Statewide Multimodal Transportation Plan 2027 Update
Brief Description: MnDOT’s Statewide Multimodal Transportation Plan (SMTP) is Minnesota’s highest level transportation policy plan. It sets the direction for all other transportation planning work in the state of Minnesota. The SMTP has a 20-year planning horizon and is updated every five years as per federal and state statute. Stakeholders and the public provide input throughout the update process through advisory committees, working groups, and public engagement activities. Consultant work will include support for those meetings and activities and graphic design. Consultant is required to have a working knowledge of the Public Participation and Communications plans. Contract length will be approximately 2 years.

MnDOT Contract No. 1061807Exhibit A: Specifications, Duties and Scope of Work2027-2047 Statewide Multimodal Transportation Plan:Scope of WorkOverall ApproachThe 2027 Statewide Multimodal Transportation Plan (SMTP) update will provide an opportunity to dive deeperinto topics where we know more now than we did during the previous update. The final document will be acohesive, succinct document providing broad direction for Minnesota’s transportation system to move theMinnesota Department of Transportation (MnDOT) and its partners to implement the long-range transportationvision, Minnesota GO. The plan will articulate objectives, measures, strategies, and actions for transportationdecisions over the coming 20-year planning horizon.This process is currently envisioned as an update rather than a full rewrite and restart of the plan. In addition toincorporating the findings and recommendations of other plans and studies from the last three years and newperspectives from the public and stakeholders, the focus for this update will be on providing greater clarity anddirection for MnDOT and partners to implement the objectives of the plan and the new Minnesota GO vision.The 2027 SMTP will be the first iteration of the plan completed under the Minnesota GO Vision Update slatedfor adoption in summer 2026.The plan is intended to be the highest transportation policy plan for the state and sets the tone for our partnersand stakeholders. As such, it is necessary to ensure we have support both within and outside MnDOT for thefinal SMTP.The SMTP scope outlines expected tasks for MnDOT and consultant staff. Anticipated deliverables are identifiedin the description of each task. A project timeline and overall summary of the roles and responsibilities forMnDOT and the consultant team are included in the following sections.The SMTP project team will complete key milestones ahead of the development of Minnesota State HighwayInvestment Plan (MnSHIP), which is due within one year of the adoption of the SMTP. All information will flowthrough the PMT.PMT Membership: 3 to 5 OTSM StaffExtended Project Management TeamThe Extended Project Management Teams (XPMT) will consist of the PMT and consultant team.Meeting FrequencyMeetings will be held twice per month for 55 minutes February 2026 to February 2028. Meetings may becancelled to allow time for staff to complete work items between decision points.Advisory CommitteeAn advisory committee will provide strategic direction to the PMT and help ensure SMTP work in general andfinal policy strategies reflect the priorities and needs of MnDOT and our transportation partners.
