Question: What supporting document do we need to provide for the requiredminimum qualifications listed in this RFP? Do supporting documents count in thepage limits?Response: The RFP requires a statement letter identifying which staffing servicecategories your agency can provide (one or more of the listed categories) and it meetsor exceeds the minimum qualifications stated in the RFP. Supporting documentationmay include proof of company registration, business license, evidence of providingtemporary services, number of work years’ experience, CA Secretary of State goodstanding certificate, etc. Supporting documents will not count against the page limit.8. Question: Can we provide a signed reference letter as supporting documentation?Response: Yes9. Question: Can we attach supporting documentation as an appendix at the end of theproposal? Would it count toward the page limit?Response: Yes and it will not count against the page limit10. Question: Do we need to provide separate 3 references for each category?Response: Yes.11. Question: The Agency must clearly provide its plan and approach for each category orcategories to identify that the Agency can fulfill the general functions required in thisRFP. Question: From which certification agencies does Port accept the VSBE and SBEcertifications?Response: The Port of Oakland has a certification process for local, small, and verysmall businesses that are located and operating in Alameda or Contra Costa County.The Port of Oakland’s process for certifying Small and Local Businesses, consistentwith its Non-Discrimination Small Local Business Utilization Policy, can be found onthe Port’s website, at: https://www.portofoakland.com/business/small-local-business/certification-application.The Port uses the East Bay Interagency Alliance Common Application, with theaddition of Supplemental D. To obtain credit for these factors and for anypreference points on this RFP, consultants or any team member must be certified bythe proposal due date or submit an application. Please see Attachment 5 of the RFPfor additional details.25. Question: Is there any minimum percentage value that we need to share withsubcontractors for achieving LIA, LBA, SBE, and VSBE subcontracting points?Response: See Attachment 5 of the RFP for specific details on preference pointawards for Port-certified local firms consistent with the Non-Discrimination SmallLocal Business Utilization Policy.26.
