RFP Bus Amenities Improvements
This Addendum forms a part of the Request for Proposals 2026-06 dated, February 6, 2026. In
response to received questions and updated schedule of events.
Questions posed during initial Q&A Period and CAT’s Responses:
Question 1:
Attachment A mentions that CAT anticipates awarding this contract to one or
more vendors; therefore, would you accept a bid from Jericho Palm to
manufacture bus shelters and amenities only? We do not have a team or
subcontractor to pour concrete, uninstall/install bus shelters/amenities, or pressure
wash/sandblast in your area.
Response: Yes, if the proposers is specific areas of the project. As the Authority might
purchase additional shelters.
Question 2: Is it required to be a State of Georgia Licensed General Contractor to Bid on this
Project?
Response: Yes, if the contractor is participating in the install/uninstall process. As the
shelters are also required to comply with ADA.
Question 3: Is there a budget for this project?
Response: Yes, every year CAT has allocated capital project funds for the passenger
amenities project.
Question 4: Will the new units include all of the material and fasteners to complete a Bus
Shelter?
Response:
The units to be installed if new, will require either for CAT to purchase the
shelters or the vendor (contractor) to purchase whichever is more convenient. All
the new units should include all shelter materials necessary for the shelter
installation, excluding concrete and other construction related products.
Question 5: Should we provide an estimate for the Powder Coating of an existing Bus Shelter?

Response: Yes, if the contractor is proposing the refurbishment of the units that will be
uninstalled.
Question 6: Is an estimate for a new Bus Shelter, labor and material required? If so, how many
units would be included?
Response: CAT has the specs for the shelters requirements; we are looking to install around
fifty (50) locations every fiscal year. Specs are included with the addendum.
Question 7: I want to inquire about CAT's current status with the Chatham County contract
and whether any developments there might impact this project's continuation.
Response: The RFP would not be affected by the developments with the County, as the
funds for this project have been allocated under CAT’s current capital plan.
Question 8:
As we understand it, the agreement is set to end on June 30, 2026. Could you
please confirm if that remains the case? Additionally, if the contract is not
renewed, would this project proceed independently without reliance on the
Chatham County agreement?
Response:
CAT, a Georgia public authority created under Georgia state law, is the
designated federal transit grant recipient for the Chatham County area, and it will
continue providing public transit services even if the Chatham County
Commission does not renew the contract. CAT is currently entering into
contracts and managing daily operations under governance by its current 11
member board (which includes three County appointees). Funds are available for
this project, which encompasses almost half of the shelters in the current CAT
footprint.
SPECS FOR THE SHELTERS BELOW:
• Fully welded aluminum roof structure with aluminum fascia, and roof bracket
accommodations for integrated solar panel lighting installation
• Tinted polycarbonate roof panels for sun screening
• Full or partial rear wall screen
• Full end wall screens in perforated aluminum to provide two or three sided wind
protection
• Steel wall posts with adjustable leveling shoes
• Finished in a durable baked powder coat finish color RAL 6012 Black Green
• Benches shall be a perforated bench, with or without a back, with two seat separation bars
to provide seating for up to three people.

• Trash cans shall be a 32 gallon perforated metal trash can with a hinged lockable lid; a
32-gallon hard rubber liner, and stainless steel anchors.
• Solar lighting system - 8 Watt or more LED light fixture with 5 day minimum
autonomous operation ; roof mounted solar panels with integrated batteries
• 10 foot by 5 foot nominal roof dripline for canopy for the larger shelter
7’5″x2’8” for the smaller shelter.
