “Notice to Proceed” procedure prior to construction groundbreakingInstructions to BiddersThis Request for Bid does not commit QIN to award a contract, to pay any costs incurred inpreparation of a response to this invitation or to procure or contract for services or supplies. Bidderswill not offer any gratuities, favors, or anything of monetary value to any employee, officer, oragent of the Nation for purpose of influencing favorable disposition toward either their proposalor any other proposal submitted as a result of this RFB. All proposals submitted hereunder becomethe exclusive property of the Nation. The Nation reserves the right to accept all or part of the bid,or to decline the whole bid. The Nation is not required to disclose bid tallies or bid results to anyoneother than the winning bidder.After selection, the Bidder shall sign the associated Contract documents and shall enclose withtheir bid a completed copy of the Mandatory Bidder Responsibility Checklist and Non-CollusionAffidavit. After bid opening, the Successful Bidder shall provide a W-9, submit certifications ofrequired insurance coverage, and obtain a Quinault Indian Nation business license for all firms /subcontractors doing work on the Quinault Reservation prior to issuance of Notice to Proceed.Subcontracts must be approved by the Quinault Indian Nation.Bidder Responsibility CriteriaMandatory Bidder Responsibility Criteria: it is the intent of the Nation to award a contract to thelowest, responsible bidder. The bidder must meet the following bidder responsibility criteria to beconsidered a responsible bidder. The bidder shall be required by the Nation to submitdocumentation demonstrating compliance with the criteria. The Bidder must:a. Have a current certificate of registration as a contractor in compliance with chapter18.27 RCW which must have been in effect at the time of bid submittal.b. Have or obtain a valid business license issued by Quinault Indian Nation prior toissuance of Notice to Proceed.c. Maintain insurance policy/policies meeting minimum requirements listed in thisdocument.d. Not be disqualified, disbarred, or suspended from bidding on any public works contract.The Bidder shall not be listed as a current debarred or suspended bidder on the U.S.General Services Administration’s “System for Award Management” website:http://www.sam.gov.Supplemental Bidder Responsibility Criteria: In addition to mandatory bidder responsibilitycriteria referenced above, the Bidder must also meet the following relevant supplemental bidderresponsibility criteria applicable to the project and, as evidence that the bidder meets thesupplemental bidder responsibility criteria, the apparent and second low bidders must submit therequired documentation to the Nation within 48 hours of the bid submittal deadline. The Nationreserves the right to request such documentation from such bidders:a. Business status: Bidder shall not be “inactive” or “not in good standing” withWashington State Secretary of State’s Office, the Department of Revenue orDepartment of Labor & Industries.b. Bidder shall provide documented information from Washington State Secretary ofState’s Office, Department of Revenue or the Department of Labor and Industriesproviding the date of incorporation or formation, the state of incorporation, that theBidder is active and in good standing in the State of Washington, State of Washingtontax reporting number, and the name and address of the registered agent, general partneror managing member.c. Bidder shall take steps to ensure that their subcontractors are also in good standing withthe above-described entities.Completion of Similar Projects:a. The Bidder shall have successfully completed at least three (3) projects of a similar sizeand scope as required by the contract documents for this project within the last five (5)years.
