The contract will cover a three (3)year base term with two (2) additional one (1)-year option terms.The service will provide CHA with a reliable and scalable testing framework that supports ongoing system stability,validates quarterly Oracle updates, and reduces operational risk to critical HR and payroll functions. TaaS will assistCHA in reducing downtime risk, improving user confidence in system updates, and position CHA to adapt quicklyto Oracle’s evolving cloud environment.Along with pricing, the vendor should provide a detailed strategy to installation and implementation, including thenumber of scripts associated per module. The responding bidder should provide evidence of Oracle certification ormembership in the Oracle Partner Network (preferred), including background details showing proven expertise inOracle Cloud HCM, including patch testing, test automation, and Oracle SaaS environments. Specifically, the vendor must provide the key services:Test Automation Development :• Installation and setup of test automation tools and frameworks, to be completed within an agreed anddefined implementation timeframe aligned within Oracle patch cycle requirements.• Preparation of cloud test environment, including test users and test data• Design, develop and maintain robust test scripts that cover all critical Oracle HCM modules in scope perCHA’s approval, configurations and testing requirements• Establish a baseline approach for pre and post quarter test runs creating test plans that include pre-requisite validationo Report results for all released updates patch validation cycles, verifying functionality whileminimizing disruption.o Conduct automated testing cycleso Retesting for resolved issues and urgent fixesImplementation of Environment & Ongoing Management :• Provision, configuration, hosting and administration of the necessary test environments• Unit testing & deployment test automation scripts• Manage test script to ensure application compatibility and stability• Collaborate with CHA to expand test coverage as CHA’s Oracle footprint evolves.Maintenance & Support :• Continuous support and maintenance for all Test Scriptso Includes but limited to Cohort A (Feb, May, Aug, Nov) Patching Cycle• Continuous enhancements to testing components and automation tools• Prepare assessment of test data and configuration of test instances.• Identify root cause analysis of failures, logging of defects and issues.• Provide test status report with real-time metrics and screenshots• Generate clear and consistent detailed reports for all test cycleso Reports provided to selected CHA representative within one (1) business day, supporting thepatching cycle/updates• Knowledge transfer through documentation, training sessions, and ongoing collaboration to ensure CHAresources can effectively manage and utilize the testing framework.o Direct collaboration with CHA to shift some capabilities to the assigned CHA representativeThe scope of work reflects the current test coverage and methodologies. However, CHA expects the awardedvendor to provide suggestions of newly researched testing methods/approaches. The insurance carriers used must be authorized to conduct business in theState of Illinois and shall have an A.M. Best rating of not less than A: VII.Minimum Coverage and Limit Requirements – Information Technology Agreements1. Commercial General Liability: General Liability Insurance on an occurrence basis with limits not less than$1,000,000 per occurrence with an aggregate of not less than $2,000,000 covering bodily injury and propertydamage. This coverage shall also include, but not be limited to, contractual liability, products and completedoperations, personal and advertising injury.2. Auto Liability: Required when any vehicles (owned, hired and/or non-owned) are used in connection with theServices to be performed, coverage limits of not less than $1,000,000 each accident combined single limit forBodily Injury and Property Damage.3. Workers’ Compensation and Employer’s Liability: Coverage must be in accordance with the laws of the Stateof Illinois and include a waiver of subrogation in favor of Chicago Housing Authority. Coverage A – Statutory Limits Coverage B - Employers Liability - $500,000 bodily injury or disease each accident; each employee4. Technology Errors & Omissions (including Cyber Liability) required when Vendor/Consultant providestechnology services or technology products under this Agreement, insurance appropriate to the professionalservices being performed shall provide coverage for the acts, errors, or omissions of Vendor/Consultant witha limit of not less than $1,000,000 per occurrence or claim and $2,000,000 in aggregate. Coverage shall besufficiently broad to respond to the duties and obligations as is undertaken by the Vendor in this agreementand shall include, but not be limited to, claims involving security breach, system failure, data recovery, businessinterruption, cyber extortion, social engineering, infringement of intellectual property, including but notlimited to infringement of copyright, trademark, trade dress, invasion of privacy violations, information theft,damage to or destruction of electronic information, release of private information, and alteration of electronicinformation. The policy shall provide coverage for breach response costs, regulatory fines and penalties as wellas credit monitoring expenses.Related Insurance RequirementsThe Certificate of Insurance evidencing the minimum coverages required herein shall be in force on the EffectiveDate of the Contract and continuously throughout the duration. The required documentation must be receivedprior to the commencement of work under this Agreement. It is understood and agreed to by the parties heretothat Chicago Housing Authority and others listed below shall be included as Additional Insureds on Vendor’s liabilitypolicies, with the exception of Professional Liability and Employer’s Liability and such insurance is primary to andwill not seek contribution from any insurance, deductibles, self-insured retentions and/or self-insured programsavailable to Chicago Housing Authority.Certificate Holder:Chicago Housing Authority60 E Van BurenChicago, IL 60605CHA_SP 86368Additional Insureds:Primary Coverage:Collectively referred to as the “Additional Insureds” shall include Chicago HousingAuthority, Chicago Housing Administration, LLC; and/or other Partnership, LimitedLiability Company as established by CHA; its respective commissioners, boardmembers, officers, directors, agents, property management firms, agents, employees,invitees and visitors.For any claims related to this Agreement, the Vendor’s insurance coverage shall bethe primary policy. The Vendor expressly understands and agrees that any insuranceor self-insurance programs maintained by the CHA shall apply in excess of and shallnot contribute with insurance provided by the Vendor.Prior to the issuing of the Notice to Proceed by the CHA, the Vendor shall submit a Certificate of Insurance via PINSAdvantage Certificate Tracking System, evidencing compliance with the insurance requirements set forth above.You will receive an email with instructions for the submission of your insurance. Copies of the endorsement(s)adding the CHA to the Vendor’s policy as an additional insured are required upon request. Updated Certificates ofInsurance are required for policies which renew during the term of this Agreement or extensions thereof. Underno circumstances shall the Vendor allow any required coverage to lapse, cancel or non-renew throughout theduration of the Agreement or extensions thereof.At the CHA’s option, non-compliance will result in (1) all payments due the Vendor being withheld until the Vendorhas complied with the Agreement; or (2) the Vendor will be assessed Five Hundred Dollars ($500.00) for every dayof non-compliance; or (3) the Vendor will be immediately removed from the premises and the Agreement will beterminated for default. The receipt of any certificates does not constitute agreement by the CHA that the insurancerequirements in the Agreement have been fully met or that the insurance policies indicated on the certificatecomply with all Agreement requirements. The insurance policies shall provide for thirty (30) days prior writtennotice to be given to the CHA in the event coverage is substantially changed, canceled or non-renewed.The Authority in no way warrants that the minimum limits contained herein are sufficient to protect the Authorityfrom liabilities that might arise out of the performance of the work under this Agreement by the Vendor or itsSubcontractors. Vendor shall assess its own risks and, if it deems appropriate and/or prudent, maintain higher limitsand/or broader coverages. The Vendor is not relieved of any liability or other obligations assumed or pursuant tothe contract by reason of its failure to obtain or maintain sufficient insurance.The Vendor shall require all subcontractors to carry the insurance required and adhere to the same requirementsand conditions as outlined above.The Vendor expressly understands and agrees that any insurance or self-insurance programs maintained by theCHA shall apply in excess of and will not contribute with insurance provided by the Vendor and/or any of itssubcontractors.CHA_SP 86368
