Description:

The Meriwether County Board of Commissioners is seeking bids for two firefighting tanker trucks for the Meriwether County Fire Department.  You may pick up a copy of the Bid Package at Meriwether County Administration Office located at 17234 Roosevelt Highway Bldg. B. Greenville, GA 30222, or the bid back will be available online at www.meriwethercountyga.gov.  Pre-bid questions will be accepted until 3:00 pm on Wednesday, November 5, 2025. Sealed bids will be accepted until 3:00 p.m. local time on Friday, November 21, 2025. Proposals must be submitted in accordance with the Request for Proposals (RFP).  Sealed Bids must be submitted to the Meriwether County Administration Office, 17234 Roosevelt Highway, Building B, Greenville, GA 30222. BIDDERS ARE ADVISED TO THOROUGHLY UNDERSTAND THE GENERAL CONDITIONS
AND SPECIAL PROVISIONS, PRIOR TO SUBMITTING THEIR BID.
I. GENERAL CONDITIONS
A. QUALIFICATIONS
1. Bids will be considered only from experienced and well-equipped Contractors engaged in work
of this type and magnitude.
2. Bidders may be required to submit evidence setting forth qualifications, which entitle them to
consideration as a responsible Contractor. A list of work of similar character successfully
completed within the last two years may be required giving the location, size and listing equipment
available for use on this work. Before accepting any bid, the County may require evidence of the
Contractor's financial ability to successfully perfonn the work to be accomplished under the
contract.
3. AU questions concerning the project shall be addressed in writing to John Gorton,
County Administrator, at j.gorton@meriwethercountyga.gov no later than 3:00 p.m. on
Wednesday, November 5, 2025.
B. GUARANTEE TO ACCOMPANY BlD
1. A 5% Bid Bond is Required for this project.
C. SUBMITTING BlDS
Bids will be accepted by the Meriwether County Board of Commissioners at 17234 Roosevelt
Hwy, Bldg. B, Greenville, GA 30222, until 3:00 p.m., Friday, November 21st, 2025. Bids
received after the designated time will not be considered.
1. Bids should be submitted in a sealed envelope with the following information clearly typed or
printed on the outside:

D. AUTHORITY TO SIGN
The Bidder should ensure that the legal and proper name of his proprietorship, firm, partnership or
corporation is printed or typed in the space provided on the Schedule of Items.
E. RIGHTS RESERVED
1. Meriwether County reserves the right to reject any or all Bids, to waive informalities and to re­
advertise. lt is understood that all Bids are made subject to this agreement, that Meriwether County
reserves the right to decide which Bid it deems lowest and best, and in arriving at this decision,
full consideration will be given to the reputation of the Bidder, his financial responsibility, and
work of this type successfully completed.
2. Bidders are advised to examine any Plans and Specifications carefully and to make examinations
of the site of the proposed work as necessary to familiarize themselves with local conditions,

which may affect the proposed work. Bidders are also advised to inform themselves fully in regard
to conditions W1der which the work will be performed. Meriwether CoW1ty will not be responsible
for Bidder's errors or misjudgment, nor for any information on local conditions or general laws
and regulations.
3. Any W1authorized additions, conditions, limitations, or provisions attached to the Bid shall render
it informal and may be cause for rejection.
4. No Bids may be withdrawn after submission for a period of 60 days after the date set for opening
thereof.
5. Meriwether CoW1ty reserves the right to reject any and all bids from any person, firm, or
corporation who is in arrears in any department or obligation to Meriwether CoW1ty, Georgia.
6. Individuals, firms, and businesses seeking an award of a Meriwether County contract may not
initiate or continue any verbal or written communications regarding a solicitation with any CoWt1 y
officer, elected official, employee or other CoW1ty representative without permission of the
CoW1ty Administrator between the date of the issuance of the solicitation and the date of the final
contract award by the Board ofCommissioners. The CoW1ty Administrator will review violations.
If determined that such communication has compromised the competitive process, the offer
submitted by the individual, firm or business may be disqualified from consideration for award.
F. AWARDOFCONTRACT
I. The contract will be awarded to the lowest responsive and responsible bidder whose bid will be
most advantageous to Meriwether CoW1ty with price and other factors considered.
2. Prior to the award of the contract, the successful bidder may be required to submit documentation
demonstrating the bidder's ability to commence, proceed, and complete in a timely manner. A
bidder's failure to demonstrate the ability to proceed as required may result in the award to the
next low, responsive and responsible bidder, as deemed in the CoW1ty's best interest.
G. RETAINAGE
1. Retainage on work completed will be withheld by Meriwether CoW1ty as follows:

estimates, until all pay items are substantially completed.

MERIWETHER COUNTY PROJECT DESCRIPTION
1. Purpose and Intent
Meriwether County Fire & Rescue seeks qualified vendors to furnish and deliver two (2) complete Firefighting Tanker
Truck that meets or exceeds the specifications contained in this Scope ofWork. The unit shall be new, fully operational,
and ready for immediate service upon delivery.
2. General Requirements

Six (6) 3" fire hydrant fills with 2½" fire hose adapters

• Water-level indicator lights on both sides and rear with four-color increments
B. Pump and Spraying System
Hot-shift PTO for Allison transmission; direct mount PTO pump
Berkeley 4" x 4" self-priming pump (700 GPM minimum) or equivalent
30-gallon hydraulic reservoir with filtering and vented fill cap
Two (2) rear-mounted 2½" pressurized outlets with ball valves
One (1) 10" rear inlet with air-operated dump valve capable ofdumping to either side
Six (6) total 3" inlets with check valves and fire hose adapters
• In-cab controls with independent air switches for each spray head
C. Storage and Lighting

4. Design and Function
The system shall maximize operational efficiency while minimizing maintenance costs. The hydraulic system shall
enable low RPM engine operation (900-1200 RPM) while maintaining pump RPM (2100-3100 RPM). Each spray head
shall be independently operated to optimize water direction and flow control.
5. Delivery and Inspection

6. Warranty and Documentation

G. Timeline:
Vehicles should be delivered no later than 6 months after the contracts are executed.
H. COMPLIANCE WITH OSHA STANDARDS AND REGULATIONS
The work connected with this Contract shall be performed in accordance with all applicable State
regulations and standards including any additions or revisions thereto until the job is completed and
accepted by Meriwether County.
I. INSPECTION
Meriwether County has the right to inspect the vehicles to ensure that all specifications are
satisfactory and meet the requirements outlined in the scope of work by Fire Chiefor designee.
