Bids will be received in person to Matt Odom at 943Osceola Street, Gastonia, NC 28054.Bids will be opened at 10:00am on Monday, March 23, 2026. Bids shall be delivered to Matt Odom bythe date and time stated above.There will be a mandatory on-site pre-bid meeting on March 17, 2026 at 9:30am at Forestview HighSchool located at 5545 Union Road, Gastonia, NC.All questions must be emailed to Dan Dodd – dan@fitfields.com by March 18, 2026 by 12:00pm.The Bids must be submitted on the bid form. Submit one (1) signed copy of the bid form. Bids madeotherwise will be subject to rejection. The Bid shall be clearly labeled Forestview High School SyntheticTurf Field and Track on the outside envelope along with the Bidder’s General Contractors LicenseNumber. Gaston County Schools assumes no responsibility for unmarked bids being considered foraward. An authorized company representative is required to sign in the place indicated on the bidschedule. Bids not signed will automatically be rejected.Bid Bonds, Payment and Performance bonds will be required.It is requested that completed bids be either typewritten or handwritten in ink only. Facsimiles are notacceptable.INVITATION TO BID1Forestview High School Synthetic Turf Field and TrackGaston County SchoolsGENERAL SPECIFICATIONS & INSTRUCTIONS TO BIDDERSAPPLICABLE TO ALL ITEMS1. Each bidder must submit a proposal on the blank form(s) provided. All proposals must be signed bya duly authorized individual. Proposals submitted on other forms will not be accepted. Bids will beread in person at 943 Osceola Street, Gastonia, NC 28054 by Gaston County Schools on March 23,2026 at 10:00am. Any proposal received after the date and hour specified, will not be accepted orconsidered.2. Bidders may submit with their proposals, manufacturer’s specifications, illustrations, and descriptiveliterature of the product proposed to be furnished. If the product proposed does not meetspecifications as written the variations must be described in detail and attached to the proposal3. Gaston County Schools reserves the right to reject any or all proposals, waive technicalities, and tobe the sole judge of suitability of the product for use by Gaston County Schools for intendedpurposes. Factors to be considered in awarding the proposal will be price, quality, history ofsatisfactory performance, time required to make delivery and the availability of item offered. Thecontract will be awarded after evaluation of all proposals has been made. In the interest ofsuitability to Gaston County Schools’ needs and/or economy; equipment or furnishings other thanthe cheapest in price may be selected. Gaston County Schools shall have a period of thirty (30) daysafter the opening of proposals to make the award and may award in total or by line item, whicheveris in the best interest of Gaston County Schools.4. The specifications enclosed are intended to obtain competitive proposals. Any reference to brandnames is strictly for denoting the type and quality of item desired, and is not done to limit or restrictthe proposals.5. Any corrections or errors found in the specifications must be submitted by email to the attention ofDan Dodd (dan@fitfields.com) prior to the opening of proposals by 12:00pm on March 18, 2026.Any deviations from the specifications must be in writing and submitted as part of the proposal. Anyaddenda to these proposal documents shall be issued in writing; no oral statements, explanations orcommitments by whosoever made shall be of any effect unless incorporated in the addenda.6. The signer of the proposal certifies this proposal has not been arrived at collusively or otherwise inviolation of Federal or North Carolina Antitrust laws. The owner or an officer of the firm must signall proposals.7. By signing this proposal form the contractor affirms that they are registered with and participates inthe Federal work authorization program, E-Verify as it relates to their company and mandated bylaw in North Carolina.8. PROPOSAL/SUBMITTAL FORMAT: One original should be submitted in the format specified viaemail in the RFP.9. PUBLIC RECORD: All proposals submitted in response to this Request for Proposal shall become theproperty of Gaston County Schools and shall become a matter of public record when opened.GENERAL SPECIFICATIONS & INSTRUCTIONS TO BIDDERS1Forestview High School Synthetic Turf Field and TrackGaston County Schools10. BID BOND OR BID DEPOSIT: Each proposal must be accompanied by a Bid Bond executed by acorporate surety licensed under the laws of North Carolina to execute such bonds, conditioned thatthe surety will, upon demand forthwith make payment to the Owner if the bidder fails to executethe Contract. The Bid Bond shall be in the amount of five percent (5%) of the total bid plus all of thealternates. The Bid Bond shall be valid for a minimum of ninety (90) calendar days. In lieu of a BidBond, a deposit equal to five percent (5%) of the total bid plus all alternates in the form of aCashier’s Check or Certified Check on some bank or trust company insured by the Federal DepositInsurance Corporation and payable to Gaston County Schools may be provided.11. PERFORMANCE AND PAYMENT BONDS: The successful Bidder shall provide a Performance Bondand Payment Bond. The bond amounts shall be written in the amount of One-Hundred percent(100%) of the Contract Price, and conforming to the Owner’s requirements. The bonds shall bedelivered to the Owner with the executed Contract.12. DISCUSSIONS: Gaston County Schools reserves the right to conduct discussions with offerors for thepurpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in theproposal in order to clarify an offer and assure full understanding of, and responsiveness to,solicitation requirements.13. VENDOR APPLICATION: Prior to the award of a Contract, the successful offeror shall register withGaston County Schools’ Purchasing Division. The Vendor Application is attached for reference.14. CONTRACT AMENDMENTS: This Contract shall be modified only by a written contract amendmentsigned by the Gaston County Schools' Purchasing Agent and persons duly authorized to enter intocontracts on behalf of the Contractor.15. CONTRACT: The Contract shall be based upon the Request for Proposal issued by Gaston CountySchools and the Offer submitted by the Contractor in response to the Request for Proposal. Theoffer shall substantially conform to the terms, conditions, specifications and other requirements setforth within the text of the Request for Proposal. Gaston County Schools reserves the right to clarifyany contractual terms with the concurrence of the Contractor; however, any substantial non-conformity in the offer, as determined by the Gaston County Schools’ Purchasing Agent, shall bedeemed non-responsive and the offer rejected. The Contract shall contain the entire agreementbetween Gaston County Schools and the Contractor relating to this requirement and shall prevailover any and all previous agreements, contracts, proposals, negotiations, purchase orders, ormaster agreements in any form.16. PAYMENT: Progress payments, when requested, will be made after Gaston County Schools receivesa detailed invoice and confirmation that the work has been performed to the specifications requiredfor the requested payment.17. FORCE MAJEURE: Except for payment of sums due, neither party shall be liable to the other nordeemed in default under this Contract if and to the extent that such party's performance of thisContract is prevented by reason of Force Majeure. The term "Force Majeure" means an occurrencethat is beyond the control of the party affected and occurs without its fault or negligence. ForceMajeure shall not include late performance by a subcontractor unless the delay arises out of a ForceMajeure occurrence in accordance with this Force Majeure term and condition.
