REQUEST FOR QUOTATION (“REQUEST”)- DUE DATE: APRIL 2, 2026

The Village of Northbrook (“Village”) is accepting bids for WATER & SEWER SYSTEM

PARTS for performing maintenance activities to the water distribution system and sewer

system.

Responses Due: 10:00 A.M. on April 2, 2026 (bid opening to occur immediately afterward)

Contract Duration: May 1, 2026 through April 30, 2027.

Scope: The preferred vendor(s) (“Vendors”) shall provide the materials identified on pages

4 – 11 below as-needed to the Village.

Overview: The Village intends to bid water and sewer system parts, including, but

not limited to, main, pipe, valves, fittings, sleeves, hydrants, hydrant parts, etc.

Deliverables: The deliverables for this project shall be water and sewer system parts,

including, but not limited to, main, pipe, valves, fittings, sleeves, hydrants, couplings,

brass parts, etc. A specific list of which is provided under the Schedule of Prices

section of this Request for Quotation.

Orders: The Village will place orders for water and sewer system parts by calling one

of the Vendor’s order-taking representatives, not an automated order-taking

system, and verbally listing for the representative the items the Village desires to

purchase. The Vendor shall make order-taking representatives available to the

Village so that it may place orders on a 24-hour-per-day, 365-day-per- year basis.

Deliveries: All orders placed by the Village of Northbrook shall be delivered to:

Response Time: For normal non-emergency orders, the Vendor shall deliver the

items ordered by a Village within five business days. If the Vendor has difficulty

obtaining an item to fill the Village’s normal non- emergency order and thus cannot

deliver the item within five business days, the Vendor shall contact the Village before

the expiration of the five business days to provide the Village an estimate of when

the Vendor will be able to deliver the item. The Village shall have the right to obtain

the item from another vendor if the Vendor’s deliver estimate does not meet the

Village’s operational requirements.

For emergency orders, the Vendor shall deliver the items ordered by the Village

within one business day. If the Vendor has difficulty obtaining an item to fill the

Village’s emergency order and thus cannot deliver the item within one business day,

the Vendor shall contact the Village before the expiration of the one business day to

provide the Village an estimate of when the Vendor will be able to deliver the item.

The Village shall have the right to obtain the item from another vendor if the

Vendor’s delivery estimate does not meet the Village’s operational requirements.

Warranty: The Vendor warrants to the Village that all materials furnished under this

Contract shall be new, of the most suitable grade for the purpose intended, free

from faults and defects, and in conformance with the requirements of this Request

for Quotations. On delivery of water and sewer system parts to the Village, the

Vendor shall provide the Village documentation of all warranties to which the Village

is entitled from the parts’ manufacturers, distributors, suppliers, etc.

The Village making a final payment for materials provided by the Vendor under this

Request for Quotations shall not relieve the Vendor or its sureties of liability with

respect to any warranties or responsibilities for faulty or defective materials.

Manufacturers listed in the Schedule of Prices are approved by the Village and are

required to meet the Village’s engineering standards. Substitutions of

manufacturers will not be permitted.

Note to Bidders: The Village reserves the right to increase or decrease quantities of Unit

Price Items, that payment for each Unit Price Item shall be made only on the actual number

of acceptable units of such Unit Price Item in full compliance with this Request, and that all

claims or right to dispute or complain of any such estimated quantity, or to assert that there

was any misunderstanding in regard to the nature or amount of any Unit Price Item to be

provided or performed, is hereby waived and released by bidder. The Village also reserves

the right to award contracts to multiple vendors in order to maintain flexibility in purchasing

products based on operational needs, availability, and/or delivery timelines.

Northbrook, Illinois 60062, Attention: Jean Paul Soens, Management Analyst. Clearly mark

remitting quotation "SEALED QUOTE – WATER & SEWER SYSTEM PARTS" and be sure

quotation is signed by authorized representative. NO FAXED OR EMAILED BIDS WILL BE

ACCEPTED. Bids shall be publicly read on Thursday, April 2, 2026 at 10:00 A.M. at 655 Huehl

Road, Northbrook, IL.

Bids submitted are offers only and the decision to accept or reject is a function of quality,

reliability, capability, reputation, and expertise of the Vendor. The final award of a contract

is in the sole discretion of the Village Board of Trustees. Issuance of this Request does not

obligate the Village to pay any costs incurred by a Vendor in its submission of a bid or

making any necessary studies or designs for the preparation of that bid, or for procuring or

contracting for the services to be furnished under this Request.

The Village reserves the right to accept the bid that is, in its judgment, the best and most

favorable to the interests of the Village and to the public; to reject the low price bid; to

accept any item of any bid; to reject any and all bids; and to waive irregularities and

informalities in any bid submitted or in the request for quotation process; provided,

however, the waiver of any prior defect or informality shall not be considered a waiver of

any future or similar defect or informality. Vendors should not rely upon, or anticipate, such

waivers in submitting their bid.

Upon acceptance of the successful Vendor’s bid by the Village, the successful Vendor’s bid,

together with Village’s notification of acceptance, shall become the contract for the

Materials. Final acceptance and approval of the contract will be at the discretion of the

Village Board of Trustees.
