General Description
The City of Greenville will accept proposals for the replacement of an aerial apparatus
electrical power unit, including any necessary ancillary equipment, for the Public Safety
Department.

Any changes and/or addenda to this proposal request will be posted on
www.greenvillemi.org under the Proposal/RFP Tab. All questions regarding this RFP
opportunity should be directed to the principal contact listed above.
Due Date
Proposals are due at 2:00 pm, Tuesday, April 28, 2026.
Submission of Proposals
Please submit your sealed proposals using the attached proposal form, as well as all
other requested information. One copy of the proposal shall be delivered to:

Request For Proposals
Evaluation of Proposals
The City will review all submitted proposals and other relevant information (cost, best
value for the municipality, subjective considerations) regarding the products which the
City wishes to purchase. The City reserves the right to accept or reject any response for
any or no reason and to waive any minor irregularity if determined to be in the best interest
of the City of Greenville. Individuals or companies submitting paperwork as part of the
proposal selection process understand, by their submission, the above evaluation
process.
Furthermore, the city reserves the right to reduce the number of purchasable items on the
RFP specification list, after the proposal opening, to decrease the final cost if needed to
meet specific financial needs for the project.
Companies are permitted and encouraged to submit multiple proposals for this project,
as the City is open to reviewing all concepts, but each proposal submitted must have a
separate Response Sheet attached to the proposal documentation.
Selection of Proposals
Once the appropriate proposal is selected, it will be presented to the City Council for
approval. Upon vendor and proposal approval, the selected vendor will receive a “Notice
of Award” and the opportunity to review the plan of execution for the project with City
officials.
The “Total Amount Proposed” cost will be valid for a minimum of 60 days after the posted
RFP opening date and prospective vendors will be held to the price presented.
Scope of Work
The City of Greenville will accept proposals for all equipment needed to meet the needs
of replacing an aerial apparatus electrical generator and any ancillary equipment. This
includes, but is not limited to the following:
Electrical power unit
Replacement and updating of current lighting on the apparatus, if necessary
Certification of the current electrical wiring will support the proposed system, or
proposed method/cost to update the electrical wiring.
Certification of the current alternator system and aerial apparatus systems will
support the proposal, or proposed method/cost to update the electrical system.
Request For Proposals
Any other updates to the apparatus required to ensure the electrical power unit,
lighting system, wiring, and electrical components work within the proposal
presented.
No sales tax may be added to the proposal price, as the City of Greenville is sales tax
exempt.
The total project costs encompass the entire project, including any travel of employees,
transportation of the vehicle from the department to the worksite and return (if applicable),
costs of shipping or transportation of any parts or equipment for the proposal, and any
incidental costs. The final proposed cost is the total amount to be paid for the
project. Cost overruns are the responsibility of the company being provided with the
opportunity to complete the project.
The proposal must include all labor for this proposal project and consideration; incidentals
must be submitted and explained as part of the proposal.
If approved, the project will not commence until after July 1, 2026.
Any proposal submitted outside of the requested specifications must explain the reason
for the deviation from the requested specification of the City of Greenville.
The proposal must also include a minimum three-year warranty for all parts and labor.

page of this document.
Request For Proposals
SPECIFICATION OUTLAY
Proposed electrical unit (examples): hydraulic generator, inverter generator, or other
power source, able to be installed in the same location as the current power unit on the
apparatus.
Activation of the unit must occur through an activation switch, preferably on the
toggle switch area on the interior driver’s side of the vehicle.
Replacement of current lighting on the unit – four lamps (two on the bucket, and two on
the sides of the apparatus) – to effectively function with the proposed electrical unit
selected, if alternative light sources are necessary.
Certification of the current electrical wiring will support the proposed system, or proposed
method/cost to update the electrical wiring.
The wiring is currently connected to a fuse panel located in the first compartment
of the vehicle (next to the pump panel). The proposal must explain why the
replacement system would not utilize this panel, if necessary.
Certification of the current alternator system and aerial apparatus systems will support
the proposed electrical unit and lighting method offered, unless the proposal specifies an
upgrade of alternator or electrical functions for the apparatus.
Any other additional equipment needed for the project must be outlined as to the necessity
related to the success of the project.
