NOTICE IS HEREBY GIVEN that the Town Clerk of the Town of Bedford will receive sealed bids for the materials herein described at the office of the Town Clerk, 321 Bedford Road, Bedford Hills, NY 10507, on July 2, 2026 at 10:00 A.M. and immediately thereafter the bids will be publicly opened and read aloud in said office.

The materials consist of five (5) separate Bid Items:

  1. Fire Hydrants
  2. Cold Water Meters and Related Equipment
  3. Ductile Iron Pipe (Cement-lined)
  4. Resilient Wedge Gate Valves
  5. Mechanical Joint Restraints

NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that the Town Clerk of the Town of Bedford will receive sealed
bids for the materials herein described at the office of the Town Clerk, 321 Bedford Road, Bedford
Hills, NY 10507, on July 2, 2026 at 10:00 A.M. and immediately thereafter the bids will be
publicly opened and read aloud in said office.
The materials consist of five (5) separate Bid Items:
1)

Specifications may be obtained at the office of the Bedford Water Department, 425 Cherry Street,
Bedford Hills, NY, on or after 10:00 A.M. on July 2, 2026.
Bids shall be made on the Proposal Forms furnished with the specifications. Bid prices shall
remain in effect for a full year from the bid date or until a new proposal is bid in 2027 for all
material orders placed by the Bedford Water Department Foreman. Bidders may not withdraw
bid proposals until thirty (30) days after the date of the Bid opening.
Proposals shall be enclosed in a sealed envelope bearing the name and address of the Bidder,
addressed to the Town of Bedford, Town Clerk's Office, 321 Bedford Road, Bedford Hills, NY
10507, and endorsed "Proposals for Bedford Water Department Materials-Bedford Consolidated,
Cedar Downs, The Farms and Old Post Road Water Districts, Bedford, NY."
The Town of Bedford reserves the right to reject any and all Bids, to waive any informality in any
Bid and to award the Contract to other than the lowest Bidder if deemed in the best interest of the
Town to do so.

GENERAL SPECIFICATIONS
All materials furnished shall conform to the itemized specifications attached hereto and to the
applicable requirements of the Standard Specifications of the New York State Department of
Transportation, dated January 3, 1978.
Materials shall be delivered in accordance with the itemized specifications on the order of the
Public Works Commissioner or designee, Town of Bedford, in quantities as ordered.
Unit prices bid shall be exclusive of any sales, excise or other taxes for delivery to a tax exempt
Municipality. Tax exempt certificate number 136007284 covers Public Works Department
purchases by the Town of Bedford.
The Town of Bedford reserves the right to purchase material from other vendors as awarded by
the State of New York Office of General Services, without notice to the vendor awarded the
Town bid.
All suppliers, submitting bids on items in non-conformance with the specifications or delivery
time as stated, must submit them on a separate sheet of paper clearly stating the variance
between their bid and the specifications. The bid will receive careful consideration if such
deviations do not depart from the intent of this specification and are to the best interests of the
Town of Bedford.
Additional information on any of the items as given in the detailed specifications may be secured
from the office of the Commissioner of Public Works or designee.
Each bid must be signed by a person authorized to do so and each bid must include a certificate
of non-collusion and waiver of immunity agreement, as required by law.
Bidders are not to separate the notice and specifications from the proposal form, but must return
the same complete.
Separate bids will be awarded for each item as listed in the proposal.
The Commissioner of Public Works or designee reserves the right to reject any or all bids, to
accept any bid or waive any informality in the proposal as deemed advisable in the best interest
of the Town of Bedford.
FIRE HYDRANTS
Fire hydrants purchased or installed shall meet or exceed all applicable requirements and the latest
revisions of AWWA Standard C502. Fire hydrants shall meet all test requirements and be listed
by Underwriters Laboratories Inc. Fire hydrants shall meet all test requirements and have full
approval of Factory Mutual. Fire hydrants shall meet the following requirements
1. Fire hydrant shall be Mueller Super Centurion 250
2. Fire hydrants shall be rated for a working pressure of 250 PSIG. (1726 kPa).
Manufacturers shall provide sufficient documentation to assure that their hydrant will
successfully meet section 24.1 of the UL 246 standard.
3. Hydrants shall be of a true compression type, opening against the pressure and
closing with the Pressure. The Main Valve Seat shall be 5 1/4" in diameter, and be
reversable in design.
4. The bonnet Assembly shall be- provided with an oil reservoir and lubrication system
that automatically circulates lubricant to all stem threads and bearing surfaces each
time the hydrant is operated. The system shall be sealed from the waterway and all
external contaminants by five (5) "O"-ring seals. The reservoir shall be factory filled
with lubricant suitable for a working temperature of -60 degrees F. to +150 degrees
F. The lubrication system will be designed in such a fashion as to allow easy testing
and refilling of the reservoir.
5. The operating nut and hold down nut shall be cast from bronze which complies with
ASTM Standard B-584. The operating nut shall be a one (1) piece casting and shall
be pentagon in shape, measuring 1-1/2" from point to flat. The hold down nut shall
be machined to receive a resilient weather seal.
6. Hydrants shall be 3-way type with two (2) Outlet hose nozzles 2 1/2" NST and one
(1) Pumper Nozzle 4 1/2" NST. All nozzles shall be bronze which complies with
ASTM Standard B-584.
7. All outlet nozzles shall be threaded into the barrel in such a manner that the nozzle
connection will be tightened into the barrel as caps are being removed. Additionally,
a stainless-steel locking device is installed to prevent nozzles from backing out. Caps
shall be provided with welded link non-kink chains and chain hooks,
8. Hydrants shall be of the Traffic Model" design, provided with a Safety coupling and
flange design that will permit a full 360 degree facing of the nozzles by infinite
degree. The safety coupling shall be manufactured of stainless steel, and of a torque
diverting design. The safety flange shall be located on the lower barrel side of the
flange to eliminate the likelihood of fragmented ring parts dropping into the lower
barrel in the event of a collision.
9. Pressure loss through the entire hydrant shall not exceed 3.00 PSI at a flow of 1000
GPM. (through the pumper nozzle connection) when tested as-prescribed In AWWA
C-502 latest revision.
10. The bronze hydrant seat shall thread directly into a bronze drain ring to assure easy
removal of the valve assembly and to provide an all-bronze drain way. All pressure
seals must be "O" rings. The main valve assembly and drain ring shall be Supported
in a cast iron drain ring housing bolted between the lower barrel and the. shoe flange.
The seat ring, drain ring, and upper valve plate shall be manufactured of grade ASTM
B-584 bronze.
11. The drain valve system shall be fully automatic and free of springs, toggles., and/or
any other services that may require field adjustment. Both valve seat ring and valve
drain ring shall have not less than two (2) openings. Both shall be force flushed
during the opening cycles, but are sealed when the hydrant is fully open by two (2)
polyethylene drain valve facings mechanically attached in dove tailed slots in the
upper valve plate.
12. The operating mechanism, safety stem coupling, and main valve assembly shall be
capable of withstanding 200 ft/lbs. of torque against the fully open and closed
positions, with no damage to the components. Downward stem travel shall be limited
by an Internally cast stop in the shoe. Travel stops in the bonnet or upper valve plate
are not approved. All ferrous metal surfaces in the hydrant shoe are to be fully coated
with a minimum thickness of four (4) mills liquid epoxy including the lower valve
plate assembly.
13. The shoe casting, lower barrel casting, and flanges below ground shall be
manufactured in accordance with ASTM A-1.26 Class B gray iron or ductile iron,
but no combination thereof. This assures uniform strength of all cast components
below ground.
14. Hydrant direction of opening shall be LEFT (counterclockwise).

Fire Hydrants
1. Hydrants shall be three-way, having two (2) two and one-half inch hose nozzles
and one (1) four and one-half pumper nozzle with national standard thread.
2. The operating nut, pentagon shaped, measuring one and one-half inches from
point to flat.
3. Hydrants shall be "traffic model" with breakable swivel flange.
4. The 6" shoe connection shall be of mechanical joint with 6" gasket.
5. Price must be for draining and non-draining hydrants.
