Notice is hereby given that on the 24th day of March, 2025, at 3:00 P.M. in the City of Kingman Clerks Office, 310 N. 4 th Street, Kingman, Arizona, the City of Kingman will offer for sale and will sell at public auction for cashier’s check or wire transfer to the highest bidder; the following described real property, to wit:

Parcel 303-08-019: T21N R17W SEC 24 KINGMAN, TOWN(PLAT OF) ON LINE A & P RR BLK 10 LOT 17,19,21,23,25,27, 29,31,33,35,37,39,41,43 CONT 1.03 Acres & Parcel 303-08-121A: T21N R17W SEC 24 KINGMAN, TOWN(PLAT OF) ON LINE A & P RR BLK 10 LOTS 32,34,36,38,40 & 42CONT .47 Acres
These two parcels contain an area of approximately 1.54 acres, net more or less.
All bidders must be pre-qualified to submit conforming bid.
The Notice of Sale (NOS) may be obtained by visiting the City of Kingman's website: https://procurement.opengov.com/portal/cityofkingman .
Respondents wishing to submit questions regarding this NOS must do so by 3:00 pm , Arizona time Wednesday, March 19, 2025 . Questions must be submitted through the procurement portal.
Responses must be submitted through the OpenGov procurement portal.
Bids must be submitted by 3:00 pm Monday, March 24, 2025 . The City may reject any bid not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any bid when cancellation is in the best interest of the City.

Mailed, faxed, hand-delivered, and e-mailed bids will not be accepted. Mailed Bids will be disposed of, unopened, and will not be returned to the bidder.

BackgroundWinning bidder agrees that the below six items will be included in the recorded deed upon approval and sale:
1. The City of Kingman's goal is to create tourism activity in downtown Kingman, and the purpose of the city is to sell this building to grow tourism activity. As such, the successful bidder must utilize the building to develop tourism in the City of Kingman not more than three years after the city council approves the property sale. The winning bidder must submit their plan to Economic Development regarding how they will accomplish this goal by March 24, 2025.
2. The minimum acceptable sale price of said property is One Million Ten Thousand (1,010,000.00) OR a possible reduction of the sales price may be accepted if the winning bidder maintains Parcel 303-08-121A as an open public parking lot at their own expense. This public parking use will be included in the recorded deed, and the City of Kingman Council must approve any future changes or access to the parcel for public parking.
3. The property is being sold AS IS, and the buyer has completed all desired due diligence with respect to the property's condition.
4. The successful bidder must pay the minimum price set for said real property by cashier's check or wire transfer within seven (7) days of the City of Kingman Council approving the winning bid.
5. The successful bidder will pay a nonrefundable application fee to cover the cost of property appraisal, notice of sale advertisement, and recording fees.
6. The successful bidder hereby binds himself to all conditions and reservations noted herein and similarly binds his heirs, successors, and assigns;
Upon completing the sale, the winning bid will be placed on the City Council agenda at the next available council meeting. The winning bid and any proposed reduction in sales price based on an agreed parking arrangement will be subject to the approval of the Kingman City Council. The Mayor and Council are elected by a city-wide election. The Council appoints the City Manager, who is the Chief Administrative Officer of the City. The Council meets on the 1st and 3rd Tuesdays of each month. The City Council holds the authority to award contracts for formal purchases of $50,000 or greater.
