This Addendum modifies the RFP. Acknowledge receipt of this addendum in the

space provided on the RFP Acknowledgement and Signature Form (Attachment

1). Failure to do so may disqualify your proposal.

The following are responses to questions that Proposers submitted by the

deadline set forth in the RFP.

1. Question: I run a locally based certified minority and small business owned recruiting

firm in the Bay Area. I actually live in Alameda. Our firm focuses on temporary

placement and direct hire of accounting and finance professionals. Does the Port often

use temps in this area?

Response: Yes.

2. Question: Can you please provide current incumbent pricing and awarded rate sheets

for reference?

3. Question: Can you share the current staffing contract, including pricing schedules and

markup structure (with proprietary information redacted if necessary)?

Response: See Question 2.

4. Question: Please provide incumbent vendor information and current hourly bill rates

by labor category.

Response: See Question 2.

5. Question: Could you please confirm the maximum number of hours temporary staff

can work?

Response: See Section F. of the RFP.

6. Question: Is the cover page counted in the page limit?

Response: No.

7. Question: What supporting document do we need to provide for the required

minimum qualifications listed in this RFP? Do supporting documents count in the

page limits?

Response: The RFP requires a statement letter identifying which staffing service

categories your agency can provide (one or more of the listed categories) and it meets

or exceeds the minimum qualifications stated in the RFP. Supporting documentation

may include proof of company registration, business license, evidence of providing

temporary services, number of work years’ experience, CA Secretary of State good

standing certificate, etc. Supporting documents will not count against the page limit.

8. Question: Can we provide a signed reference letter as supporting documentation?

Response: Yes

9. Question: Can we attach supporting documentation as an appendix at the end of the

proposal? Would it count toward the page limit?

Response: Yes and it will not count against the page limit

10. Question: Do we need to provide separate 3 references for each category?

Response: Yes.

11. Question: If one reference covers all categories, can we reuse it for each category?

Response: Yes.

12. Question: The Agency must clearly provide its plan and approach for each category or

categories to identify that the Agency can fulfill the general functions required in this

RFP. Are you looking for a candidate recruitment approach? Can you please clarify

what exactly we need to address in this section?

Response: Please refer to Section IV. Submission Requirements (8) where it states:

“Plan and Approach: Provide an overview describing the general approach, scope of

services, and methodology of your company’s ability to fulfill the general functions

required in this RFP…”

13. Question: Do we need to address a separate approach for each category, or can we

use an approach that covers all three categories together?

Response: You can use the same approach for each category, but you should

separately set it forth under each category for which you are submitting a proposal.

14. Question: Average number of candidates available. Could you please confirm

whether this is related to the pre-vetted pool in the resume database or existing

temporary staff working with the client site?

Response: Number of active/available resume database will suffice.

15. Question: How many vendors will be awarded this contract?

Response: See Section 1, Project Overview.

16. Question: What is the annual budget of this RFP?

Response: The total not to exceed amount for any contracts that may result from this

RFP is anticipated to be $3,000,000 over five years. .

17. Question: What is the annual spend per year in the existing contract?

21. Question: On average, how many positions per month are requested?

Response: This will vary based on operational needs

22. Question: Could you please share the markup percentage or pricing of incumbent

vendors?

Response: See Question 2.

23. Question: Would tables of contents be counted in the page limit?

Response: No.

24. Question: From which certification agencies does Port accept the VSBE and SBE

certifications?

Response: The Port of Oakland has a certification process for local, small, and very

small businesses that are located and operating in Alameda or Contra Costa County.

The Port of Oakland’s process for certifying Small and Local Businesses, consistent

with its Non-Discrimination Small Local Business Utilization Policy, can be found on

the Port’s website, at: https://www.portofoakland.com/business/small-local-

business/certification-application.

The Port uses the East Bay Interagency Alliance Common Application, with the

addition of Supplemental D. To obtain credit for these factors and for any

preference points on this RFP, consultants or any team member must be certified by

the proposal due date or submit an application. Please see Attachment 5 of the RFP

for additional details.

25. Question: Is there any minimum percentage value that we need to share with

subcontractors for achieving LIA, LBA, SBE, and VSBE subcontracting points?

Response: See Attachment 5 of the RFP for specific details on preference point

awards for Port-certified local firms consistent with the Non-Discrimination Small

Local Business Utilization Policy.

26. Question: Can we use a single subcontractor that holds LIA, LBA, SBE, and VSBE

certifications? Would we get all applicable points?

Response: See Attachment 5 of the RFP for specific details on preference point awards

for Port-certified local firms consistent with the Non-Discrimination Small Local

Business Utilization Policy.

27. Question: Please share the LIA, LBA, SBE, and VSBE subcontracting percentage to get

maximum points by using a subcontractor?

28. Question: Is this a new contract or renewal of an existing contract?

Response: This formal solicitation is to establish new contract(s).

33. Question: Could you please provide information on the daily duration of shifts

required for the necessary professions? For example, the number of hours per day?

Response: This will vary depending on the assignment. Temporary staff may work up

to a maximum of 7.5 or 8 hours per day.

34. Question: Could the Port please confirm whether there are any incumbent vendors

currently providing these temporary staffing services? If yes, could the Port provide

the names of the incumbent vendors and indicate whether this solicitation is a

recompete or a newly established requirement?
