Description: The Blaine Economic Development Authority, (EDA) is soliciting bids for installation of heat tape and associated improvements, when appropriate, on privately owned manufactured homes within the City of Blaine. The scope of work also includes, but is not limited to, project management, scheduling, resident notification and restoration.
