The San Lorenzo Valley Water District is seeking a qualified coating consultant to provide a conditionassessment of the Brookdale Tank after being drained, assistance with developing coating contractspecifications, assistance with developing coating contract scope of work for repairs to BrookdaleTank based on the condition assessment, coating inspection services during contractor recoatingactivities, quality assurance of completed recoating work, and representing the District as theowners coating expert.B. Brookdale Tank:• Approximately 62 feet in diameter x 32 feet in height• 721,000-gallon ground storage welded steel potable water tank• Built in 1971• Current Interior Coating – Coal Tar with Epoxy Patches• Current Exterior Coating – Urethane• Tank Access – exterior stairs to 1 roof hatch with interior ladder and 1 shell manway• Street Address: 200 Annies Way, Ben Lomond, CA 95005II. GENERAL INFORMATIONA. Water SupplierSan Lorenzo Valley Water District (SLVWD or District) is a rural/urban water supplier toapproximately 23,700 customers in Santa Cruz County, California. The District’s legal boundariesencompass approximately 62 square miles within the San Lorenzo River watershed. Land uses aredominantly state and regional parks and other open space, water-supply watersheds, areas zonedrural residential and low-density urban residential and commercial (including schools), along withminor quarrying, logging, and agriculture. Much of the land within the legal boundaries consists ofstate parks and uninhabited forest, such that the District's actual service area comprisesapproximately 26 square miles.The District was established in 1941, and is a Special District organized under Section 71000 of theCalifornia Water Code. The District has grown over time by the amalgamation of small mutual watersystems. It currently operates and maintains two water systems, the SLVWD system and the SLVWDFelton system, which have different service areas and water sources. The SLVWD system servesunincorporated communities and several neighborhoods in and adjacent to the City of Scotts Valley.The SLVWD-Felton system serves Felton and several other nearby neighborhoods.B. PurposeThe District has deferred maintenance on the recoating of Brookdale Tank and wishes to expeditethe recoating of this critical part of the potable water distribution system. The District is able toisolate Brookdale tank from the system, temporarily drain the tank to allow the consultant accessinside the tank for the condition assessment and development of the scope of work for repairs. TheBrookdale Tank will be put back in service after the consultant has completed the site visit(s) for thecondition assessment. The Brookdale Tank will be in service during the bidding process and award ofthe recoating contract to a qualified coating contractor. The consultant shall assist the District withthe evaluation of bids and a presentation to the Board of Directors for the contract award to theselected bidder.The Brookdale Tank is centrally located in the District’s potable water distribution system and willneed to have the recoating work completed as quickly as possible. The consultant shall assist theDistrict with developing the technical specifications, and contract documents, that indicate anappropriate amount of contract time for the tank repairs and recoating work. The consultant shallprovide daily inspection reports of the contractor’s activities and verify conditions are suitable forthe protective coating application, as determined by the coating manufacturer requirements. Theconsultant shall verify dry film thickness of the contractor’s applied coating is in the manufacturer’spublished allowable range. The consultant shall verify the contractor’s coating application is freefrom defects with high voltage holiday detection.III. PROJECT SCOPE OF SERVICESA. Inspection Phase1. Perform site visit(s) as required to document deficiencies, recommendations for repairs andrecoatingB. Rehabilitation Design Phase1. Assist District with Technical Specifications for recoating of tank interior and exterior inconformance with the most recent AWWA, State, and Local regulations.2. Assist District with repair details for rehabilitation of corroded tank components inconformance with the most recent AWWA, State, and Local regulations.3. Assist District with plans, details and Technical Specifications for upgrade of the existing tankvent system. The existing system is comprised of a series of small vents spaced around the roofof the tank, the District desires to upgrade to a single central roof vent in compliance withcurrent AWWA standards.4. Coordinate with the District’s cathodic protection provider, to include required ports and otherfacilities needed to accommodate cathodic protection system.C. Bidding Phase1. Attend pre-bid meeting.2. Assist District with addenda as necessary to clarify, correct or change the bidding documents.3. Provide information or assistance needed by District in the course of any negotiations withprospective contractors.4. Consult with District as to the acceptability of subcontractors, suppliers, and other individualsand entities proposed by prospective contractors for those portions of the work as to whichsuch acceptability is required by the bidding documents.5. Determine the acceptability of substitute materials and equipment proposed during the biddingor negotiating phase when substitution prior to the award of contracts is allowed by thebidding documents.6. Assist District in evaluating bids and attend the Board of Directors meeting to answer questionsfor award of contracts for the Work.D. Rehabilitation Construction Phase1. Assist District with necessary clarifications and interpretations of the contract documents.Such clarifications and interpretations will be consistent with the intent of and reasonablyinferable from the contract documents.2. Assist District with review and approval or take other appropriate action with respect to shopdrawings and samples and other data which contractor is required to submit, but only forconformance with the information given in the contract documents and compatibility with thedesign concept of the completed project as a functioning whole as indicated by the contractdocuments. Such reviews and approvals or other action will not extend to means, methods,techniques, sequences, or procedures of construction or to safety precautions and programsincident thereto.3. Assist District with evaluation and determination of the acceptability of substitute or “or-equal” materials and equipment proposed by contractor.4. Coordinate any proposed design changes with District; provide a recommendation to theDistrict as to disposition of any proposed design change(s). Any such design changes must beagreed to by all parties prior to implementation.5. Consultant shall provide daily inspection reports and attend weekly progress meetings held onthe site.6. Consultant shall verify conditions are suitable for the protective coating application asdetermined by the coating manufacturer.7. The consultant shall verify the contractor applied coating dry film thickness is in themanufacturer’s published allowable range.8. The consultant shall verify the contractor applied coating application is free from defects withhigh voltage holiday detection.9. Consultant shall provide internal quality control and quality assurance procedures.IV. PROPOSAL REQUIREMENTSProposals must be clear, succinct, and not exceed 20 pages, excluding cover letter and resumes, on8.5 x 11-inch paper of no less than 12-point font. Responses must follow the format outlined herein.SLVWD may reject as non-responsive, at its sole discretion, any proposal or part thereof that isincomplete, inadequate in its response, or departs in any substantive way from the required format.Proposal responses shall be organized in the following manner.1. Cover Letter/Letter of Intent (1 page maximum)2. Scope of Work, Project Understanding, and Schedule (8 page maximum)• A statement concerning the ability of the firm to perform the services within schedule andbudget.• A detailed explanation of how your firm would approach the work. It may include a descriptionof tasks, products, milestones, and timetables. Deliverable descriptions should fully discuss thesteps to be followed in carrying out the work. Sufficient detail should be presented to show aclear understanding of the work and the proposed approach.• Detailed schedule showing all facets of work that will meet the District’s objectives and goalsin a timely manner.3. Identification of Prime Consultant (2 page maximum)• Legal name and address of the company.• Legal form of company (partnership, corporation).• If company is wholly owned subsidiary of a "parent company," identify the "parent company."• Name, title, address and telephone number of person to contact concerning the ResponseSubmittal.• Project team and the discipline/job title of each team member. (Resumes of project staff willnot be considered as part of the total page count maximum)• Provide a general description of your firm’s background and project qualifications, includingyears of business, any past bankruptcy filings, and identify any contract or subcontract by thefirm which has been terminated, in default, or had claims made against it that resulted inlitigation or arbitration in the last five years.4. Experience with Similar Kinds of Work (5 page maximum)• Previous relevant project experience.i) Lead agency, contact name, and phone numberii) Project size and descriptioniii) Project budget and total value of completed projectiv) Budgeted project schedule and total time to completion
