The City of Wilsonville is soliciting Proposals from firms experienced in providing engineering services for gravity sewer interceptor pipeline upsizing, approximately 1.4 miles in length, and extension of a 10-foot to 12-foot wide regional bike and pedestrian trail and paved pipeline maintenance access along the Boeckman Creek corridor between Boeckman Road and Memorial Park. The scope of work includes advancing the existing advanced (60%) engineering to final design and preparation of construction documents for open trench and trenchless sewer pipeline installation, drainage pipeline installation, regional trail extension, environmental assessment and permitting, geotechnical evaluation, slope stabilization, tree evaluation and protection, stream and natural area restoration, public engagement, cost estimating, bidding assistance, construction support, and other related services. Work is expected to begin in July 2026 and continue through December 2029.
Sealed proposals for the Boeckman Creek Sewer Interceptor & Trail project will be received at Wilsonville City Hall located at 29799 SW Town Center Loop East, Wilsonville, OR 97070 until May 6, 2026 at 4:00 pm. Proposals received after the listed time and date due will be returned unopened and without review. Electronically mailed or faxed proposals will not be accepted.
Proposals will be evaluated on a qualification basis and ranked on firm’s ability to demonstrate successful completion of projects of similar size, scope, budget, and schedule. A Time and Materials Not to Exceed Professional Services Agreement will be negotiated with the Successful Proposer. The estimated cost range for the requested services is $1,000,000 to $1,300,000.

Consultants are invited to demonstrate their experience and qualifications inperforming work directly related to the services required by responding to this Request forProposals (RFP). The anticipated negotiated fee for this Project is expected to exceed $100,000;therefore, Proposals will be evaluated in accordance with the qualifications based selectionprocedures of OAR 137-048-0220. Iffederal funds are involved, special federal requirements are contained within the attached draftProfessional Services Agreement and must be carefully reviewed and complied with.I. Project DescriptionThe Boeckman Creek Sewer Interceptor & Trail Project (“Project”) is a combination of threeplanned City Capital Improvement Projects (CIP): (1) the Boeckman Creek Interceptor (CIP#2107), (2) Gesellschaft Water Well Channel Restoration (CIP #7054), and (3) Boeckman CreekRegional Trail South (CIP #9150).The Boeckman Creek Interceptor project is identified in the 2014 Wastewater Collection SystemMaster Plan (Project Nos. CIP-05 and CIP-06) and is a critical sewer system improvement thatwill upsize the existing gravity sewer interceptor line primarily located within the heavilyforested Boeckman Creek corridor. The project extends from the Memorial Park Lift Station toBoeckman Road, approximately 1.4 miles in length. The primary purpose of this sewer projectis to provide sewer capacity to serve planned development within the Frog Pond East and Southneighborhoods, identified as the Advance Road Urban Reserve Area (URA) in the wastewatermaster plan.The Gesellschaft Water Well Channel Restoration project is identified in the 2024 StormwaterMaster Plan (Project No. BC-6) as a high priority erosion and sediment control project. TheGesellschaft drinking water well bypass and contributing stormwater runoff discharge via anoutlet structure at 29001 SW Meadows Parkway. The outlet is currently located at the top ofslope of Boeckman Creek and discharges into an existing steep drainage channel, causingsignificant slope erosion down to Boeckman Creek. The project extends a 12-inch pipeline, 480feet in length from the existing discharge point, down to the bottom of the slope at BoeckmanCreek and restores the eroded discharge channel through the installation of coir log checkdams, coir matting, and re-vegetation with native trees and shrubs.The Boeckman Creek Regional Trail South is identified in the 2023 Transportation System Plan(Project No RT-01B) as a section of regional trail linking bike and pedestrian connections toneighborhoods, parks, and intersecting trail and roadway facilities between Boeckman Roadand Memorial Park. The project consists of a 10-foot to 12-foot wide paved shared-use pathstarting at Boeckman Road and stopping approximately 700 feet north of Wilsonville Road andincludes trail amenities, such as benches, signage, overlooks, railing, and other facilities typicalBoeckman Creek Sewer Interceptor & TrailPage 3April 8, 2026
