Bid Title: Safety Assurance Review for the Centennial-Rainey Levee Setback and Ecosystem Enhancement Project
Category: Public Works—Science and Environment Status: Open Description: The City of Pocatello (City) invites interested parties to submit Proposals to conduct a Safety Assurance Review (SAR) for the Centennial-Rainey Levee Setback and Ecosystem Enhancement (Centennial-Rainey) Project. The project includes altering and setting back the right and left bank levees along the Portneuf River. The levees were originally constructed by the USACE and are owned/sponsored by the City. Since the levees were federally constructed and are active in the Public Law 84-99 Rehabilitation Program, the USACE must review and authorize system alterations. The USACE has indicated that the alterations require a second independent SAR. The City is looking for firms with necessary experience and expertise for levee-related project analysis and design and preferably conducting SARs for levee projects. The SAR Panel personnel must meet USACE guidance criteria for completing the SAR.
The project is funded through a 3-year WaterSMART Grant received from the Bureau of Reclamation. A firm with adequate capacity to perform the SAR in a timely manner in parallel with USACE review is required to meet project and funding schedules.
The City, a municipal corporation located in Southeast, Idaho, is issuing this Request for Qualifications (“RFQ”) and anticipates selecting a firm that has experience working in a local government setting and with meeting Federal regulations. Only the firms responding to the RFQ will be considered. The City will evaluate responses to select a candidate to negotiate a contract. Once negotiated, the contract term will be valid for an 18-month period with mutually executable options to extend based on the review timeline, grant term and availability of funding.
This solicitation is being conducted in accordance with the provisions of Idaho Code Title 67, Chapter 28 (Purchasing by Political Subdivisions), the City of Pocatello Purchasing Policies, and Code of Federal Regulations 2 CFR 200. Those provisions are hereby incorporated by reference into this RFQ. All contracts must be strictly awarded in accordance with the requirements of the RFQ. Section 3, disadvantaged business enterprises, minority owned businesses, and women owned businesses are especially encouraged to apply. If it becomes necessary to revise any part of this RFQ or otherwise provide additional information, an addendum will be issued to all prospective Respondents who received copies of the original request.
