Conditions of Invitation to BidTerms of AgreementThis service is for a two (2) year base period Fiscal Year 2027 (FY27) July 1, 2026, through June 30, 2027,and (FY28) July 1, 2027, through June 30, 2028 with three (3) one (1) year priced options for (FY29) July1, 2028, through June 30, 2029 (Option 1), (FY30) July 1, 2029, through June 30, 2030 (Option 2)and (FY31) July 1, 2030 through June 30, 2031 (Option 3).Liability of Cost and ResponsibilityCCWD is not responsible for any costs incurred in preparing a response to this ITB. All expenses associatedwith responding shall be borne solely by submitting individual or organization. Respondents shall holdCCWD harmless from any liability, claims, or expenses arising from or related to their participation in thisprocess. All materials submitted become the property of CCWD.InsuranceCCWD has implemented an insurance compliance program requiring all vendors providing products orservices to maintain appropriate insurance coverage before any agreement is issued. Once the mostresponsive bidder is identified, that vendor will have 15 days from selection to submit all requiredinsurance documents, following the provided samples, and to register with CCWD’s insurancePage 2 of 4compliance tracking system, MyCOI. Failure to provide the required insurance documentation within thistimeframe may result in the bid being deemed unresponsive.Business LicenseBusiness licenses will be verified with the issuing agencies and references will be checked.Prevailing WagePursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not lessthan the prevailing rate of per diem wages as determined by the Director of the CaliforniaDepartment of Industrial Relations. Each loaddelivered must be accompanied by a weight slip.• BIDDER AGREES TO PROVIDE ALL REQUIRED EQUIPMENT, MATERIAL, FREIGHT AND / OR LABORAS SPECIFIED IN BID DOCUMENTS.1. Duration: This bid shall for furnishing aggregate road base deliveries to various Districtlocations for fiscal year 2027 (FY27), beginning on July 1, 2026 through June 30, 2027, andfour(4) one(1) year priced options for fiscal years 2028 (FY28), from July 1, 2027 through June30, 2028, fiscal year 2029 (FY29), from July 1, 2028 through June 30, 2029, fiscal year 2030 (FY30),from July 1, 2029 through June 30, 2030, fiscal year 2031 (FY31), from July 1, 2030 through June30, 2031 to be exercised at the District’s sole discretion.2. Delivery: The District will attempt to give the CONTRACTOR as much advanced notice aspossible. Normally, orders for the material will be placed with the CONTRACTOR no later than10:00 A.M. the day before required delivery. Orders for the various materials will be made forfull loads. Orders will be placed either by phone, e-mail, or texting (if available and not to theexclusion of the other methods) to the vendor by CCWD personnel, stating the location,quantity, and purchase order number. Deliveries to CCWD Facilities shall be made between thehours of 8:00 A.M. and 3:00 P.M., Monday through Friday (excluding State or Federal holidays oras otherwise directed). If an emergency arises delivery arrangements will be scheduled by thedistrict supervisor or the facility/location personnel who placed the order and/or receivingpersonnel.3. Quantity: No guarantee will be made on total quantity and will be on “as required” basis. Therewill be no minimum order requirements. Deliveries must be clearly marked with the purchaseorder number. If delays in delivery are anticipated, the CONTRACTOR will immediately notifythe CCWD Supervisor of the expected delivery date. The order may be canceled if the deliverytime is unsatisfactory, and CCWD may procure item(s) from other sources, and theCONTRACTOR will be held responsible for any/all excess cost.4. Quality: Aggregate Base: Crushed aggregate or processed natural mineral shall be clean, hard,sound, and free of any detrimental quantity of soft, friable elongated or laminated pieces,organic matter or other deleterious substances, and shall be of such nature that it can becompacted readily under watering and rolling to form a firm, stable base.
