Bid Title: RFQ 26-452- Written System Specifications
Category: General Bids Status: Open Description: Pender County Utilities (PCU) currently owns and operates the water utilities across Pender County, along with several smaller wastewater conveyance networks in the central and northern portions of the County. PCU does utilize a set of standards for water utility design and construction consisting of specifications, details, and standard notes. These standards were previously updated in October 2023. PCU currently does not utilize a set of standards for wastewater utility design, and typically relies on their consultant to prepare these design elements using standards developed by outside resources. PCU has requested proposals to provide updates to their existing water specifications, details, and general notes, and to assist in getting a set of design and construction standards developed for their wastewater infrastructure.
The following water infrastructure standards will be reviewed and updated:
• Technical Specifications, including Standard Material Specification Manual
• Drawing Details
• General Notes
The following water infrastructure elements will be evaluated:
• Water Distribution Pipelines
• Skid-Mounted Booster Stations
The following wastewater infrastructure standards will be developed and presented to PCU:
• Technical Specifications, including Standard Material Specification Manual
• Drawing Details
• General Notes
The following wastewater infrastructure elements will be evaluated:
• Sanitary Sewer Pipelines (Gravity and Force Main)
• Duplex Submersible Lift Stations
At this time, it is not anticipated that the Pender County Utilities Water and Sewer Ordinance, amended in March 2017, will need to be updated.

Click on “I Want To…”, scroll down to “Open RFQ’s and Bids”. SOQshould be presented in the general format specified below:1. Introduction: Description of the professional qualifications of the firm and staff proposed forthe assessment services. Clearly indicate each staff members’ role in the project. Includeinformation about the firm’s professional registration in North Carolina.2. Work Plan: A detailed description of the services to be provided and schedule of estimatedtimeframes for implementation/provision of those services.3. References: A brief description of at least 3-5 projects that are similar in scope and size. Foreach project listed, please include the name of the entity and the name and contact informationfor personnel who would be familiar with the work performed. Preference is to list similar NorthCarolina projects first.4. Fee Schedule: Breakdown of potential fixed and/or variable costs to be incurred for theseservices.SOQs should be submitted bound, using standard paper, and sections should be appropriatelylabeled for easy reference. Proposers must provide one original bound and one electronicsubmission. The hard copy submission must be received at the address above prior to thedeadline for consideration. Staff from PCU will include representatives from Engineering, Operations andMaintenance. The following items will be addressed in this meeting:a) Design and construction lessons learnedb) Operation and maintenance challenges and specific preferencesc) Common design practices from nearby utilitiesd) Review of standard material preferencesTask 1.2: Accompany representatives from PCU on site visits to existing facilities to observe theas-constructed site conditions of these facilities. The following items will be noted during thesemeetings:a) General site and facility layoutb) Access to equipmentc) Power and control panel rack layoutd) SCADA / Telemetrye) Site securityTask 2: Update Water and Wastewater Utility StandardsTask 2.1: Coordinate and prepare revisions to Technical Specifications, Drawing Details, andGeneral Notes. Revisions will be based on items of concern identified during the Task 1 scopeperformed. Prior to making revisions to the utility standards, the Consultant will prepare andsubmit a detailed list of proposed revisions to water standards and proposed wastewaterstandards. The Consultant will meet in-person with PCU staff to review the proposed revisionsand standards. Only revisions and standards agreed upon by PCU will be advanced to the designguidelines.Task 2.2: Prepare and submit draft revisions to the utility standards for review and consideration.It is assumed that in-person workshops will be held with PCU staff to review the proposedrevisions and gather feedback on any changes.Task 2.3: Provide final versions to PCU of the technical specifications and standard materialspecifications in PDF and Microsoft Word formats. Provide final versions to PCU of the drawingdetails and general notes in PDF and AutoCAD formats.5|Page
